Codes and Standards to be followed 1. All equipment and materials to be furnished under this specification shall be designed
manufactured and tested in accordance with the latest revisions of the relevant latest Indian Standard (IS).
2. The electrical installation shall meet the requirement of Indian Electricity Act, 1910 and Indian Electricity Rules 1956, applicable section of the latest revision of the relevant IS Code of Practice, The equipment shall comply with the requirements of latest revision of following standards issued by BIS (Bureau of Indian standards) unless otherwise specified.

1 SCOPE OF WORK:
Supply, design, fabrication, transportation to site, assembly, interconnections, erection, testing and commissioning of the Power control center and Motor control center and replacement of old panels at various locations of SPM, including laying, installation and commissioning of copper cable provided by SPM in underground trenches and inter connection with the existing cables. If any civil work if required for installation of panel and cable laying shall also be in scope of the vendor. It is recommended that interested vendors may visit the site to quantity actual work to be done at site.
Power panels should be confirming to IS-8623/1993 amended up to date and it should be as per relevant statutory regulations/guide lines and I.E rules also. Said panel should comprise of A.C.B and M.C.C.Bs, MCB, Soft starter and MPCB etc. as listed below and the panel should be complete in all aspects and ready for operation. GA drawing is indicative only; ammeter /Voltmeter shown in all outgoings are not required, only MFM is required in incomings

2.1 Power Panel Indoor type, floor mounted, free standing 690 Volts rated Power Control and Motor control center panel made of required vertical sections. The panel should be dust & vermin proof and the degree of protection should be IP- 54. Main Distribution panel should be extendable on both sides by addition of side section after removal of end covers. Said power panel should be fabricated with a framed structure with sheet steel channel section of 3 mm thick, doors and covers should be of 14 S.W.G thick sheet steel. Sheet steel shroud and partitions of power panel should be smoothly finished,

leveled and free from flaws and the corners to be rounded off. Front & rear doors to be fitted with polyurethane gaskets to ensure higher degree of ingress protection, with suitable fasteners designed to ensure proper compression of the gaskets. For end plates, generous overlap should be maintained between sheet steel surfaces with closely spaced fasteners to prevent entry of dust. All insulating materials used in the construction of the equipment should be of non-hygroscopic, duly treated to withstand high humid condition, high temperature, and tropical conditions , Insulating material used should be SMC , Epoxy or DMC only. Functional units such as A.C.Bs Molded case circuit breakers shall be arranged in multi-tier formation wherever possible. The design of the Power panel should be such that each A.C.B, & MCCB should be fully compartmentalized.
Insulated barriers should be provided with a vertical section and between adjacent section to ensure prevention of accidental contact with main bus bars and vertical risers/droppers during operation, inspection or maintenance of functional units. Bus bar should not be live from front side. All doors/covers providing access to live power Equipments /circuits shall be provided with insulated barriers/separators to prevent unauthorized access. The panel shall be so constructed that there should be sufficient space to accommodate all outgoing & incoming cables. For each incoming and outgoing cables, there should be a cable gland plate of 3 mm thick detachable type at the bottom of the panel as required for bottom entry.
2.2 METAL TREATMENT AND FINISH
A. All metal work used in the construction of L.T power distribution panel should have under gone a rigorous metal treatment process as under: Effective cleaning by hot alkaline degreasing solution followed by cold water rinsing to remove traces of alkaline solution.
B. Pickling in dilute Sulphuric acid to remove oxide scales & rust formation, if any, followed by cold water rinsing to remove traces of acidic solution.
C. A recognized phosphate process to facilitate durable coating of the paint on the metal surfaces and also to prevent the spread of rusting in the event of the paint film being mechanically damaged. This again, shall be followed by hot water rinsing to remove traces of phosphate solution.
D. Passivized in de-oxalate solution to retain & augment the effects of phosphate. E. Drying with compressed air in a dust free atmosphere. F. Primer coating with two coats of a highly corrosion resistant primer, applied wet on wet
and stove dried under strictly controlled conditions of temperature and time. G. Powder coated paint finish of 60 micron thick.
2.3 BUSBARS A. The bus bars should be made of high conductivity, electrolytic Copper. The bus bars
shall be insulated throughout their length by epoxy coating except at the joints. B. The insulation material used shall be of Class H (180 deg. C). C. The insulation should be 100% water resistant. D. The insulation must comply with UL 94 V-O and it should be Halogen Free. E. The ends of the Bus bar shall be electro tinned to avoid corrosion and to ensure proper
conductivity

