Overall consensus from members that I havespoken with, is that 2008 was a good year inthe exhibition logistics business, but 2009 islooking like the industry is down by 20-40%overall. Forecasts for 2010 do not bring anybetter news. We all know that internally, IELAhas also faced some challenges. The currenttimes are fraught with challenges.IELA members may find themselvesconfronted with challenges of thecurrent economic situation. IELA as anassociation currently finds itselfchallenged with the same economicsituations and even recent legal issues.During these challenging times, it is bestif we meet these issues head on andwith a strong plan. It is often moreimportant to determine our ownattitude and outlook. How are webeing? How are we behaving? How arewe taking responsibility? These are themost important questions since ourpeople are our greatest asset and thesefactors and questions address ourpeople’s skills.
Challenging times foster conflict. Duringthese tough times, managers arecompeting for dwindling budgets,leaders are in disagreement. Whateverthe issue, the resolution is always thesame. If you base conflict on trust, youget great results. If you base conflict onbeing certain, right or invulnerable, youget terrible results. Whenever you are ina mode to prove you are right andcertain, nothing really is gained. Whenyou accept conflicting points of view, butyou trust the people giving you thisinformation, results are always better.
Challenging times brings out blame andexcuses – If you blame the economy orlack of clients’ budgets for the conditionthat you are in currently today, then thereality is that you remove yourself fromcreating solutions. If you point outnegatives and actions of others, you
excuse yourself from being part of thesolution. The best thing to do is toaccept responsibility. When you do so,you can then create solutions, you cantake action, you can make a difference.
There are plenty of success stories ofIELA members meeting and conqueringthe challenges during these tough times.The most successful companies in IELAthat I have spoken with all have onething in common. They understandAuthority, Bureaucracy and Power. I hadthe opportunity to host Mr Peter Schutz,former CEO of Porsche AG, at my officeto speak to business leaders in LasVegas. He states that Authority is thelegal right to decide yes or no.Bureaucracy is when the person

A MESSAGE FROM THE EXECUTIVEIt’s a case of Good News and Bad News inthis final edition of the IELA Report for 2009. Following what was generallyconsidered a greatly successfulCongress in June, it was a realdisappointment to have to cancel there-schedule 2009 Winter Seminar,which appeared to simply fall in thewrong year for the finances of manymembers. Disappointing too is thelegal action brought against IELA thatmight simply have been put right atthe next General Assembly. As I write,I can confirm that the case has moveda step further and will now take placeprovided the plaintiff pays the courtfee by 4th December. There is little wecan say about the case, other than itsimpact on IELA could be significant.
Moving to the Good News, we mustall thank Tijen Ozer and SabineSchlosser, Chairs of the Customs andStandards Working Groups, as well asthe groups’ members, for theiroutstanding work and dedication todelivering real benefits for members.Tijen and her team have not onlystreamlined the Customs Forms thatmake up IELA’s unique CustomsManual, but have also created a wholenew HS Code Directory in a UsefulCustoms Links section on the IELAwebsite. Meanwhile, Sabine and herteam have created new standarddownload documents that if taken upby members will bring greater clarity,new efficiencies and yet moreexposure for IELA. For more detailson both, see the Working Groupreports on pages 12 & 13.
At the Secretariat, we have been busytoo. Focusing on member benefits, wehave created new generic IELAPowerPoint presentations thatmembers can adapt and use as part oftheir own promotional activities.Flying the flag, Trevor Foley attendedthe 76th UFI Congress in Zagreb lastmonth along with UFI Board memberand Past IELA Chairman RavinderSethi, who was also on an ‘IndianExperts’ panel discussion at the
inaugural Global Events Summit inSeptember, an ESN event which IELAsponsored, ‘free of charge’.Arrangements are moving ahead forthe 25th Jubilee IELA Congress inParis, 2010 and as he passes throughSeoul in December, Trevor will makethe first contact with our Koreanmembers to discuss Congress 2011.
Finally I draw your attention to the2009 Standards Surveys, launchedearlier in the month. Last year recordnumbers of these business enhancingsurveys were completed and we arelooking for even greater participationin 2009. PLEASE DO MAKE USE OFTHIS UNIQUE BUSINESS TOOL which,through critical peer to peer appraisal,will help pinpoint areas of yourbusiness that can be improved. Youare asked to take time to consider andvote carefully for all members thathave done business with in 2009 andin that way everyone will benefit.

