UGANDA WATER AND ENVIROMENT WEEK (UWEWK) 2021 Sunday 21st – Friday 26th March 2021
OVERVIEW The Uganda Water and Environment Week (UWEWK) is a weeklong event that provides an interface for knowledge exchange and dialogue on pertinent water resources issues among sector actors and other stakeholders. UWEWK 2021 borrows from the successes and lessons from UWEWK 2018 UWEWK 2019 and UWEWK 2020 and is organized under the theme: “Water and Environment security for socio-economic transformation of Uganda.”
It has four sub themes upon which papers, dialogues and applied trainings are organized:
a) Valuing Water and Environment resources for socio-economic transformation of Uganda;
b) Water and Environment in a creative economy;
c) Managing Water and Environment shocks and
d) Water and Environment security for smart urban growth
Focus of UWEWK 2021: Sector stakeholders will discuss the centrality of water and environment resources enhancing value addition in key growth opportunities; reduce environmental degradation and the adverse effects of climate change as well as improve utilization of natural resources for sustainable economic growth and livelihood security.

OVERVIEW Uganda Water and Environment Week (UWEWK) is a weeklong event that is organized annually by Ministry of Water and Environment (MWE) through the Water Resources Institute (WRI). Since its inception in 2018, the event seeks to contribute towards the attainment of Sustainable Socio-economic Transformation and achieving Ugandan National Development Plan and vision 2040. It provides an interface between sector actors and other stakeholders for knowledge exchange, dialoguing, learning for improvement of Uganda’s water and environment resources. This year UWEWK2021 will explore the role water and environment resources will be play in: i. Increasing investment in value addition to environment and natural resources products and services, ii. Promoting natural resource accounting, to improve the national income measurement, iii. Promoting research, innovation and adoption of green appropriate technology to foster sustainable use and management of water and environment resources and iv. Reducing human and economic loss from natural hazards and disasters.
The UWEWK 2021 is intrinsically linked to: NPDIII which focuses on enhancing value addition in key growth opportunities; reduce environmental degradation and the adverse effects of climate change as well as improve utilization of natural resources for sustainable economic growth and livelihood security.
The overall theme of UWEWK 2021 is “Water and Environment security for socio-economic transformation of Uganda”. Under the major theme, the following sub-themes are proposed to elaborate on value of water and environment security in transforming Uganda’s economy and improved livelihood for socio-economic development.
Details of the sub-themes are as follows:
a) Valuing Water and Environment resources for socio-economic transformation of UgandaThe sub-theme will focus on sustainable use and value addition to water resources, forests, wetlands rangelandsand other natural resources for increased incomes and employment. It will highlight the importance of raisingawareness on the value of water, environment and natural resources in transforming the socio-economic status of Ugandan population and improve livelihood. The sub-theme will also focus on increasing investment in “value addition’ to environment and natural resources products and services, promoting natural resource accounting to improve the national income measurement and marketing of the products using creative economy approach.
b) Water and Environment in a creative economy
This sub-theme will focus to innovative solutions for more efficient and productive development and management of water, environment and natural resources for sustainable socio-economic transformation of Ugandan population to the mid-class citizens. It will further look at the current position of creative industries in Uganda with a perspective to identify key issues to help the government to form a strategic plan of action aiming at building a strong premise for building its creative economy for employment, trade and development gains. Furthermore, it will look into ensuring coordinated and sustainable national infrastructure projects considering that Uganda’s economy relies almost entirely on the stock of water, environmental and natural resources to produce goods and deliver services. It will also address the new approaches to achieving Water-Food-Energy nexus as well as approaches for addressing water scarcity through non-conventional water and