F. The bus bars should be suitably braced with non-hygroscopic SMC supports to provide
through fault withstands capacity of 50 KA, RMS symmetrical for one second.
Insulation class of said supports should be class H
G. The neutral bar should also be capable of withstanding the above level. Ridges shall be
provided on the SMC supports to prevent tracking between adjacent bus bars. Large
clearances and creep age distances shall be provided on the bus bar system to
minimize the possibility of fault. All the bus bars shall be made up of copper and
shall have continuous current conductivity of 1.6A/ sqmm , throughout the length of
the panel. The neutral bus bar should be half (50%) of the cross-section of that of the
phase bus bars. Connections from the main bus bars to functional circuits should be so
arranged and supported to withstand any damage or deformation caused by thermal
and dynamic stresses due to short circuit currents. Rating/sizes of the sub bus should be
as shown below.
H. The said L.T power distribution panel should be so designed that the cables are not
directly terminated on the terminals of the breakers/MCCBs etc. but are terminated
on cable termination links. Size of Copper termination links should be same as vertical
droppers.
I. Following minimum clearances to be maintained after taking into account connecting
bolts, clamps etc.
i) Between Phases - 32 mm
ii) Between Phases & neutral - 26 mm iii. Between Phases & Earth - 26 mm
iv. Between neutral & Earth - 26 mm
2.4 AIR BREAK CIRCUIT BREAKERS (CONFIRMING TO IEC 60947-1 & 2.)
• The circuit breakers shall be of the air break type, robust and compact design suitable for indoor mounting and shall comply with the requirement of IS: 13947 : 1993.Rupturing capacity shall be as stipulated in Schedule of quantities. Heat loss per pole shall below.
General:
1. ACB shall comply with standards IS/IEC 60947-1 & 2.
2. ACB shall have a rated operational voltage of 415V AC, rated insulation voltage of 1000 volts AC,
rated impulse voltage of 12kV.
3. ACB shall be of 3pole or 4pole (as per BOQ), air break, molded case design for longer life along
with less maintenance requirement
4. All ACBs shall preferably be of MDO type , if EDO is offered same will also be considered without
any extra cost
5. ACB shall have a Ready to close mechanism preferably having a ready to close mechanical
indication on front of ACB. All ACBs ready to close indication contact which shall be used to give a
single indication via indicating lamps on panel door if ACB is ready to be closed, after
checking all the given conditions (UV release energized, Shunt release de-energized, spring
charged, Breaker is not "ON", Breaker has not tripped on fault, Breaker is not mechanically

interlocked with other breaker and ACB is not racked in completely in service position) ensuring
safety for user and electrical distribution.
7. ACB shall have the breaking performance Ics = Icu = Icw (1sec) = 50kA
8. ACB shall have minimum Mechanical life of 20000 operations
9. The operating mechanism of ACB shall be of the Open/Closed/Open stored-energy spring type.
The closing time shall be less than or equal to 70ms, and of fast opening type with break time of
breaker should be <30ms to ensure higher life of distribution cables.
Accessories & Auxiliaries:
10. Shunt trip and closing coil (having common AC/DC supply upto 250V) shall be continuous rated.
For Incomer ACBs delayed type under voltage release shall be used to avoid nuisance tripping
during voltage surges.
11. ACBs shall have minimum 4 change-over auxiliary contacts, available to be used for indication
and interlocking, rated at minimum 10A 240/380V 50 Hz and shall be wired on chassis/cradle.
There should be facility to add one more set of 4 contacts if required
12. Pre wired Fault trip contact should be provided with Release as standard.
Indication lamps to be provided on front door of ACB feeder shall be as shown below: -
Spring charge indication required for EDO ACB only.
Safety:
13. Draw-out ACBs shall preferably be provided with a mechanical latch on chassis which latches the
ACB at Connected-Test-Disconnected positions while racking in and racking out the circuit
breaker. This feature will help the operator in placing the circuit breaker at right position inside
the chassis and can help in avoiding the accident.
14. The racking handle of the breaker shall be stored on the air circuit breaker in such a manner as
to be accessible without defeating the door interlocking.
Terminations:
15. All air circuit breakers shall be fully tropicalized as standard & suitable for terminating copper or
aluminium bus bars. Both fixed & draw-out circuit breakers shall have single pole-pitch. ACBs
shall have both side vertical terminal adaptors for better heat dissipation.
Protections:
16. Air circuit breaker shall be provided with microprocessor release, which should be self-powered
type without the need of any auxiliary power supply during normal operation of the breaker.
17. The circuit breaker control unit shall measure the true r.m.s value of the current
18. Circuit breaker trip unit shall have a display for measurement of current and voltage. It shall be
possible to view last 5 trip cause on trip unit.
19. All trip units provided shall have thermal memory as standard
20. All trip units shall be EMC/EMI tested 21. It shall be possible to change the protection settings on line and the circuit breaker need not be
switched off while adjusting the settings.
22. All 4 Pole ACBs shall have neutral rating equal to 100% rating of the main poles of breaker &
shall be protected against over-load faults with provisions for settings neutral unprotected.
Although busbar rating of neutral shall be 50% of main busbar in the panel.

