Synchronized Traffic Signals Help Move Orange County
OCTAs three recently completed traffic signal synchronization projects are accelerating Orange
County commutes with fewer stops, shorter travel times and faster travel speeds.
Traffic engineers and other workers finished synchronizing intersection lights for the Brookhurst
Street, Katella Avenue and El Toro Road projects as part of OCTAs countywide Traffic Light
Synchronization Program last Tuesday.
Signal synchronization ensures vehicles are moving more efficiently and helps relieve the
frustration of continually getting stuck at red lights, said OCTA Chairman Paul Glaab, also mayor of
Laguna Niguel. We a re proud that the program has been such a success, and we look forward to
continuing this cost-effective way to improve the flow of traffic.
Through the program, OCTA
partners with the county, Caltrans
and cities to reduce travel times and
stops per mile, increase average
driving speeds, and decrease
greenhouse gases and vehicleemissions.
The three completed synchronized
streets are:

These projects will help contribute to OCTAs goal of synchronizing 2,000 intersections on every
major street in the county.
OCTA Seeks Public Memberfor Board of Directors
OCTA seeks to fill an available public member seat on its board of directors.
Appl ican ts m ay s ubmi t a resume a nd lette r of inte rest for the posi tion by mail or online until noon
on Oct. 26. The selected candidate will be one of two public members serving a 4-year term on the
bo ard.
The 18-member board is responsible for overseeing the transportation agency.
The agency manages the countywide bus and paratransit service, Metrolink rail service, the 91
Express Lanes, Measure M implementation, freeway, street and road improvement projects and
motorist services.
Board members may consider the applications at their Nov. 9 meeting. The selected public
members term will begin in January 2013.

Crews are reconstructing the eastbound Garden Grove (SR-22) freeway in order to make room for
the new SR-22 / San Diego Freeway (I-405) carp ool co nnector .
The major work is part of the $277-million West County Connectors project to improve connectors
between the San Gabriel Rive r Fr eewa y (I-605) , I-405 and SR-22 .
Over the next six to eight weeks, construction
activity will require nighttime closures of the
northbound I-405 freeway at Valley View Street so
that crews may construct falsework, a temporary
structure that provides support during bridge
construction.

Asian Business Conference of Orange County
Generates Buzz As Economy Recovers
Representatives from OCTA joined approximately 600 participants at the 2012 Procurement and
Export / Import Opportunities Conference at the Disneyland Hotel in Anaheim last Wednesday.
Hosted by the Asian Business Conference of Orange County, the event featured business networking
meetings, seminars and panelists. Keynote speakers included presidents and executives ofgovernment agencies and Fortune 500 companies.
The expert speakers provided strategies and tips on how business owners may navigate through the
seemingly complex procurement process.
The Asian Business Conference of Orange County has been a leader in assisting diverse businesses
with winni ng l arger co ntra cts thro ugh corporate and governmental procurement and supplier-
diversity for the last 13 years.
Conference participants shared their enthusiasm as Orange County leads the state in rebounding
economically. The regions growing diversity includes an Asian population of 18 percent and 19
percent of small businesses are owned by people of Asian descent.

OCTA Talks Railroad Crossing Safety Measures
OCTA Deputy CEO Darrell Johnson and Capital Programs Rail Director Jennifer Bergener joined theSan Juan Capistrano City Council and Transportation Commission in a discussion about rail safety
last Tuesday.
For the last six months, OCTA traffic engineers have been conducting a traffic analysis and technical
study of the Del Obispo Road railroad crossing warning system. OCTA officials briefed members
about the agency's efforts to alleviate congestion in the downtown area surrounding the Del Obispo
Road railroad crossing.
OCTA staff has worked closely with the city of San Juan Capistrano to implement the Orange County
Grade Crossing Safety Enhancement Program and improve traffic circulation in the area adjacent to
the Metrolink station and railroad crossings.
OCTA will continue its efforts to develop these precautionary safety measures.
San Clemente Business Group Gets Update on I-5 Improvements
The OCTA outreach team met with 25 representatives of the San Clemente Downtown Business
Asso ciat ion last We dnes day to d iscuss t he upco ming improvements of the sout hbound San Diego
Freeway (I-5).
Business representatives expressed interest in the Avenida Pico to San Juan Creek Road
Improvement because of the Avenida Pico widening of six to nine lanes.
San Clemente Mayor Jim Evert and Councilwoman Lori Donchak also joined San Clemente city staff
at the meeting.
The team also presented information at the I-5 Ortega Highway Stakeholder Working Groups first
official meeting in San JuanCapistrano last Thursday.
Nearly 100 people including city officials, regional government representatives, school officials and
restaurant owners representing the local business community attended the meeting hosted by
Caltrans.
OCTA staff members provided updates on the Avenida Pico to San Juan Creek Road project and the
Corona Del Mar (SR-73) to El Toro Road project that will start in 2018.

