ANNUAL REPORTFOR THE YEAR 2016-2017
INTRODUCTIONIn order to cater to the need of the hospitality industry of the Rajasthan and other neighbouring states, the craft diploma level Institute namely Food Craft Institute, Jaipur was established by the Ministry of Agriculture, Government of India and Department of Technical Education, Government of Rajasthan in July, 1976. In the first 5 years the financial assistance was borne by the Ministry of Agriculture, Government of India and subsequently liabilities were taken over by the Government of Rajasthan and Department of Technical Education. On 1.4.1989 the Institute was upgraded to a full fledged Institute of Hotel Management Catering Technology & Applied Nutrition under the aegis of Ministry of Tourism, Government of India and all the financial liabilities were taken over by the Ministry of Tourism. Institute of Hotel Management, Jaipur is one of the 24 Central IHMs in the Country.
AIMS & OBJECTIVESInstitute was established to provide trained manpower for the hospitality and catering establishments across the length and breadth of the Country.
FACILITIESInstitute of Hotel Management, is situated at the prime location of Jaipur at Sikar Road, Bani Park. The total area of the Institute is 2.5 acre and that of residential staff campus is 1.5 acre. The Institute’s campus houses classrooms with AV aids, Kitchens for 1st, 2nd, 3rd years and Diploma courses/HSRT courses, Bakery & Confectionery, Computer Lab, a well stocked library, a modern Housekeeping Lab with Guest room and room insides Laundry & Linen room, a well furnished Front Office Lab, Larder Kitchen, a spacious 350 seater Dining Hall, Maintenance Dept., Administrative Office, Stores and Faculty rooms. Apart from this a 120 seater auditorium is available for Campus Interviews, Seminars, Worshops and for events and a well furnished Conference Hall to hold Board Meetings and personal Interviews etc.
The campus also houses 150 seater boys’ and 68 seater girls’ hostel. In staff residential campusthere are 19 staff flats.
MANAGEMENTAs per the Memorandum of the Association of the Institute of Hotel Management Catering Technology & Applied Nutrition (Rajasthan) Society, Jaipur, the Institute is managed by the Board of Governors who had been drawn from Ministry of Tourism of GOI, Govt of Rajasthan, NCHMCT – Noida and General Managers of Five Star hotels, Catering Experts and Principal of other central IHM’s. ADMISSION PROCEDURE For seeking admission into B.Sc. Degree in Hospitality & Hotel Administration, the admission is granted through Joint Entrance Examination, conducted by National Council for Hotel Management, Noida. The upper age limit is 22 years and is relaxable for SC/ST candidate upto 25 years. The minimum qualifications required for admission is 10+2. The JEE 2016 was conducted on 26th April 2016.

RESERVATIONAs per the guidelines framed by the National Council for Hotel Management, Noida, the provision for reservation during the academic session 2016-17 is 15% for SC, 7.5% for ST and 27% for OBC candidate, 1 seat for physical handicapped and 1% for Kashmiri migrants. SHORT DURATION CRAFT COURSES/CUSTOMISED TRAININGS CONDUCTED (OF LESS THAN 6 MONTHS)Under the aegis of MOT, GOI and with the guidelines issued and grants given, Hunar Se Rozgar Tak courses were conducted. Under the said scheme, different courses were conducted in 2016-17 as per the details given below:-

New Guidelines were issued by Ministry of Skill Development, Government of India which was communicated by the Programme Monitoring Unit- Skill Development, Ministry of Tourism, Govt. of India regarding conduct of HSRT Courses w.e.f. 1st April 2016 which was received on 21st October 2016. The Institute had infact written to all the classified hotels in October/November 2016, expressing our inability to conduct the courses in its campus as well through classified hotels due to the new guidelines Since October 2016, HSRT courses were neither conducted at the institute nor at the