2.5 Direct online Starters
These starters shall have heavy-duty air break contactors of suitable rating. These shall be total coordination type based on combination of MPCB and contactor with OLR Thermal bimetallic type .These starters shall be complete with adjustable overload relays on all three phases, single phase preventing device and under voltage release. The starters should be “hand reset” type. The “No Volt Coil” of these starters shall be 110 Volts + 10% - 15%. There shall be ON-OFF push button for each starter unless remote operation of the starter is required. The MPCB / contactor / relay selection shall be as per type 2 co-ordination
2.5.1 MOTOR PROTECTION CIRCUIT BREAKERS • All MPCB to be used shall confirm to IS 13947 / IEC 60947 • MPCB shall be Rotary type with Icu = 50KA • The MPCB shall have the mechanism that the contactor trips in the event of overload and MPCB trips in the event of short circuit fault.
2.5.2 Contactor
Contactors shall comply with IEC 60947 .They shall be maintenance free and where possible allow replacement of the coil, without disturbance to the wiring. Contactors shall be suitable for AC3 utilization category. Adequate number auxiliary NO & NC contacts shall be provided on the contactor, as required for the control scheme with at least 2 NO + 2 NC spare contact for operation in coordination of MPCB. All contactors shall be suitable matched for AC3 utilization category and suitable for 3HP /5HP motor starting in DOL mode with MCCB and for the Soft starter offline and online mode shall be 12A rating
2.6 MOULDED CASE CIRCUIT BREAKERS (Confirming to IS 13947 –part 2) All the MCCB shall be , 50 kA or above breaking capacity rated three /four pole fixed type moulded case circuit breaker, with adjustable settings long delay (0.4-1.0 In)/short delay (1.5- 10 long delay setting)/ground fault (0.1-1.0 In) with individual time settings] with separate earth leakage module. The MCCBs shall conform to IEC60947-2/IS 13947-2, tropicalized to Class-II (high humidity). All incoming and outgoing terminals of MCCB shall be fitted with spreader links supplied by MCCB manufacturer or brought out phase links of copper in rectangular sections with hole.
General:
1) MCCbs shall comply with standards IS/IEC 60947-1 & 2. The breaking capacity performance
certificates shall be available for category A to the above mentioned standards.
2) MCCB shall have a rated operational voltage (Ue) of 415V, insulation voltage (Ui) of 690 V (AC
50/60 Hz) & impulse voltage (Uimp) of not less than 8kV.
3) MCCB shall not have any line load bias
4) MCCB shall comply with the environmental directives like RoHS and WEEE
5) 400A and above rating MCCBs - shall be microprocessor based, category B type fixed type
having Icw (1sec) not less than 50kA.
6) MCCBs below 400A shall be Thermal Magnetic Release type