environment resources management approaches. Promoting of forest cluster-based wood processing industries and promoting of payment for ecosystem services, biodiversity offsets and benefit sharing arising from use ofbiological resources
c) Managing Water and Environmental shocks
This sub-theme will discuss how societies should manage and develop their water and environment resources to address risks associated with climate change at the same time improving people’s livelihood. The sub-theme will also focus on the role of research, innovation and adoption of green appropriate technology to foster sustainable use and management of water and environment resources and reduce human and economic loss fromnatural hazards and disasters.
d) Water and Environment security for smart urban growth
This sub-theme will focus on innovation within the urban setting that will involve appropriate technologies in terms of: i) environmental concerns (air pollution, water and soil contamination); ii) poverty reduction and employment generation; iii) economic sustainability (cost benefit, short to long term) and iv) environmental sustainability (resource savings and reclamation, reduction in greenhouse gases (GHG) emissions) among others. Making urban excreta and wastewater management contribute to cities’ economic development and research opportunities for linking sanitation infrastructure design and planning to business opportunities.
Overall Goal The overall goal of UWEWK 2021 is improved understanding of the centrality and value of water and environment resources for transforming Ugandan’s economy and improved livelihood.
Objectives
The objectives of UWEWK 2021 are to: a. Highlight value of water and environment resources for socio-economic transformation of Uganda.
b. Deliberate on the role of water and environment resources in maintaining security, peace, public health and sustainable urban growth and improved livelihoods.

KENNETH M. STRZEPEK

Kenneth Strzepek is a leading researcher and practitioner at the nexus of engineering, environmental, and economics systems related to civil infrastructure. With a focus on water, food, and energy systems and climate-change adaptation, he investigates the role of climate change and infrastructure development on economic growth and poverty reduction.
Strzepek is a Research Scientist at the MIT Joint Program on the Science and Policy of Global Change, Professor Emeritus of Civil, Environmental, and Architectural Engineering at the University of Boulder at Colorado, and an Affiliated Faculty in Poverty and Development at Denver Seminar. He has spent 40 years as a researcher and practitioner at the nexus of engineering, environmental and economics systems, primarily related to water resource planning and management, river basin planning, and modeling of agricultural, environmental, and water resources systems. He currently is focused on climate change impacts on Infrastructure and the role of Infrastructure in Sustainable Economic Development. His work includes applications of operations research, engineering economics, micro-economics and environmental economics to a broad range of applications: from project scale to national and global investment policy studies. He has worked for a range of national governments as well as the United Nations, the World Bank, the USAID. He was an Adjunct Professor of Public Policy at The Harvard Kennedy School of Government, Senior Nonresident Fellow at the United Nations University’s World Institute for Development Economics research, Visiting Professor at Tufts University, Carnegie Mellon University and Colorado State University. Visiting Senior Research Fellow at the International Food Policy Research Institute as well as an International Fellow at the Center for Environmental Economics and Policy for Africa and Examiner in the Department of Agricultural Economics at the University of Pretoria, South Africa. He has been a contributing author to the Second and Fourth IPCC assessment, the Millennium Ecosystem Assessment, the World Water Vision, and the UN World Water Development Report. He was the USAID Scientific Liaison Office on Water and Climate Change to the CGIAR. Prof. Strzepek has a PhD in Water Resources Systems Analysis fromMIT, an MA in Economics from the University of Colorado, and is currently working on his PhD in Economics.

Oliver leads the Green Economy Coalition, www.greeneconomycoalition.org, theworld’s largest multi-stakeholder alliance committed to the transition to green and fair economies. Made up of over 50 organisations, the Coalition brings together NGOs, business, research and international bodies who are united by a vision of prosperity for all within the limits of the planet. The Coalition’s purpose is to accelerate the transition to green economies by building evidence, tracking the status of the global transition and convening diverse stakeholders around shared policy goals.

