During the past decades, Operators within the Oil- and Gas Industry
have made important progress in improving HSE (Health, Safety &
Environment) performance and in reducing the number of incidents.
After a long period of decrease, consolidation of the number of
incidents which take place within the Oil- and Gas Industry is
manifesting during the last couple of years. HSElife UNIO recognizes
the need for crucial act in order to continue a decreasing movement
towards the zero line – Incident Free Operations.

There is a reward for believing in what you do and working hard to achieve your goals. This thought clearly applies to the extraordinary initiative, taken several years ago by The WAT Group together with Centrica and Shell/NAM, for the harmonization of rules & regulations in Health, Safety, Environment & Quality throughout the entire Oil and Gas Industry. This initiative marked the beginning of HSElife UNIO. But it is not our goal to be rewarded. What we really want is for everybody onshore or offshore to work under safe conditions, to pay attention to surroundings, health and the environment and to go home contently after work.
Now, in the year 2012, nine of the twelve Operators in the Oil and Gas Industry have reached an agreement on the above mentioned harmonization. This means that these Operators will cooperate to achieve harmonization on all rules & regulations of the industry. Thus striving towards standardized information for all on- and offshore workers and Contractors.
All participants are committed to maximum implementation of HSElife UNIO and its products and materials. The industry acknowledges the crucial role HSElife plays in the strategy for the future and aims for the highest possible goal: Incident Free Operations by the year 2017.
Guided by this goal, we have started an impressive transformation process. From now on, no more confusion due to various interpretations of HSE information will arise. We will be able to focus on what it’s all about: a safe working environment.
In this document we have recorded our strategic plan for the next five years. In it, we have described how we will determinedly meet all challenges in order to achieve our ultimate goal. Our vision is an ambitious one, but it embodies the next important step towards an unprecedented high safety culture.

Our industry is a hazardous one. The extracting and processing
of oil and gas are hazardous activities, carried out under difficult
and dangerous circumstances. Small mistakes can have major
consequences. Unsafe situations and acts may lead to bodily
harm, damage to the environment or material damage.

In the past, individual Operators in the Oil and Gas Industry have developed a lot of HSE information in order to be able to guarantee safe working conditions for their employees and to prevent damage to the environment. This has resulted in a substantial reduction of the number of incidents which occur each year within the industry. However, in the last couple of years a consolidation of this number became visible, as shown clearly in the Annual Report of NOGEPA.
In our industry, most of the work is being done by Contractors, who usually work for different Operators. Each Operator has its own safety policy. As a result of this, Contractors are being confronted with a variety of HSE information. This can easily lead to unintentional mistakes and incidents occurring. Offering unambiguous HSE information to Contractors is therefore of the utmost importance.
Several years ago, The WAT Group became convinced that harmonization was crucial, as did Centrica and Shell/NAM. These three parties combined their powers and initiated a survey within the Oil and Gas Industry. The central question was: ‘What is the reason mistakes occur?’ Soon it became apparent that differences of opinion and the various different rules & regulations are the main cause of dangerous situations and accidents. Harmonization proved to be the solution. Moreover, harmonization will also result in saving time and money.

Introductie
Both individually as well as united, the HSElife UNIO participants strive towards a maximum harmonization of rules & regulations concerning HSE. Feedback given during the NOGEPA Industry Convention by a number of Contractors shows that the industry will benefit structurally by harmonization of HSE information. For instance, unambiguous HSE information about how to handle dangerous substances such as Benzene will lead to a better HSE performance and offers the potential to save time and money.
The website www.hselifeunio.com, online since the beginning of 2012, also stems from the survey. Through this website, Operators have access to up-to-date information on safety, health and environmental issues. The website is a communication tool and offers support to the Operators in speaking the same language regarding the issues on hand.
It is HSElife UNIO’s vision to make the Oil and Gas Industry the safest Dutch industry by achieving Incident Free Operations in the year 2017. Thus securing safety and the protection of health and environment, and safeguarding the quality of operations. We will fulfil this vision by harmonization of rules & regulations, mainly so that we can offer unambiguous HSE information to the Contractors. But there is more to come. HSElife UNIO aims to deliver benefits for the whole industry – for both Contractors AND Operators.
The HSElife UNIO has identified three ambitious goals in order to fulfil its mission. In this document, our role in achieving these goals is being described, as well as our work strategy for the period 2012 – 2017 and our targets during this period.
Although this document lays out our strategy for the next five years, the described goals represent our long-term ambitions which in our opinion are crucial in making the Oil and Gas Industry the safest industry of The Netherlands.

