Coordination of Indiana GIS through dissemination of data and data products, education and outreach, adoption of standards, and building partnerships
The Waters Workgroup
• Made up of members who are able to participate in meetings in person or via phone and members who follow the activities and review documents via the ListServ.
• Scheduled meetings 1st Wednesday/month, in Indianapolis, with phone-in option.
• Currently, active members represent mostly state and federal agencies and IGIC.
• Members of the Waters ListServ include the above and also representativies of local agencies, universities, and private entities.
Our Mission: To develop plans, standards, and technical implementation guidance for the IndianaMap framework surface waters data layers.

<= 2009: The Waters Data Plan
• Establish the National Hydrography Dataset for Indiana as the IndianaMap framework data
• Strategy to correct errors and improve the NHD to Local Resolution
• Stewardship of the Dataset• Data Maintenance Workflow
The Waters Data Plan Highlights
Coordination of Indiana GIS through dissemination of data and data products, education and outreach, adoption of standards, and building partnerships
The Waters Data Plan—existing data
• Feature-based database of nation’s surface water drainage system
• Network of streams, rivers, and other flowlines; lakes, ponds, and other waterbodies
• Other lines, areas, and points• Suitable for modeling water flow• Suitable for geocoding local features
and events to water features

The Waters Data Plan—existing data
Existing condition of the NHD for Indiana• “High-resolution” NHD Features in current NHD
based upon 20+ year-old paper 1:24,000 (1” = 2,000’) USGS Topographic Quad Maps
• Inconsistencies from quad to quad• Most users require data at better scale• Features have changed since maps were
created• Problems with missing or incorrect names

<= 2009: The Waters Data Plan
• Establish the National Hydrography Dataset for Indiana as the IndianaMap framework data
• Strategy to correct errors and improve the NHD to Local Resolution
The Waters Data Plan Highlights
Coordination of Indiana GIS through dissemination of data and data products, education and outreach, adoption of standards, and building partnerships
The Waters Data Plan—Strategy
• Correct GNIS name errors in High-Resoultion NHD• Create features from 2005 IndianaMap
Orthophotography and appropriate local vector data• Assign correct NHD feature code to each feature.• Edgematch features to best available NHD data in
adjacent subbasin• Create water flow direction and connectivity• Conflate to those features the NHD attributes from
High-Res
Strategy: Correct errors and improve the NHD to local resolution.
To be done by subbasin as funds allow.
Coordination of Indiana GIS through dissemination of data and data products, education and outreach, adoption of standards, and building partnerships
The Waters Data Plan—Strategy
• Corrects the existence and the locations of physical features
• Data would be at scale of 1:2,400 or 1:1,200 and aligned to 2005 IndianaMap Orthophotography
• Inconsistencies between quads will be removed• Naming of features will be improved• Network connectivity and flow direction will be improved• Statewide 1:2,400 layers of 2005 streams and
lakes/ponds.• Statewide water flow model, ensuring connectivity and
modeling across community boundaries• Statewide stream addressing system with linear
referencing

• Partnership with the US Geological Survey
• Coordinate all NHD maintenance activities for Indiana assisted by other agencies and
organizations as secondary stewards
Coordination of Indiana GIS through dissemination of data and data products, education and outreach, adoption of standards, and building partnerships
Waters Data Plan—Stewardship Duties
1. Point of contact for the USGS2. Represent the interests of the
user community 3. Accept updates from other
agencies and organizations4. Respond to proposed updates
within an agreed-upon, reasonable time
5. Maintain an awareness of the activities of other agencies and organizations involved
6. Provide contact information for management and technical issues
7. Provide publicly available information on the status of data stewardship activities
8. Perform activities defined in the IndianaMap NHD Local Resolution Update and Maintenance Workflow as funding allows.
9. Provide metadata that clearly describe the sources used in updates and the process
10. Utilize nationally consistent reach codes
11. Seek funding to support the activities
12. Agree to and adhere to the Quality Control Specifications
13. Actively seek agencies and organizations interested in acting as secondary stewards
