We urge that you direct the Atomic Safety and Licensing Board to takeimmediate action to eliminate any further delays in the licensing ofthe Diablo Canyon Nuclear Plant, and allow it to start operation assoon as possible.
Since 1966, the Diablo Canyon Nuclear Plant has been. subjected toevery technical and procedural matter regarding safety before local, state and federal agencies. Diablo Canyon has been proven to besafe or safer than any of the'lants which are currently operatingall over the United States. Diablo Canyon has met all the newrequirements that were considered for the 4 nuclear plants licensedsince 1979.
Diablo Canyon will help insure adequate energy for both homes and jobsand help to reduce our dependence on foreign oil and help to stablisethe rapid rising rate of energy cost.
Without further delay, we ask that Diablo Canyon Nuclear Plant belicensed.

Dear l~w. Lowery:I have lived in San Diego for 70 years. II"hile my greatest
concern is how to cope vd.th inflation on a fixed pensionI beli, eve YQU should take cuick action to straighten outour KNZHGY PROBLEM.
In California we continue to pay higher ZLZCTHIC
COSTS mostly because of bureaucratic boondoglig, procr+ination, buck.,passing and Just plain inaction.
The case at hand is the complete failure of the NHC
to promtly li.cense the DIABLO CANON NUCLLAH GZDEBATING
PLANT. The two units are finished and ready to produce2,000 megawatts. Californians are paying 9 2,000,000
each day fora'eplacement power . Use of the plant would save22,.000,000 bbls. of oil each year . The plant CAN BE SAFELY
OP~RATED. Two other similar plants in the U S have beenlicensed.
'.PILL YGU UHG THE N'C TQ TAK.". PHQiPT "CTIQN 0'! THISHATTER 'P? ( I mean NO'r'l not next year etc.
etc'
)Please let me know what YQU will do. Let us stop
this from being a National Disgrace !!