hotels. However, this new communication dated 9th June 2017 from the Programme Monitoring Unit- Skill Development has directed the institutes, to resume the conduct of HSRT courses w.e.f. 27th December 2017.The institute has expressed its inability to conduct the HSRT Courses on its campus as well as hotels, as there are difficulties regarding the syllabus, conduct of courses which have made more lengthier, tracking of pass out students for reimbursement and placement. The difficulty is also due to the fact the syllabus is too tough for a candidate for whom the prescribed eligibility is 5th/ 8th or 10th passed. Payments have been staggered – 30% on enrolment, 50% on completion of course and 20% after placement with submission of 3 months pay slips etc. A separate dept is required to be established for this purpose.
Skill Testing & Certification programmes :
Due to the new set of guidelines issued by Ministry of Skill Development, Government of India which was communicated by the Programme Monitoring Unit- Skill Development, Ministry of Tourism, Govt. of India, the Skill Testing & certification Courses were not conducted. Also reimbursement for 2015 – 16 has not been released.

During the academic session 2016-17, Institute could not depute any faculty/ administrative staff members for training/workshop etc, due to acute shortage of staff members in both the sides.

As part of the GOI’s Digital India campaign, MOT & NCHMCT have introduced the Tourism & Hospitality Institutional Management Software – THIMS Softwarethrough which all the 54 institutes, FCI’s and IITTM’s will be connected to the NCHMCT to have complete information of students, faculty, schedules, attendance, marks etc. To enable this software to function, all the institutes have been provided with IT equipment such as Desktops, Laptops, printers, and all the campuses have been made WiFi enabled
IMPORTANT DECISIONS AND DEVELOPMENTSa) Mess Charges have been increased by 10%

and students of the institute took active part in celebrating The World Tourism Day at the Albert Hall Museum in collaboration with India Tourism Jaipur and staged a wonderful “Nukkad Natika” which was appreciated by all the visitors to Albert hall Museum. 12. SPECIAL OCCASIONS :
Government of Rajasthan hosted the First ever meet of Women parliamentarians of BRICS nations – Brazil, Russia, India, China and South Africa when the Women Parliamentarian Forum of the five nations to discuss on various topics in the sessions deliberated on 20th and 21st August 2016 at The Vidhan Sabha, Jaipur. Students of 2nd and 3rd years along with the faculty members spearheaded the service of Hi-Tea and Lunch exclusively for the delegates on 20 th August 2016. Menus were specially prepared for Hi-tea and Lunch keeping in mind the authentic Rajasthani cuisine combined with Indian and continental cuisines too. The excellent services provided by our students were well appreciated by the delegates and other guests. Five of our students also assisted in food production
IHM Jaipur played host to 64 participants from 27 countries such as Zambia, Russia, Iran, Algeria, Ghana, Congo, Nigeria to name a few presently undergoing a course in Entrepreneurship at NIESBUD, Noida under sponsorship from Ministry of External Affairs, Govt. of India. As part of their four day visit to Jaipur, IHM Jaipur hosted an Half Day Workshop on Rajasthan Tourism. Entrepreneurial Opportunities and the role of Institution in promoting this activity. Following the three sessions was the tour

of the institute conducted by students. The half day session concluded with a sumptuous Rajasthani lunch prepared by the students. The participants had the opportunity to indulge in playing with colours as part of the Holi fervour and also danced to the Indian musical tunes with students. The participants appreciated the efforts of the entire team of faculty members, administrative and support staff of IHM Jaipur for their great arrangements. A special thanks was conveyed to all the students who made the event successful.
MEASURES TAKEN /SYSTEM IN PLACE TO PREVENT RAGGINGInstitute is regularly keeping watch to prevent ragging at the Institute Campus and accordingly an Anti Ragging Committee consisting of Senior faculty, administrative staff and students was constituted. Students were advised against the perils of ragging menace. In this connection, an affidavit signed by the students and their parents is submitted.
UTILIZATION OF CENTRAL ASSISTANCE: No Central Financial Assistance was received by the institute in during 2016-17

Directive is given to all the administrative staff to write official letters in Hindi. Some of the administrative members are doing their official work in Hindi only. Administrative office made best efforts to do the correspondence internal as well as out going, in Hindi.