IELA Companies that are strong and enduringduring these times understand and delegatethe Authority. They also know that if notcareful, they may give their staff only partialauthority and this can lead to Bureaucracy,which is wasteful and inefficient. In speakingwith Mr. Schultz, a successful organization haspeople with Power, but not authority and viceversa. If you have people in your organizationwhere the people have both Power andAuthority, they should do all the work and allof the decision making on their own. They donot need an organization. This is pureindividualism not a growing organization. Thelesson here is that if you are part of asuccessful organization, be sure that youdelegate properly the right authority, andfocus on your staff and their behaviour andperformance. These, more than technical skillwill help you endure these tough times.
So, as we all enter the end of this year, I wishall of you the best support in your planningand your budgeting for 2010. I hope each ofyou in your organizations will create efficiencyand drive your best assets, your staff and teamto the best results. I have recently experiencedthat conflict, when based on trust, leads togreat results and conflict, when based onaccusation and mistrust leads to hugeinefficiencies. I have also experienced firsthand what partial authority, lack of clarity andlack of proper delegation will lead to. Nowthat we all know what it looks like, we canfocus on our companies to make sure we havethe best efficiency to survive and thrive duringthe coming times.

A.Fair grounds in Turkey do nothave customs offices andbonded warehouses. Therefore,
clearance & inspection at thefair ground is not possible. Allgoods entering Turkey must bestopped and cleared in thearrival customs point beforebeing moved to the fair ground.Trucks must be unloaded at thecustoms bonded warehouse atthe arrival customs, forinspection purposes. The arrivalcustoms point may be variable,depending on the commodityand the mode of transport. Forsome restricted items, there arespecialised customs points inTurkey and goods may have tobe transferred to these customspoints from the arrival customs,for final clearance. Please alwaysask your agent-partner in Turkeyabout how to consign thedocuments and where to sendyour shipment.

Maria Lorenz has been part ofthe BTG group since itsfoundation in 1973. When theExhibition Department wasseparated from BTGInternational Spedition GmbHand made into an independentcompany – BTG Messe-Spedition GmbH – she first tookover the position of BranchOffice Manager in 1988 andfrom 1993 onwards she wasresponsible as ManagingDirector of the company.
In addition to her role withinthe BTG Group, Maria Lorenzalso held various positions innational and internationalorganisations also within IELA,as a Member of the Board ofManagement from 2001 to 2007and Chairwoman of the PRCommittee from 1993 up untilthe end of 2006.
From the beginning, MariaLorenz always showed greatsupport for many social projectsand in 2001 she was a significantfactor in the BTG Group’sdecision to become a sponsor of
the Augsburg charityorganization “Bunter Kreis”,which runs an aftercare centre tohelp children suffering fromcancer and critical and chronicleillnesses and their families.
The Shareholders andManaging Directors of the BTGGroup thanked Maria Lorenz forher tireless efforts, herunwavering loyalty, her personalskills and the limitless energy,which she has put into ourcompany over the last 36 years,all of which have significantly

