Conditions of “old world”democracy
• Most people illiterate
• Must gather face to face in order tomeet
• Record keeping, computation difficult
![Page 6: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/6.jpg)
Psychological challenges
• Dominance of automatic, unconscious(versus deliberative) cognition
• Primacy of preferences over arguments• Self-deception• Status quo bias• Self-serving bias• Altruism
![Page 7: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/7.jpg)

“The problem with socialism (democracy?) is that it takes up too many evenings.”
- Oscar Wilde
![Page 11: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/11.jpg)
Online deliberation is happeningon a large scale for…
Very small groups (~3-4 people)
Somewhat larger groups when like-minded
Technically proficient groups (e.g. opensource development)
Professional/workplace teams
![Page 12: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/12.jpg)
Consider these groups...Volunteer advisory boardsNeighborhood associationsConsortia of nonprofitsGrassroots activist groupsLabor union chapters and caucusesClubs and religious congregationsUniversity-based groupsAd-hoc citizen groups (e.g. for community
planning)
![Page 13: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/13.jpg)
Groups do things like...
Get to know each other and share informationDefine their mission and goalsMake and observe rules (e.g. bylaws)Plan joint activitiesMake budgets and spend moneyIssue joint statements (e.g. press releases,
flyers)Form committees and work with other groupsKeep and retrieve records of all these things
![Page 14: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/14.jpg)
So what's the problem? In fast-paced regions (e.g. the bay area), people
are having a harder and harder time gettingtogether to do these things
Much group communication must beasynchronous (people participate at differenttimes, different places)
Existing and widely available async tools (email, message boards, blogs, wikis) are not wellsuited to group action
So... group activity either doesn't happen (“bowlingalone”) or is managed by paid professionals/thefew who have time
![Page 15: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/15.jpg)
And so we have...“Inner circles” and managers rather than group
democracy – professionalization of advocacyand service
Fewer opportunities to meaningfully take part ingroups and movements
People sticking to their narrow social circlesElections that are determined by TV ads and
expensive, influence techniques (e.g.“perception management”)
Citizens who don't vote/don't take voting seriouslyPoliticians who are accountable to lobbyists more
than to constituents
![Page 16: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/16.jpg)
What is needed? An asynchronous (available at different times,
different places) tool for online groupdeliberation
And it should be...• freely available• nonproprietary (controlled by the group)• comprehensive• easy to use*• widely compatible with hosting environments• trustworthy (secure, transparent)
![Page 17: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/17.jpg)

Summing up - technologychallenges
Open source web applications• compete with free services• lead to different goals vis-à-vis
commercial servicesArchitecture and design must be flexible,
anticipate future developments
![Page 30: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/30.jpg)

Problem of election integrityin the U.S.
insecure procedures
uncounted votes and/or stuffed ballot boxes
absentee voting
lack of effective response to voting irregularities
![Page 32: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/32.jpg)
Technology responses
Design for an accurate count(Verifiedvoting.org)
Allow distributed verification of legitimacyof votes (Whovoted.net)

Who Voted?
A website for seeing who is officiallyrecorded as having voted in eachelection
Precursor to a means for verifying totalnumber of legitimate votes

Political challenges
An idea that is new may clash with othervalues (e.g. privacy)
Opponents may be able tomischaracterize your project

Choices for free-to-use tools
Content management systems (CMSes)• open source• multifunctional• integratedCommercial tools (e.g. Google Calendar,
Facebook)• tend toward narrower task focus• stand-alone
![Page 38: Tools and Participation: Tales from the Trenches](https://reader031.vdocuments.us/reader031/viewer/2022020706/61fca06e9d50e757a521d104/html5/thumbnails/38.jpg)
Deme Scheme (2007-)
Goal: modular, integrated with datasharing applications on other sites