Report on the Financial Statements
1. We have audited the accompanying financial statements of the Institute of Hotel Management, Catering Technology & Applied Nutrition, which comprise the Balance Sheet as at 31st March, 2017, the Income & Expenditure Account and Receipts & Payments Account for the year ended on that date annexed thereto, and a summary of significant accounting policies and other explanatory information, which we have signed under reference to this report.
Management’s Responsibility for the Financial Statements
2. The Institute’s Board of Governors is responsible for the preparation of these financial statements that give a true and fair view of the financial position in accordance with the accounting principles generally accepted in India including accounting standards. This responsibility also includes maintenance of adequate accounting records for safeguarding of the assets of the Institute and for preventing and detecting frauds and other irregularties; selection and application of appropriate accounting policies; making judgments and estimates that are reasonable and prudent; and design, implementation and maintenance of adequate internal controls, that were operating effectively for ensuring the accuracy and completeness of the accounting records, relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error.
Auditor’s Responsibility
3. Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with the auditing standards generally accepted in India. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement.

4. An audit involves performing procedures to obtain audit evidence, about the amounts and disclosures in the financial statements. The procedures selected depend on the auditors’ judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditors consider internal control relevant to Institute’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of the accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.
5. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
Opinion
6. In our opinion and to the best of our information and according to the explanations given to us, the accompanying financial statements give the information so required and give a true and fair view in conformity with the accounting principles generally accepted in India, of the state of affairs of the Institute as at 31.03.2017 and it’s excess of expenditure over income for the year ended on that date.
Emphasis of Matter
a) The fixed assets of the Institute have not been physically verified by the management during the year.
b) There are some irregularities in deduction and deposit of TDS on payments made to contractors.
c) There are certain cases of weaknesses in the internal control systems and procedureds of the institute, which needs immediate attention of the management.
7. We further report that :
a) We have sought and obtained all the information and explanations which to the best of our knowledge and belief were necessary for the purpose of our audit.
b) In our opinion proper books of accounts as required by generally accepted accounting principles have been kept by the Institute so far as appears from our examination of such books.
c) The Balance Sheet and Income & Expenditure account referred to in this report are in agreement with the books of account..

SCHEDULE – 24 : SIGNIFICANT ACCOUNTING POLICIES & NOTES TO ACCOUNTS
Notes attached to and forming part of the Statement of Accounts as on and for the year ending on 31st March, 2017 are as follows :
(A) ACCOUNTING POLICIES
1. The financial statements have been prepared under historical cost convention in accordance with generally accepted accounting principles and policies consistently adopted by the Institute.
2. Investments including fixed deposits are stated at cost.
3. Fixed Assets have been shown at cost plus subsequent additions/improvements thereof. Depreciation is provided in accordance with the WDV method as prescribed by the provisions of the Income Tax Act, 1961.
4. The income is deemed to have accrued from and applied for pursuing and furthering the objectives of the institute in accordance with Section 11 of the Income Tax Act, 1961.
5. The financial statement have been prepared by following mercantile method of accounting except the following :-
a) Debit/Credit Notes are accounted for on the date of issue/receipts.b) Fees received from students is accounted for on receipt basis.c) Unclaimed Caution Money deposit of students is included in the revenue
receipt of the institution if the same is not claimed by the students within 3 years from the date of completion of his course. Similarly, unclaimed caution money which have been previously included in revenue receipt, is directly charged to revenue expenditure as and when any student lodges the claim to get refund of caution money.
6. Inventories are valued at cost price.
7. There were no transactions in foreign currency during the year.
8. Retirement Benefits :-
a) Gratuity : As per actual valuation on retirement.b) Leave Encashment : As per actual valuation on retirement.c) Pension : A separate Pension Fund is created in the form of Trust in which a
sum equivalent to pension payment is to be transferred on annua basis as decided by Board of Governors of IHMCTAN, out of surplus of Institute and pension is paid out of that fund to the retired employees.
9. Prior period adjustments, extraordinary items and change in accounting policies having material impact on the financial affairs of the institute are disclosed.

