Testing in a Distributed Environment
Mr. Stephen Kreider, SES
Acting Deputy
Program Executive Office Integration

PEO Integration Mission and Vision
• Mission
The PEO Integration will utilize the Family of Systems approach to ensure integration and interoperability between Army Programs of Record (PORs), current force systems, urgent need systems, and other DOTL-PF elements to achieve integrated unit capabilities for a full-spectrum force. This integration approach will be implemented through development, acquisition, testing, product improvement and fielding while ensuring total ownership cost reduction.
• Vision
To field fully integrated and tested capability packages composed of vehicles, network elements, equipment, and supporting infrastructure to modernize BCTs to achieve unprecedented joint combat capability in conjunction with the ARFORGEN process.
The Army remains committed to an integrated development path for all capabilities, so while the individual
systems will be under portfolio management by various PEOs, PEO
Integration will be given the expanded mission for ensuring integration across those PEOs and associated portfolios.

Challenges with Testing a Network Environment
• There is no synchronized plan (short or long term) driving testing of Systems of Systems Integrated Network
• There are many players and many processes and that are not synchronized (JMETC, JOIN, FANS, JITC, ATIN, JTEN, BLCSE, MATREX DVL)
• Army Test and Evaluation Command no longer has a Virtual Proving Grounds Program – and over the last 5 years capability on the ATEC Testing and Infrastructure Network (ATIN) has decreased – little to no expertise in Army distributed testing (testing done local)
• The Army lacks “requirements” for designing, developing, integrating, testing and fielding of a Systems of Systems capability
• OSD policy towards Live only many times discourages distributed events…Resulting in Test Officers wanting everything present for duty
• Continued to lack standard capabilities, instrumentation across test centers increases difficulty
4 Approved for public release; distribution unlimited. Case 10-1069. 7 Jan 2011.
Need a Network Acquisition Strategy
• Path to Success
• Align POR Milestone Events/Decisions (Schedules)
• Fully resourced cyclical, integrated test events
• Align Army labs support to the developmental process
• EXORD provides initial direction
• Rapid Fielding of Capability
• BCT Integrated Test Exercises (BCTIE)
• BCTIE schedule and team
• Facilitate agile acquisition
• Link BCTIEs to IT&E for risk reduction

EXORD Implementation
Given Guidance to conduct integrated test… we have developed a executable plan First fully integrated BCT Network test in FY12 is the final event. Has several individual program IOT&Es, but must also serve as the fully integrated BCT Network test in Mar 2012 Need multiple events culminating in an integrated network event

Why: Better, Faster and Cheaper Network Integration
• Provides GFX with distributed capability for all (access to ABCS systems) within scope of org at no additional cost
• TSIL Access to federated networks via connection to JOIN infrastructure; built in link to Joint & Coalition networks
• Reuse of existing Army infrastructure/resources for new purposes: An Army efficiency initiative
– Documented facility cost savings
– Significant TDY reduction; significantly increased synergy
• Risk reduction for Army Integrated Network Tests – integrate at APG, seamless hand-off to WSMR for first-run success with the Soldier
• Army Interoperability Certification preparation and execution: A C5ISR COE

APG---C4ISR team
• GOAL is to Build Efficiencies for Army C4ISR Community:
Share organic subject matter expertise across organizations
Leverage infrastructure / equipment – don’t duplicate resources
Performance: Integrate products across PEOs before certification using a scalable distributed test network.
Costs: Reduce travel / TDY costs + Share common facilities
Schedule: Deliver integrated / interoperable solutions to the Warfighter more rapidly than at present.
