Reference is made to Caesar Oil Pipeline Company, LLC'S (Ceaser) letter dated September 24, 2018, received by this office on October 23, 2018, clarifying demarcation line ofthe Right-of-way associated with Pipeline Segment No. (PSN) 13674 at Platform A (Mad Dog) in Green Canyon Area 782 (GC782A). Specifically, Ceaser clarified that the Right-of-way No. OCS-G23443 begins from the lower face ofthe flange directly above the SCR flexjoint on the riser associated with the PSN 13674.
The portion of the riser above the lower face of the flange directly above the SCR flex joint is a part of the platform GC782A(Mad Dog Spar) currently operated by BP Exploration and Production, Inc (BP). A letter dated September 26, 2018 from BP concurring with this clarification is also acknowledged. The portion above the lower face ofthe flange directly above the SCR flex joint on the riser is under the jurisdiction of BSEE, Houma District. BP or any subsequent operator should contact Houma District for permitting issues for this portion ofthe pipeline.
Ceaser has designated Shell Pipeline Company LP as an operator for the PSN 13674 associated with the Right-of-way No. OCS-G23443.
This office accepts your clarification and describes the Right-of-way No. OCS-G23443 as follows:
A 200-foot wide right-of-way to operate and maintain a 24-inch bidirectional pipeline, 21.03 miles in length, to transport oil from the lower face ofthe flange directly above the SCR flex joint on the riser at Platform A (Mad Dog Spar) in Block 782, through Blocks 738, 739, 695, 651, 650, 649, 648, 604 to a 24-inch subsea tie-in with Segment No. 13677 in Block 603, all in the Green Canyon Area.

Caesar Oil Pipeline Company LLC ("Caesar") hereby submits supporting documentation to reflect demarcation between the producing operator (BP Exploration & Production Inc.) and the transporting operator (Shell Pipeline Company LP) for 24" Mad Dog Oil Lateral Pipeline, OCS-G23443, Segment 13674 at GC782A Platform.
Segment No. 13674 originates at the Mad Dog facility (GC782A) and includes the SCR portion of the pipeline and a horizontal section extending along the seafloor on the ROW several miles eventually terminating subsea in GC Block 603. As per the Safety Flow Schematic MGT-INT-A-14-HS-DRW-0002-3 (copy attached) previously approved by BSEE on April 19, 2005, the producing operator, BP Exploration & Production Inc., is responsible forthe pipeline on the facility hull up to the SCR flexjoint. The responsibility of the transporting operator. Shell Pipeline Company LP, begins at the lower face of the flange directly above the SCR flexjoint.
By the attached letter dated September 26, 2018, BP Exploration & Production Inc. acknowledges their agreement with the aforementioned demarcation.

Hydtptgst The pipeline from the flex joint located on GC 782, Platform A to the PLET "P6" in GC 603 was hydrotested for 8 hours on June 28,2004. The pressure ranged from 4009.1 to 4013.8 psi. Following the hdydrotest, a spool piece was installed above the flex joint to job the SCR to the hull piping. This connection was leak tested for 1 hr to 3137 psi on September 7,2004.
The jumper connecting Segment 13674 (PLET P6) to Segment 13677 (Wye "WSA W6") was hydrotested onshore for 4 hours on August 13, 2004. The pressure ranged from 4000 to 4050 psi. Following the installation of the jumper offshore, the seals were tested to 2500 psi and 3650 psi for 30 minutes on September 13,2004.
Plats Please find enclosed the certified as-built plats for the subject pipeline. The pipeline did not substantifllly deviate from the approved route. Also enclosed is an ASCII file of the pipeline route as requited in NTL 98-09.

Please note that the change of operatorship has been designated on the drawing at the face of the flange above the Flexjoint.

BP Exploration & Production Inc. submits this letter to confirm that it supports the point of demarcation and respective responsibilities indicated in Caesar's notification.