Wonderful, warm, sunny weathergreeted the 20 who attended onFriday 25th. Eight differentcountries were represented,Finland, France, Germany,Luxemburg, Switzerland and theUK, as well as Japan and the USA.
This was a truly internationalgathering with many oldfriendships being renewed.
On the first evening the groupwalked a short distance to theRestaurant ‘Au Petit Riche’ for alight dinner in delightful
surroundings with food from theLoire region.
The following day, we walkedthe short distance to the‘Jacquemart-Andre’ Museum tosee the fine private mansion builtto house a private collection offurniture and fine art from the 17thand 18th centuries.
From the Museum we boarded aboat on the Seine for a cruisedown the river to view the manywonderful buildings of Paris,including a fine view of the EiffelTower. Lunch was served on boardbefore returning later in theafternoon to the hotel.
In the evening we walked todinner, at The Restaurant Drouant,located in the theatre area. A veryenjoyable evening was spentreviving many memories, as well asmaking new friends.
On Sunday morning a shortdiscussion took place concerningthe location of a meeting next year,and it was agreed that in 2010 we
would get together in Luxemburg,and Ernie and Gisele Droessartkindly agreed to assist with theorganising of the event.
A vote of thanks for theorganisation of this event wasunanimously given to HansBrauchli, Jean-Paul Moser and alsoto Emilien and Therese Dumoulin,who live in Paris and arranged theprogramme. THE 4TH MEETING OF THE IELA SENIORSCLUB MET IN PARIS DURING THE LASTWEEKEND IN SEPTEMBER.

I am fortunate to have sitedevents in what I can onlydescribe as a 'crazy period',living and operating this businessin Africa. In 1994 it becamepolitically acceptable for SouthAfrican companies to dobusiness with their Africanneighbours, and beyond. Inthose days and until the presentday, I handle appointments on anofficial basis for a South AfricanOrganiser who has been theleading light in organising exportinitiatives for South AfricanCompanies. I can only describetheir Managing Director as the"David Livingstone" of
pioneering new events in Africanregions. In 1995 with his teamand the support of the S.A. DTI, Iwas to embark on a five yearexpedition of fun, andsometimes harrowing,experiences getting Shows onthe road in Zimbabwe, Zambia,Ivory Coast, Togo, Gabon,Nigeria, Uganda, Tanzania,Botswana, Ghana andMozambique. It is the latter "offthe road" experience and bizarrestory that I have to tell.
In those days, all cross bordertraffic between South Africa andMozambique was handled atKomatiepoort. Trucks ran the
gauntlet through the notoriouscorridor route to Maputo. A hair-raising stretch of road that wasprone to all sorts of incidents; carand truck hijackings were quitenormal. Trucks, (if they arrived!!)would then report to FRIGO theinland container depot servingMaputo. Here the contents wouldbe examined, offloaded andcleared for external delivery in toMozambique. If under bond, aMozambiquan haulier wouldexecute the final delivery undercustoms escort to its destinationwhere further examination wouldtake place. This is where the funwould begin!!
It was the first MOZBEX event,a South African/Mozambiquebusiness to business exhibitionorganised in Maputo. Lacking ingeneral exhibition infrastructurethe whole exhibition build had tobe supplied out of South Africa.This was everything from standfittings to generators and candles.For at that time it was normal toget at least four power cuts a day.Not to mention the electricitysurges that blew bulbs makingyou duck due to a sound similarto gun fire. We had taken over alarge hall at the FACIM grounds inMaputo which I can only describeas a converted cow shed. Thisprobably dated back to thestart of the Renamo/Frelimostruggle. Dilapidated, withholes in the roof, we were stillconfident that the 4,000m2"Cow Shed" could be windowdressed for the occasion.
It was 4pm when I got thenews that the first four containershad finally made it to FRIGOunder armed escort. I received afurther call from Rand Freight inSouth Africa stating that theoffload and examination wouldbe handled the next day; theirMozambiquan counterpartswould be organising thetransport for delivery to FACIM.You could not get in to FRIGOdue to huge security issues andtherefore supervising of re-
loading or being present at anycustoms examination wasimpossible. You were in thehands of the gods as to what day,time, and if the goods would bedelivered in their entirety! Myfear was the first four Containerswere loaded with loosestandfittings and build material.News from the three exhibitcontainers loaded inJohannesburg was that they wereto pick up our border escort inthe morning. Exhibits wereloaded in metal security cages ofvarious sizes. These containedevery desirable commodity thatcould be sold on the streets fromMaputo to Beira. For this was ageneral products show andtherefore had everything fromfoodstuffs to a Coffin!