10. There were no contingent liabilities identified by the management of the institute during the year.
11. Conveyance Loan Fund and House Building Advance Fund have been created by the institute for granting loan to the staff. Interest earned on these advances is credited to respective loan fund account.
(B) NOTES ON ACCOUNTS
1. Land provided by Govt. to the Institute is shown at nominal value of Rs. 100/- and the same is created through corpus fund.
2. Certain equipment were received under the UNDP programme (ILO) in F.Y. 1990-91 & 1996-97 but same were not accounted for in the books at that time due to non-availability of exact valuation of those equipments. Now current value of these equipments is of negligible value as these items have been depreciated and scraped over the period of time.
3. Physical verification of fixed assets is under progress and fixed assets register will be updated in due course of time.
4. Advance to staff, conveyance loan advances and house building advances to staff are subject to confirmation from respective persons.
5. Salary increment as per 7th Pay Commission is applicable from January, 2016 but till now the same has not been paid due to approval not received from Boad of Governors (BOG). After approval of BOG, increment part of salary approx. 15% per month will be released. No provision of the increased salary has been considered in these accounts.
6. During the year, a sum of Rs. 58,00,000/- was transferred to pension fund instead of fee equivalent to 20 students as done in past. This policy has been changed by the Board of Governors.
7. As per decision of Board of Governors meeting dated 10.08.2007, value of crockery and cutlery shall be written off, every year, @ 10%, subject to maximum limit of Rs.20,000/- amount written off during the year is Rs. 20,000/-
8. Central Government has introduced New Pension Scheme and an amount of Rs. 6,64,930/- was standing as payable on 31st March, 2017. Out of this, a sum of Rs. 5,57,400/- belongs to two employees, who has denied to join this scheme and has filed a case against the same. The amount of Rs. 107,530/- is towards contributions of other staff for the month of March, 2017.
9. As per guidelines given by the Ministry of Touriwsm, the institute has incurred all required expenses on trainees and also submitted utilization certificate to Ministry of Tourism (HRD Division) for HSRT and ST & CP amounting to Rs. 73,90,312/- for F.Y. 2015-16 and Rs. 15,95,569.60 for F.Y. 2016-17 but said amount is not received till now. The accounting for the said amount is not done in this year and will be done on receipts basis.
9. The figures of previous year have been re-grouped/re-casted, wherever considered necessary to make them comparable with those of the current year.
10. All figures have been rounded off to the nearest rupee.

MANAGEMENT CERTIFICATE The following is certified in respect of the operations and books of account of our Society i.e. M/s Institute of Hotel Management Catering Technology & Applied Nutrition, for the Financial Year 2016-17:
1. That our society is a non-profit making organization and is registered u/s 11 and 12 of the Income Tax Act, 1961.
2. There is no change in any accounting policy during the year in comparison to accounting policy adopted in the preceding financial year.
3. The Society has adequate internal Controls with respect to purchase of revenue and capital items and cash and bank payments. Further adequate records are maintained with respect to all payments.
4. That we had cash balance amounting to Rs.21,421/- as at 31st March, 2017, which was physically verified by us;
5. That we had a balance amounting to Rs.49,59,935.87 as at 31st March, 2017 in the Sweep in-Sweep out A/c with Syndicate Bank, which is duly reconciled;
6. That we had a balance amounting to Rs. 12,38,559.73 as at 31 st March, 2017 in the saving bank account with Syndicate Bank, which is duly reconciled;
7. That we had a balance amounting to Rs. 9,14,211/- as at 31st March, 2017 in the saving bank account with Bank of Baroda, which is duly reconciled;
8. That the Society had net fixed assets of Rs. 3,71,68,687/- at the year-end;
9. Physical verification of fixed assets is under progress and fixed assets register will be updated in due course of time.
10. That the FDR with us is worth Rs.3,28,80,009.44 (at Face Value) as at 31 st March, 2017 is kept in the custody of the management.
11. That there was no liability outstanding towards any kind of statutory dues (disputed/undisputed) payable in excess of 6 months at the year-end,
12. That the Society has not given guarantee to any financial institution or bank in respect of loans taken by others;