OCTA outreach members gathered
feedback about proposed bus fare increases
from more than 40 community delegates at
the Fullerton Collaboratives monthly
meeting last Tuesday.
Representatives from social service
agencies and other Fullerton community
organizations shared their thoughts about
the proposed bus fare increases that would
take effect February 2013 if approved.
OCTA staff members, including Director of
Finance and Administration Andy Oftelie and Marketing and Customer Engagement Manager StellaLin, have been conducting outreach and stakeholder meetings since September.
Community outreach efforts about the proposed increases will continue through the end of October.
South County Children and Youth Summit Highlights Health and Safety Issues
The South County Children and Youth Summit in Rancho Santa Margarita brought together a wide
array of educators, service providers and resource agencies to provide information and assistance
on subjects including health care, dental care, car-seat safety, teenage driving and obesity
prevention.
Approx imately 30 f amilie s a ttende d Fridays event to learn more about raising healthy ch ildren.
OCTA employee Heidi Hsing attended the event and provided parents and caretakers transit
information as well as updates regarding the proposed fare increase that would begin in 2013 if
approved by the OCTA board of directors.
Come Together Community Fair Unites Anaheim
OCTA joined other community
organizations and approximately 1,000
participants at the Come Together
Community Fair.
The Law Enforcement AccountabilityNetwork, the city of Anaheim and the
Anaheim Arts Council host ed the " day of
peace and unity."
Last Saturdays event featured free food,
music, art, activities and opportunity
drawings.
Event organizers encouraged
participants to bring blankets and
toiletries for the homeless and toys for
children.
OCTA employees Heidi Hsing and Nicci La Piana distributed transit information and news of the
potential proposed fare increase in 2013.
OCTA Provides Seniors With Transit Information
Members of OCTAs Senior Outreach Program presented transit information to 15 staff members at
the Community Senior Serve Headquarters in Anaheim last Monday and 21 senior residents at
Meadow Mobile Homes in Irvine last Thursday.
Senior Serve is an organization dedicated to meeting the needs of seniors in Orange County by
administering various programs including OCTAs ACCESS services.
OCTAs Nicci La Piana provided information to encourage transit ridership including the fixed bus
route system, Metrolink and ACCESS services.
Residents also learned how to read bus schedules as well as heard about the proposed 2013 fare
adjustment.
Representatives of Fullerton community provide feedback about t he
proposed bus fare increases that would take effect in 2013 if approved.
Families snap photos with an OCTA bus cut-out while enjoying free food
and activities, including learning about the agency's transit options, at
the Anaheim Community Fair.

Senior Presentations Bring Transit Home
OCTAs outreach team will present information to senior citizens in Tustin and Laguna Woods at
10:30 a.m. Wednesday, Oct. 17, at the Tustin Senior Center, 200 S. C Street.
The team will then travel to the Laguna Woods Village Community Center, 24232 Calle Aragon in
Laguna Woods, for another event at 12:30 p.m.

signal syn chronization project s on a 17-mile stretch of road from the northbound San Gabriel River
Freeway (I-605) ramp in Los Alamitos to Cannon Street in Orange. Commuters are experiencing up
to a 57 percent decrease in the number of stops, a 25 percent dip in travel times and a 32 percent
increase in speeds.