“………The Last 50 Meters”Thanks to a great suggestion
by Errki Koski of SuomenMessulogistikka in Finland andthe IELA Secretariat’s attentionand effort, we have launched asurvey of IELA member’s“Official” Appointments(Organiser Designated)worldwide: both On Site Agentand Export Agents. Preliminaryresults are in; they are impressiveand encouraging.
About 40% of our 118members have completed thesurvey as “Official” On SiteAgents and about the sameamount have reported as“Official” Export Agents. Thusfar, we are showing at least over2000 Official Appointments asOn Site Agents and over 1700 asOfficial Export Agents.
I should point out that thesenumbers are, admittedly, veryconservative. Why? Because thesurvey compiled the statistics bycategories; we asked ‘how manyappointments do you have—between 5-10; 10-25; 25-50 etc.up to ‘over 250’. Since thesecategories suggested a ‘window’of activity, in the interest ofaccuracy, we choose a ‘middleground’ number between thesecategories for our count.
Given this, I suggest that ouractual numbers are probablymore than being reported. And,when we receive reports fromthe other 60% of ourmembership, the body ofbusiness IELA OfficialAppointments represent will beincreased significantly. Therefore,I encourage all who have notcompleted the survey to do so.We want a “complete survey toreport and offer!”
When the survey is complete, Isuspect, that we will havethousands of additional OfficialAppointments to report. Itseems to me that there will bemore On Site than ExportAppointments; this due to theproliferation of IELA On Sitemembers appointed for multipleFairs and venues worldwide.Nevertheless, our IELA
Association can attest to this;showing clear evidence of thebody of business, industryknowledge, resources and theexperience IELA represents.
These are statistics that everyworldwide Fair & EventOrganiser should know; toconsider for their currentportfolio of business and forplanned future globalization oftheir events.
This information is topical rightnow. Prompted by the efforts ofVicki Bedi of PS Bedi, UFI’sExhibition World magazinepublished by Mashmedia in theUK, will run a two page logisticsfeature in their December 09edition.
Many Organisers have plannedincreased globalization of theirevents. The publisher reportsthat in a recent survey ofOrganisers, three-quartersindicate they are planning tolaunch events in newgeographical territories.
China, Brazil and India werecited as the top emergingdestinations. This will be one ofthe topics of the article; also howlogistics companies can assistthis expansion; what obstaclesour logistics industry currentlyfaces.
As part of the research for thisupcoming article, IELA wasasked to consider a number ofissues/questions. Our colleagueAchim Lotzwick’s response wasquite pertinent, comprehensiveand, in my opinion, as muchsuited for IELA members toconsider as well as Organisers.
For one question, UFI Worldasks: “What can they (logisticcompanies) offer an Organiserthat another cannot?”
Achim: “A Business Package.Because, due to ourunderstanding of the industry,what we offer matches exactlywhat an Organiser needs toimprove the overall quality of hisexhibition:
Maximizing Organiser’seffectiveness.• Client Support.• Efficient, economical and
reliable operations.• Financial benefits.• Liability coverage.• Occupational health and safety
coverage.• Coverage for employment
standards.• Environmental responsibility.”
Achim’s entire response toother considerations/questionswas excellent. His “BusinessPackage” scenario was but one. Ihope the UFI article willencompass more of hisobservations; I encourage all toread it.
Also, it’s been noted thatOrganisers sometimes “seem” torelegate the exhibition logisticprocess to minor considerationwhen planning their events;venue selection, hotels, dinners,stand builders etc. takeprecedence.
Perhaps, it’s true as one surveyshows, that exhibition logisticscomprise maybe 15% or so of anexhibitor’s budget. We all knowthat inefficient or deficientexhibition logistic service canmake a 100% difference in theexhibitor’s positive successfulexperience at the fair.
Although logistics is, perhaps,unfortunately, a sometimes“minor consideration”, it couldbe the most important factor in asuccessful Event.
Organisers know there arethousands of freight forwardersworldwide. Maybe they don’trealize that most of thesecompanies are not exhibitionlogistics specialists; not familiarwith the entireexhibition/shipping logisticprocess i.e. shipping from “Doorto Stand.”
It’s been pointed out to manyclients that shipping to anyworldwide venue may be arelatively straight forward task,but “getting it the last 50meters” to the stand can becomplicated. Why? Impropertemporary/permanent customspreparation, faulty shippingscheduling, mediocre clientcounseling, incompletecommunication between Export