Harsh is a Global Lead for Disruptive Technology at the World Bank. In 25 years at the World Bank, he has led and advised several environmental, water, and natural resources operational projects and analytical support around the world. This includes work on GreenTech, watershed management, transboundary waters, integrated basin planning and management, pollution, critical ecosystems, safeguards, and climate resilience. A particular focus has been to modernize water and environmental systems and institutions, including real-time monitoring systems, modern earth observation, analytical/decision support tools, public-domain data access, and the use of other emerging technologies. He represents the Sustainable Development practice group in a Bank-wide Disruptive Technology working group, co-leads the Bank’s HydroInformatics focal area, and has also been a Global Lead for Watersheds. He also leads a Disruptive KIDS (Knowledge, Information & Data Services) Helpdesk to provide support to operational teams on modern technologies. Earlier, he worked with other international organizations, academia, and the private sector on environment, water analytics and water conflicts. He holds a Bachelor of Technology in Civil Engineering from the Indian Institute of Technology (IIT-Madras), a Masters’ in Environmental and Resource Engineering from Syracuse, and a PhD in Water Resources and Environmental Systems Engineering from Harvard University
Dr. Musonda Mumba, a Zambian National, is the Director for The Rome Centre for Sustainable Development under United Nations Development Programme (UNDP) in close collaboration with Italian Government (Ministry of Environment and Ecological Transition). The Centre focuses on three priority areas notably: Climate Change, Sustainable Development and Nature Protection. In her role, she provides strategic leadership on these matters through convening, collaboration, connecting and co-creation as the world
navigates complexity and uncertainty, with the aim of achieving the SDGs collectively. Her ambition is that this work is done with a Systems Thinking lens and also Systems Leadership. She has over

25 years’ experience in environmental and conservation issues globally. She is also the Chair of the Global Partnership on Forest and Landscape Restoration (GPFLR).
She has published widely in various journals, newspapers, articles and contributed to book chapters. Before joining UNDP, Musonda was the head of United Nations Environment Programme – UNEP’s Terrestrial Ecosystems Programme and served in various roles over a period of 12 years. Before working for UNEP, Musonda worked for the Zambian Government, Ramsar Convention on Wetlands (in Switzerland), WWF (at International, UK and East Africa Regional Offices) and as such working with governments on Africa, Asia and Latin America.
She received her BSc. Ed degree at University of Zambia and has a PhD from University College London (UCL) in Wetland Conservation and Hydrology.Outside her work her interests include abstract painting, cooking, running, yoga, mountain climbing and introducing her children to and teaching them about the natural world. She speaks English, French, Bemba and KiSwahili.
Graham Alabaster
Dr. Graham Alabaster is the Chief of Sanitation and Waste Management at the Urban Basic Services Branch of UN-Habitat. He is a public health engineer by profession. He leads UNHabitat’s work on environmental infrastructure including health and environmental issues, waste management and sanitation. He has a special interest in urban health and environment and is experienced in provision of services to low income urban populations, to reduce negative health hand environmental impacts. Currently he is based in Geneva where he is collaborating with UNHCR on
WASH in urban emergencies, WHO on urban development, health and environment and the monitoring of SDG 6, environmental management of vector-borne disease, and UPU focusing on addressing systems for slums to assist in the provision of basic services. Previously he was Section Chief responsible for Africa and Latin America in Human Settlements Financing Division of UNHABITAT developing both projects and normative work, with a special emphasis on leveraging support from the regional financing institutions. He is an Engineer by profession, with first degree in Chemical Engineering and a PhD in Civil Engineering. Starting his professional life as a Research Fellow, he travelled extensively in Africa, Asia and Latin America, providing technical assistance on sustainable wastewater management and sanitation, thereafter as an International consultant. He joined UNHABITAT in 1992 and has played a key role in building the Water, Sanitation and Infrastructure Branch. He is a Charted Engineer and Fellow of the Royal Society of Health. He has over 35 years experience in the water sanitation and solid waste management sector, working in over 50 countries. In addition to designing and implementing projects in Africa and Latin America, he has global responsibility for policy issues relating to sanitation, pro-poor water and sanitation governance, solid and hazardous waste management, and monitoring water and sanitation
