∑ The site located on the western side of Huntingdale Road, near the intersection of Waverly Road.∑ The area is well served by public transport, schools and recreational facilities.

Features of site
∑ The existing dwelling is in an east to west orientation.∑ A 1.83m wide drainage and sewage easement runs along the rear of the site.∑ Currently the site consists of a single storey weatherboard dwelling with an aluminum pitched tile roof and is setback approx. 9.3 metres from the front boundary.∑ A detached single garage is located at the rear.∑ The dwelling is used for a commercial business, namely leadlight window construction.∑ There are a number of overgrown bushes and shrubs onsite - low value for retention.∑ The site gently slopes down from east to west of approx. 2.5m for the entire depth of the site.∑ Opposite the site is a strip of shops that includes a post office, pharmacy and restaurants.∑ Lot sizes in the general area are of similar shape and size.
Features of surrounds - General Neighbourhood character
∑ The land is located within an established residential area and is characterized by a streetscape of buildings most of which date from the 1950s till now.∑ The current trend which has been occurring for some time is replacement with modern two storey dwellings, multi-unit development (recent ones being 2 storey) and
nearby Apartments - including 50 approx apartments at 438 Huntingdale Road and 10 apartments at 402 Huntingdale road.∑ However the subject site has a business operation and the site to the south on the corner of Waverley Road is a medical centre with a car park abutting the subject site.∑ To the north there are 3 single storey multi dwelling units at 22 Nyrang Street.∑ To the south there are 3 single storey units at 167 Waverley Road.∑ Also to the south there are 3 double storey units at 165 Waverley Road.∑ To the west and south west are abutting double storey multi units at 18 Nyrang Street and 153 Waverley Road.∑ There is a significant amount of immediately abutting ‘double storey’ multi unit development, and a car park resulting in a lack of sensitive ‘back yard’ environment.∑ In summary, the site is surrounded by multi unit development and commercial development.∑ The older housing stock is predominately constructed from weatherboard or brick, however newer developments employ a variety of materials such as brick veneer,
fibro and various lightweight cladding.∑ Roof types of the older housing stocks are predominately pitched and hipped and constructed from terracotta tiles. Contemporary apartment developments such as 438
Huntingdale Road have flat roofs.∑ Fence types are varied along the streetscape in terms of design and materials, while low to medium fences are most common.∑ Front setbacks are variable. The abutting medical centre to the south has a small setback Huntingdale Road due to being a corner block.∑ There are only 3 properties in this location between Waverley Road and Nyrang Street and tow are corner lots and opposite is a shopping centre, so there is no uniform
pattern of street setbacks.∑ Position of carports and garages are predominantly at the rear and are detached from the dwelling.∑ A number of medium density developments are occurring in the area and are all of 2-3 storey in height.∑ Infill single dwellings are also predominantly double storey.∑ The surrounding lots have varied site coverage.∑ Overall a pattern of development is emerging as the older dilapidated dwellings are being replaced with medium density dwellings and Apartments.
Summary:The site is located in close proximity to a number of shops, recreational open space, schools, public transport and other essential services and infrastructure. Thegrowing number of medium density developments within the area, and Apartments suggests that the current site is ideal for a medium density infill development of thekind proposed.

DESIGN RESPONSE
Strategic location∑ Proposed development site is well served by public transport, schools, medical centres and shopping and recreational facilities.∑ Proposed development site is surrounded by multi units (several being double storey) and commercial development.∑ There are Apartment developments nearby.∑ The subject site is opposite a neighbourhood activity centre, which in accordance to Plan Melbourne is a location that should encourage higher density development.∑ Proposal enhances the character of an area undergoing change, and provides modern accommodation of a kind lacking in the neighbourhood and hence contributing
to greater diversity in housing, appropriately located.
Site responsive design∑ The design responds to the site providing a southern driveway, abutting an adjacent car park.∑ Upper levels step back from southern neighbours to facilitate solar access.∑ The upper level is recessive and reducing and with graduated walls to minimize visual bulk.∑ The building height is kept low (including in the streetscape) and sits comfortably within the setting.
Design∑ The proposed development will provide 20 apartments over 3 floors with associated basement car parking.∑ A generous frontage is retained, which will maintain the spacious feel of the area. The proposed front setback provides an appropriate gradual transition from the
corner site setback of the abutting dwelling to the south.∑ The development is not boundary-to-boundary and will feature no on-boundaries walls.∑ All dwellings offer good indoor-outdoor living environment, with open living plans providing appropriate interrelationship with outdoor/ balcony areas.∑ Dwellings are designed to maximize utilisation of natural sunlight.∑ The scale of the built form respects the scale of nearby modern developments (often 2 storey) - it achieves contemporary architecture of a high quality and does not
mimic period designs.∑ Improved landscaping and vegetation planting achieves a permeable frontage providing good vision to the entrance.∑ Basement provides 20 car parks and 9 ‘Ned Kelly’ hanger style bicycle spaces.∑ Overall the design achieves a balance between minimizing amenity impacts to neighbours while achieving an acceptable presentation to the streetscape.
Character∑ The garden suburban character of the area will be enhanced by a generous minimum front setback of 6350mm to the ground floor lobby. The setback increases to
7600mm metres to apartment G.08, resulting in a well-landscaped front yard.∑ Window shapes are in a modern contemporary style of powdercoated aluminum. Walls are predominately rendered brick veneer. These and other building elements
are commonly found within the area and reference existing built form character∑ Dwelling is well setback from the side and rear boundaries, providing good opportunities for planting of screening trees. To the rear, the development is also well
setback from the easement, which will ensure opportunities for narrow canopy trees to be planted.∑ Development has low site coverage and provides adequate area for landscaping so the built form will be integrated into the landscape.
Visual BulkDesign utilizes a number of techniques to minimize visual bulk including:
∑ Employing various colours and materials to add visual interest.
∑ Dwelling façade is well fenestrated with windows and glass frosting balcony walls.
∑ Space is provided for landscaping to soften built form and driveway paving.
∑ Reduced and receding upper level stepping away from neighbours and street.

Overshadowing
∑ The design steps back from southern neighbours to minimize shadow impacts.
Overlooking
∑ Overlooking is addressed in the design with high sills or obscured glazing or screening that exceeds Rescode standards.∑ Windows of habitable room locations have been carefully considered to avoid overlooking and also to gain good solar access.∑ Existing side boundaries fences will be replaced with 2.0m timber pailing fences to protect from overlooking∑ Shadow impact is acceptable and meets the Rescode B21 standard.∑ Design does not cause any unreasonable off-site amenity impact on adjacent properties.∑ Good opportunities have been provided to the rear of the site for the planting of vegetation to further screen from overlooking.
Summary:
The proposed medium density development addresses the need for greater diversity in housing choices within the area. The proposal provides a modern apartmentstyle development, which features smaller sized open space areas and hence reduced maintenance. The design also responds to changing household demands inaccordance to State and Local Planning Provisions.
The building itself is low profile, has clean simple form and is well articulated, thus enhancing and contributing to the emerging future neighbourhood character. Theproposal has addressed the fundamental design issues well, including access, setbacks, built form and amenity.Overall, the resulting design is responsive to the constraints of the site and will result in a positive outcome for the area.