One of the most importantelements of the IELA WinterSeminar is the opportunity for thestudents to interact with theirpeers from around the world andshare their exhibition experiencesand knowledge. Without thiscomponent, the program wouldcertainly lack the vitality that hasadded to the overall success ofprevious Winter Seminars.
The Winter Seminar planned forthe first week in December drew avery limited number of participants.The challenging economic timesand exhibition scheduling conflictswere the primary reasons for themarginal interest in the Las Vegasevent.
The next Winter Seminar will beheld in January 2011 in Zurich. Inthe meantime, the Training WorkingGroup and Board of Managementwill seek other educationalpossibilities for the IELAmembership. Make it a date!

To be sure, there are many issueswhich prevent freight from “travelingthose last 50 meters”. This phrase is ametaphor which asks Organisers toconsider and then demand a COMPLETEprofessional exhibition logistics team tobe an integral part of their Eventplanning. Not “just any” freightforwarder will do. IELA members AREthe specialists. IELA members should beincluded in the planning process.
So, as we calculate and publicize IELA’sportfolio of Official Appointments;demonstrate the necessity of Organisersto consider and prioritize the importanceof exhibition logistics in their globalplanning; stress the ‘Business Package’we bring to the table; I’m encouraged byour Group’s efforts to spread thismessage.
I’m pleased to report that VinaySharma of Bridgeway in the U.A.E. hasjoined our Group. Welcome Vinay! Alongwith Vinay and the rest of ourprofessional members, there are
ambitious plans being considered byFeras Bensaoud, Bentraco Logistics forLibya and the North African Region; VickiBedi in India and beyond; Agustin David,BTG in Argentina and South America andRene Caravajal in Mexico and CentralAmerica.

Question a number of people,and I bet you’ll get all sorts ofdifferent answers……
Something to do with ISO9000, must be coming out ofmanufacturing processes, it’s aminimum requirement forsomething……lots of differentexplanations (and most likely allmaking sense too).
Yet - how often do they hearabout “performance standards”and in particular in our industry?
Here at IELA, we measureperformance – any evaluation ofthis kind means a comparisonagainst an ideal model. Standardsdescribe and state the criteria ofthis ideal model.
So where are we now?At this point of time, we are at abasic quality model. That’s notenough – we want to raise thatbar!
So we need and want tocontinuously improveperformance.• We are good at measuring
performance. ✓• We have created quality
protocols for site agents andexport agents. ✓
• We have started our library ofonline tools. ✓…..and? We keep offering help along
the way, by increasing thestandard document templates on
the webpage for your use. Checkit all out on www.iela.org!
Furthermore, the StandardsWorking Group is chatting a lot“behind the scenes”…
Apart from the documenttemplate for the “commercialinvoice/packing list”, we havenow also added the template forthe “worksheet” for downloadon the net.
Next on our list – and we arecurrently working on that one – isthe template for “shippinginstructions / return instructions”.
All in all, we hope that you andyour teams all around the worldcan make use of those templates– the more we are in unison withthese documents globally, thebetter we will look for our clients.
Which reminds me – highquality standards are always
handy as a good sales tool also.So starting using it – show off