13. That no fraud was noticed/observed and/or reported by the management as regards the operation and management of the Society;
14. That all the liabilities for the year and even upto the dates of balance sheet have been provided completely in the books of account of the society.
15. That an amount of Rs. NIL has been capitalised under the head “IHM Hostel & Staff Flats” ;
16. That the loans and advances amounted to Rs.32,76,820/- as at 31st March 2017 which are considered good and recoverable in cash or kind;
17. That an amount of Rs 58,00,000/- has been transferred from students feess to Pension Fund;
18. Certain equipments were received under UNDP programme (ILO) in F.Y. 1990-91 & 1996-97 but same were not accounted for in the books at that time due to non availability of exact valuation of those equipments. Now current value of these equipments is of negligible value as these items have been depreciated and scraped over the period of time.
19. As per decision of Board of Governors meeting dated 10.08.2007, value of crockery and cutlery shall be written off, every year, @ 10%, subject to maximum limit of Rs.20,000/- and accordingly amount written off during the year is Rs. 20,000/-
20. That the value of aggregate inventory as at 31st March, 2017 was Rs.12,42,806/- the description of which is as follows and was physically verified by us at the year-end:
21. No item of inventory has a net realizable value in the ordinary course less than the amount at which it is
included in inventories.

Report on the Financial Statements
1. We have audited the accompanying financial statements of the Institute of Hotel Management, General Provident Fund Trust, which comprise the Balance Sheet as at 31st March, 2017, the Income & Expenditure Account for the year ended, and a summary of significant accounting policies and other explanatory information, which we have signed under reference to this report.
Management’s Responsibility for the Financial Statements
2. The Trust management is responsible for the preparation of these financial statements that give a true and fair view of the financial position in accordance with the accounting principles generally accepted in India including accounting standards. This responsibility includes the design, implementation and maintenance of internal control relevant to the preparation and presentation of the financial statements that give a true and fair view and are free from material misstatement, whether due to fraud or error.
Auditor’s Responsibility
3. Our responsibility is to express an opinion on these financial statements based on our audit. We conducted our audit in accordance with the auditing standards generally accepted in India. Those standards require that we plan and perform the audit to obtain reasonable assurance about whether the financial statements are free of material misstatement.
4. An audit involves performing procedures to obtain audit evidence, about the amounts and disclosures in the financial statements. The procedures selected depend on the auditors’ judgment, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, the auditors consider internal control relevant to Institute’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the

effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting policies used and the reasonableness of the accounting estimates made by management, as well as evaluating the overall presentation of the financial statements.
5. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our audit opinion.
Opinion
6. In our opinion and to the best of our information and according to the explanations given to us, the accompanying financial statements give the information so required and give a true and fair view in conformity with the accounting principles generally accepted in India.
i) In the case of the Balance Sheet, of the state of affairs of the Institute as at 31.03.2017; and
ii) In the case of the Income & Expenditure Account, of the Excess of Income over Expenditure of the Trust for the year ended on that date.
Report on Other Legal and Regulatory Requirements
7. We report that :
a) We have obtained all the information and explanations which to the best of our knowledge and belief were necessary for the purpose of our audit.
b) In our opinion proper books of accounts as required by law have been kept by the Institute so far as appears from our examination of such books.
c) The Balance Sheet and Income & Expenditure account referred to in this report are in agreement with the books of account.

(A) ACCOUNTING POLICIES1. The financial statements have been prepared under historical cost convention in
accordance with generally accepted accounting principles and policies consistently adopted by the Institute.
2. Investments including fixed deposits are valued at cost.3. Income and expenditures have been booked and/or recognized on accrual basis.
(B) NOTES ON ACCOUNTS1. The Trust in the name of “Institute of Hotel Management General Provident
Fund Trust” was registered during the year on 25.06.2004.
2. Interest Provision :The provision for interest on Member’s account for the year ended 31st March, 2017 has been computed in the following manner :
For the period from 01.04.2016 to 30.09.2016 Interest @ 8.10%For the period from 01.10.2016 to 31.03.2017 Interest @ 8%
3. Contribution of employees shown in the balance sheet is inclusive of interest accrued thereon.