It is HSElife UNIO’s vision to make the Oil and Gas Industry the safest Dutch industry by achieving Incident Free Operations in the year 2017. Our vision connects seamlessly with the ambition of all Operators in the Oil and Gas Industry to work without accidents, incidents, spills or damage to the environment.
Our vision is an ambitious one. We aim at an industry in which health, safety, the environment, quality standards and an optimal performance are in perfect harmony with each other and in which all employees recognize the importance of HSE. HSE should occupy a central place in everybody’s work. Within our vision, HSE as a theme will go hand in hand with a new corporate culture in aiming towards Incident Free Operations in the year 2017.

Only by working together, we can advance harmonization and the sharing of HSE information. At HSElife UNIO we facilitate development, optimizing and communication of standards, best practices and important HSE information throughout the whole industry.
HSElife UNIO’s primary targets are the Contractors, for they put in the most hours at our industry’s on- and offshore locations. However, HSElife UNIO wants to deliver benefits for the whole industry – for both Contractors and Operators.
Our mission includes three focal points in which we clarify what we will do to accomplish our goals. We have also formulated three ambitious goals in which we specify which strategic course we will follow and what we aim to achieve. Together, these form the framework for our strategy in the next five years.
Focal points of our mission:
• Sharing operational best practices to enhance standardization and continuous improvement of performance• Continuing harmonization through standard training programmes and safe working practices• Communication of HSE information through HSElife UNIO’s website and other means.

The organizational structure of HSElife UNIO is such that realization of all ideas on harmonization is being ensured.
Heading HSElife UNIO is the Steering Committee, consisting of a number of NOGEPA and IRO members. Among others, the Steering Committee’s responsibilities include all organizational, strategic and financial aspects of further development of HSElife UNIO andits products and materials. The HSElife UNIO Steering Committee convenes quarterly.The Steering Committee reports to the NOGEPA Executive Committee and to IRO Board.

HSElife UNIO Working Groups
HSElife UNIO Steering Committee will install Working Groups which will be responsible for composing uniformized and standardized HSE information on various subjects. Participants of the Working Groups will be selected according to the subject or project and will originate from participating Operators. The uniformized and standardized HSE information will be made available through documentation and video presentations.
Each participating Operator is free to implement its own HSE programmes, to install its own working groups or develop its own specific materials additional to HSElife UNIO video presentations. A Way of Living (NAM) and Incident Free Operations (Centrica) are examples of specific individual programmes. The budget for these programmes will not be supplied by HSElife UNIO Operating Budget, but will be supplied by the Operator concerned.

Although our plans for the next five years are ambitious,
they are completely aligned with our three goals. We want
the Oil and Gas Industry to become the safest industry of the
Netherlands by achieving Incident Free Operations by the year
2017. We want to improve the imago of of our industry and
we want to improve HSE performance by harmonization and
standardization with the possibility of saving time and money.

According to our strategy, we target areas which offer the best opportunity to make huge steps in improving HSE performance within our industry. Research shows that within the Oil and Gas Industry too many different Procedures & Guidelines are used while the differences themselves are relatively small. For the most part, Procedures & Guidelines of different Operators overlap. This implies that they can be joined together to become a new, harmonized and standardized Industry Standard.
By working together with the Operators and Contractors in the Oil and Gas Industry we will achieve the highest possible impact in improving HSE performance. This collaboration includes sharing best practices, ensuring continuous harmonization and communicating the standardized HSE information by making it available through HSElife UNIO.
In order to reach the highest possible impact HSElife UNIO should be made visible within the industry by a thematic approach with recognizable visuals. HSElife UNIO should become relevant for everyone within the industry and become a fixed topic in everyone’s way of thinking and acting. This applies to all personnel of all Contractors and Operators at both on- and offshore locations and office locations. To this end, HSElife UNIO will organize both interactive and class training modules and seminars for all involved.
Within our strategy, we work hard to create a safety culture where everyone involved is welcome to offer suggestions about possible improvements throughout the organization.The combination of a well developed set of Procedures & Guidelines and a prominent senseof values will result in a successful safety performance.

The HSE documentation on the website contains information on subjects relevant to daily work activities. In addition, video presentations on these subjects are available. At this moment, HSE documentation and video presentations are available on H2S, NORM/LSA, Asbestos, Gas Condensate en Benzene. During the next years, the website will be further supplemented with similar information carriers on the harmonization of rules and regulations.

The HSElife UNIO app offers anytime, anywhere – onshore and offshore - accessibility to all information on the website. Using the app, all personnel will be kept up-to-date with the latest developments in the working field. Motivational campaigns
Individual Operators all carry their own in-house motivational campaigns in which they make their employees aware of their individual duties regarding HSE. These campaigns aim to improve the level of knowledge, to stimulate personnel involvement and to promote collaboration. Even more important is the long term ambition to get employees to come up with suggestions leading to the improvement of existing procedures or working methods.