The Customs WorkingGroup has been workingactively since the IELACongress in London. I am glad to let you know thatwe are keeping on the track tomeet your requirements andkeep our promises.
Customs Forms…
We started by working on theexisting customs form, to makeit shorter and more compact. MrSameh Guirguis of Samehco,Egypt did a great job andworked out a new and veryeffective form in 1 page, in linewith your suggestions andexpectations.
We are now ready to transferthe existing data to the newforms and publish them on theIELA web-site. As soon astransferring process is done, wewill be able to give access toeach member, to the form ofhis/her own country. This way,you will be able to check-outyour forms and let us know aboutnecessary changes & corrections.Up-dating process will take placeevery year as usual, but in aneasier way. We will announce youonce the new forms arepublished on the IELA web site.
Customs Links…
Other good news is that, wehave gathered useful customslinks for all countries, as aguideline for all members. Theidea was raised by Mr JorgeReina of Resa Internacional,Spain, who is also a member of
our working group. The list oflinks is already on the IELA website, where you can reach the HScodes, restrictions & otherimportant and up-dateinformation of each country.Thanks to all members whosupported us with information.
Customs Documents…
Another working group member,Ms. Maria Mambelli of Expotrans,Italy is working on the majorcustoms documents usedworldwide. She is gathering briefinformation and useful linksabout customs documents likeATA Carnet, A.TR, TIR Carnet, T1,etc. which will be published onthe IELA web site; so that youwill be able to see what thedocument looks like, where it is
used and what its purpose is. Itwill be a general guide to leadthe members to check andprepare the correctdocumentation when sending ashipment to another country.Maria is doing her best to makethe data ready by the end ofNovember 2009. Again, you willbe informed once it is completedand put on the IELA web site.

Starting from this edition, we areasking all members if they haveany announcement on changesor new applications in customs.We will be happy to receive anyinformation that you would liketo share, on your country’scustoms regulations; so that wecan publish it on the IELAReport and inform all members.

Finally, I would like to attract yourattention to the Country File,which takes place in this edition.We started with Turkey and willcontinue with different countriesin the following editions. It will bein Q/A format and our aim is toenlighten the members aboutmost problematic issues indifferent countries’ customs. Wehope it will be a useful guide foreveryone.

In taking on the role ofChairman of this group I realisethat I have a very hard act tofollow. At the GeneralAssembly in London, Greg Kehstepped down from Chairmanof this Group which he has ledso successfully for many years.His dedication in ensuring thatwherever possible themembers wishes areundertaken when consideringnew members, served as agreat example to us all. Manythanks Greg for your very hardwork and leadership, we allwish you well in your newposition of Chairman of IELA.
The Group has been relativelyquiet since the GeneralAssembly, only having twoapplications to consider. Thetwo, however were unsuccessfulin their applications, one as theyhad not been in the exhibitionbusiness long enough, and theother was because the Boardfelt that they did not meet therequirements of membership.
I have accepted an invitation toattend the Board of Managementand Chairpersons meeting in LasVegas in December, so this willgive me a chance, on behalf ofthe Group, to get clarification oncertain points with regard tomembership criteria. The groupare anxious to ensure that whenconsidering applications, onbehalf of the membership ofIELA, that there is a mutualunderstanding of what isrequired to be accepted as amember.
In addition I hope to put to theBoard our thoughts aboutmembership categories, if indeedit is felt that this should beconsidered as to correct wayforward in the future, in the driveto increase the membershiplevels. The Group wants toensure that theirrecommendations are taken intoconsiderations when the Boardvotes.
Anna Guichard, IELA’s BusinessDevelopment Manager has beena great help during the shorttime that I have taken on thisrole. There are two companieswho will be sending theirapplications in the New Year forconsideration. It is also expectedthat a further two or threecompanies will be applying for
membership in the New Year.Research is being undertaken
concerning the “white spot”areas of the world in the hopethat some may be filled in during2010. It was a matter that wasvoiced strongly at the GeneralAssembly in London, so everyeffort will be made in thisrespect. If there is any memberwho thinks that they know asuitable company involved inexhibition logistics in a “whitespot” country then please let meor Anna know, as we would bepleased to follow up any serioussuggestions.
