In his words on the 20th March, 2012 when he was commissioning the OHCSF-ICT Resource Centre and I quote:

I believe that all these objectives could only be realized by building an enabling environment for the Civil Servants to perform their statutory functions…………………………..

Today, ICT has changed the cause of events. In the bureaucratic settings, it is fascinating to note that initiatives originate from a desk; prompt some actions and within seconds, expected and desired results are obtained without human intervention. Also, you are all aware that ICT has ushered in a complete innovation in all sectors of the economy. For example, the banking sector has embraced e-banking and e-payment systems in order to achieve a cashless society. In the area of communication, e-mail has promoted cheap and faster global communication and interaction. In trade and investment, e-business and e-commerce are predominant.

All over the world, there have been some tremendous landmarks in the conduct of government businesses by the adoption of e-governance in order to enhance improved service delivery in the Civil Service and also to reduce the amount of paper consumption. These avenues of using the “e-e-e-es” should be explored to facilitate the journey to our desired destination.
The establishment of an ICT Resource Centre at the Office of the Head of the Civil Service of the Federation would, no doubt, create an avenue for staff to improve their ICT literacy.

The motive behind this is to motivate officers and position them to technologically meet the challenges of modern office practices. My office has, therefore, considered it as a priority, the establishment and replication of similar ICT Resource/e-Learning Centers in all MDAs so that they would serve as avenues through which the ICT knowledge base of staff could be developed on a regular bases.
Therefore, I call on ALL Civil Servants to explore these available opportunities to develop their ICT skills so that they would be relevant in the modern and state-of-the-art ways of delivering services.“

We Need to look at the Possibility of Creating a generally acceptable Civil Service Website (e.g. www.civilservice.gov.ng ) where ALL Civil Servants Official Mail Server will be domiciled;

We Need to Access the Staff ICT Literacy Levels at ALL Times and embark on honest Staff ICT Literacy Improvement Plan;
ICT Literacy Level should be a yardstick of measuring performance in the Civil Service
We Need to Encourage members of staff to communicate their non-confidential Mails through the Official Websites for Nigeria to be taken seriously;
We Need to Promote Total Office Automation and near paperless environment; TIME is money;

All ICT Stakeholders (NITDA, NIRA, GALAXY, .gov.ng REGISTRARS etc) must be 24/7 Ready to effectively and Efficiently implement their Mandates;
It is time to “ADOPT the use of e-e-e-e-e-es……..”:
