Alderman Watkins entered as indicated in the minutes.

A. ADOPTION OF MINUTES:

B. DELEGATIONS :
1. Michael O'Connor, Manager Greater Vancouver Regional District
Mr. Michael O'Connor, Manager of the Greater Vancouver Regional District was in attendance to discuss development services.
Mr. O'Connor noted that several months had passed since he originally requested that the Surrey Council support the GVRD's submission to have letter's patent issued for development services. Mr. O'Connor pointed out that development service is a term for the rudimentary planning services that the GVRD does for municipalities. Mr. O'Connor then briefly reviewed the previous planning functions of the GVRD.
Mr. O'Connor noted that in 1983, the Provincial Government removed the planning function from Regional District.
Alderman McKinnon left the meeting at 7:lO p.m.
Mr. O'Connor pointed out that development services are now provided by contract (which expire in 1988) to the municipalities within the GVRD. Mr. O'Connor added that he has made a submission to all GVRD members, and to date, all members have given unanimous support, save and except Coquitlam and Surrey. In Surrey's case, a decision was made to continue on a contract basis for three more years.
Mr. O'Connor pointed out that development services would provide a regional data base, the transportation model and regional service analysis, as well as services such as the emergency E911 number. As well, Mr. O'Connor pointed out that there was a need for a specific economic strategies within the region.
Alderman McKinnon returned to the meeting at 7:16 p.m.
Mr. O'Connor indicated that the purpose of his delegation was to ask that Council endorse by resolution, the GVRD's application for letter's patent for development services. Mr. O'Connor pointed out that in the coming years, approximately 113 to 1/2 of the growth in the GVRD will be in Surrey.

Mr. O'Connor pointed out that Surrey's needs will be more crucial than any other municipality in the GVRD. Mr. O'Connor added that the three years under contract for Surrey will go very quickly.
Mr. O'Connor pointed out that the development service has just completed a study on taxation within the region. indicates that over the last 5 to 10 years, the region has lost tax revenues. Mr. O'Connor noted that it was essential for the GVRD to have a common voice and noted that with regard to school districts, hundreds of millions of dollars in school taxes are going out of the Lower Mainland to the rest of the Province. Mr. O'Connor indicated that a report would be prepared for the Executive Committee of the GVRD, either in the latter part of January or February. Thereafter, a request will be made to the Minister of Municipal Affairs for letter's patent. In response to a question from Mayor Bose, Mr. O'Connor indicated that this request does not require a unanimous vote as only those municipalities endorsing the letter's patent would be participants.

In concluding, Mr. O'Connor indicated that there would be no increase in the development services budget, save and except inflationary costs. members consent.

The Municipal Manager submitted a report from the Chief Inspector regarding concerns expressed by local residents on the operation of bicycles on the streets and sidewalks. among the RCM Police, the Traffic Operations Engineer and the Superintendent of Licensing was held to clarify the issue.

The Municipal Manager commented that the requested OCP amendment does not have to precede the rezoning. No date has been set for third reading as the applicant has not yet decided what he wants to do.
The Director of Planning and Development Services was recommending that the amendment to redesignate the property at 16785 - 104 Avenue from "Urban (URB)" to "Commercial (COM)" remain tabled until the associated rezoning application has third reading, at which point both applications may proceed.
The Municipal Manager concurred with the recommendation of the Director of Planning and Development Services.