HSElife UNIO Working Groups are the driving force behind the drawing up of uniform and standardized HSE information. The Groups make the information on specific subjects available in the form of HSE documentation and video presentations.
Their first publication, in Q1 of 2012, consisted of a brochure, an on-screen presentation and a video presentation on Benzene.

The HSElife UNIO organisation described below was
established to represent the interests of the various parties
involved equally and to seek harmonisation by the most
straightforward means possible.

HSE LIFETM
The organisation consists of a Board, a Steering Committee, and various Working Groups, which HSElife UNIO will develop further, in cooperation with The WAT Group. The Board is responsible for providing strategic leadership for the cooperative venture between the Companies, with regard to HSElife UNIO. The Steering Committee is the heart of the organisation. This Committee’s responsibilities include providing input for the development of HSElife UNIO and for any products and/or materials, deriving from this organisation, that are realised with the assistance of the Working Groups.
The Board’s tasks include:
• Determining HSElife UNIO’s Vision, Mission and Strategy • Managing and implementing the 2012-2020 Strategic Plan• Communicating with, and involving, the relevant stakeholders (Netherlands Oil and Gas Exploration and Production Association (Nogepa), The Association of Dutch Suppliers in the Oil and Gas Industry (IRO), State Supervision of Mines (SodM), etc.)• Drawing up and managing the annual plan and budget• Delivering an annual financial report• Determining the annual financial contribution• Overseeing the development of HSElife UNIO and the progress of the associated activities
The Board consists of a Chairman, a Reporter, a Treasurer and representatives of The WAT Group, the participating Companies and Contractors (numbering no more than six individuals). Board members are appointed for a period of one year. Each outgoing Board member presents a new Board member to the Steering Committee, for its approval.

The Steering Committee’s tasks include:
• Approving the annual plan and budget• Determining an agenda and a schedule• Coordinating processes, activities and productions• Managing HSElife UNIO’s Working Groups• Reporting to the Board• Auditing the annual financial report• Performing an annual evaluation
The Steering Committee consists of a Chairman, a Reporter, an Auditor, and representatives of The WAT Group, the participating Companies and Contractors, the Board and the active Working Groups.
Project Management
The WAT Group will take on the project management of HSElife UNIO. This includes all coordination within the Steering Committee and the Board, plus the detailed development and technical development of HSElife UNIO, in addition to maintaining and facilitating that organi-sation. The communication centre is owned by The WAT Group. It will also be responsible for the initiation and production of any products and/or materials derived in the context of HSE-life UNIO, as well as for providing advice and assistance in the associated implementation at company level. To facilitate cooperation within HSElife UNIO, The WAT Group has granted the joint participating Companies sole right of use for all of the products and/or materials develo-ped for the Dutch Oil and Gas Industry in the context of HSElife UNIO, until such time as the latter ceases to exist.
Working Groups
The Steering Committee will set up Working Groups tasked with drawing up topic-specific uniform and standardised Health, Safety and the Environment (HSE) information (or other HSElife UNIO products and/or materials). The Working Groups for each individual topic or pro-ject will consist of members from the participating Companies, contractors and/or externally contracted specialists. Each Working Group will operate on the basis of “Terms of Reference” (who, what, how, when) that have been approved by the Steering Committee. They will also make use of the available HSElife UNIO templates.

Within the design and structure of HSElife UNIO, an
appropriate mode has been found for the realisation of all the
ideas that are uppermost in people’s minds with regard to
harmonisation. To this end, the following schedule has been
drawn up to clarify this issue.

The annual plan/budget is key to this working process. This is drawn up by the Steering Com-mittee and is submitted to the Board for approval (October/November). Based on this, The WAT Group submits a progress report four times a year (April, June, October and January), in the form of an ABCD (“Achievements, Benefits, Challenges and Do next”) model.
In January, the Steering Committee will conduct an evaluation of the past year (based on the annual plan/budget and the ABCDs), including an audit of the financial report.
At the end of the year, a meeting schedule will be drawn up by The WAT Group and distributed to the members of the Board and the Steering Committee. Both the Board and the Steering Committee meet at least four times a year, as indicated below. The Board meets on the first Thursday of the first month of the quarter, while the Steering Committee meets on the third Thursday of the first month of the quarter. In addition, a specific focus is agreed per meeting.

The facilities for these meetings are provided by The WAT Group. The agenda and Pre-Reads for the meetings will be distributed no later than one week prior to each meeting. The Minutes of each meeting (including the action list) will be distributed no later than two weeks after the meeting in question. Both the agenda/pre-Reads and the Minutes of the meeting will conform to a recognizable, uniform, and consistent format.