Performance:
7) The MCCBs shall have a rated service breaking capacity (Ics) equal to the ultimate breaking
capacity (Icu) at 415V and as per system fault levels .
8) The limiting capacity of a circuit breaker is expressed by two curves which are a function of the
prospective short-circuit current (the current which would flow if no protection devices were
installed): The thermal stress (A2s), i.e. the energy dissipated by MCCB during fault should be
as low as possible. Cable selection to be done as per Maximum permissible cable stresses for
which manufacture should produce current limiting and energy limiting curves of MCCB's.
Safety:
9) For maximum safety, the power contacts shall be insulated in an enclosure made of a
thermosetting material from other functions such as the operating mechanism, the case, the
trip unit and auxiliaries (ON/OFF/Trip Contact, Shunt, Under Voltage etc.). All poles shall
operate simultaneously for circuit breaker opening, closing and tripping. MCCBs shall be
actuated by a toggle or rotary-handle that clearly indicates the three distinctive positions: ON,
OFF and TRIPPED. MCCB shall clearly indicate the suitability for isolation in the name plate .
10) MCCBs shall be designed to prevent access to live parts when the cover is removed , means
main current path of the circuit breaker should be isolated from auxiliary section i.e. MCCB
shall offer class –II front face as per IEC standards 61140 and 60664-1
11) The electrical life of MCCBs shall be 8,000 operations up to 250A & 4000 operations up to
630A
12) All MCCBs provided shall be of single frame size upto 250A to reduce the requirement of
spares management.
13) All MCCBs shall have cross bolted type termination where bus bars or cable lugs can be
terminated by crossing the bolt between the lugs/bus bars and MCCB connections, to enhance

between MCCB and bus bar/lugs then the spreaders shall be cross bolted with the MCCB
connectors.

2.9 Sole plate/Plinth:
To mount the panel, M.S channel frame should be fixed below the L.T Panel. Frame should be made of 100 height X 5 mm thick M.S channels.
2.10 Cable glands:
Heavy-duty double compression type, nickel-plated, Brass cable glands of suitable sizes, for the cables mentioned for interconnection of cables shall be in scope of contractor.
2.11 Tubular terminal end (Lugs):
Copper tubular terminal ends for solder less crimping to copper conductors, of
different sizes suitable for above said cables for end termination of cables at both ends including neutral for the cables mentioned for interconnection of cables shall be in scope of contractor.

2.12 EARTH PITS AND EARTHING OF PANELS
Copper plate type (Plate Size. 600 x 600 x 3.15 mm) earth pits 14 numbers should be
made as per relevant I.S Specifications amended up to date and all electrical
equipments such as L.T Power distribution panel, power panels of individual plants etc.
should be earthed with copper strip of size 25 X 3mm without any joint (Copper strip
should be in one length). The ends of the copper strip should be tinned to avoid
improper contact. To connect earth plate with copper earth strip suitable copper rivets
should be used (Copper).
Earth strip in the panel (L.T Power panel) should be of 6 X 50mm thick copper strip.
Each and every compartment/chamber/doors of the power panel should be earthed
through a flexible, tinned copper braided strip of appropriate size.
All doors shall be duly connected to the main panel by a flexible tinned copper braided
link of 4 sq. mm
No. of Earth pits: 15 (3 for each item as per section VII) SPM representative will inform allocation of the earth pits.
.2.13 SOFT Starter
The soft starter will convert fixed voltage, fixed frequency to Variable voltage, fixed frequency
. The soft starter shall consist of six thyristors , 2 in each phase connected back to back. The
soft starter will vary firing angle of the thyristors to vary the voltage to the motor steadily .It
should incorporate current sensing to limit current to set limits
All the Soft starter shall be provided with following switchgears
Line Contactor – To protect the Soft Starter while not in operation against Voltage
Transients of suitable rating corresponding to soft starter ratings indicated in BOM
Bypass contactor ( Not applicable for soft starters having inbuilt bypass contactors)—
To protect Soft Starter SCR while in operation against Current and Voltage Transients.
Semiconductor fuses :- To protect Soft Starter against excess current transients during
starting and stopping of Motor.

2.14 CONTROL WIRING( for remote and local):
For all MCC and PMCC provision for remote and local control should be provided in control wiring. However remote operating panel and its connection is not required to be done For control wiring of proposed L.T Power panel, the fallowing specified wires should be
used. P.V.C insulated, P.V.C sheathed, plain annealed, high conductivity electrolytic
stranded, flexible wires as per IS 8130/1984 amended up to date. VOLTAGE GRADE: 1100
VOLTS AS PER IS 5831/1984 AMENDED UP TO DATE.SIZE: 1.5 SQ.MM (MINIMUM).
Offered cables should be confirming to IS 694/1977 amended up to date and should
carry ISI certification mark. No joints are allowed in between.: “Dowells” or its equivalent
end sealing ferrules.Electro tinned copper end sealing ferrules should be used for end
connections. Pin type/ring tongue fork type/ Snap on type lugs can also be used wherever
necessary.

2.15 Laying of L.T Power Cables:
L.T power cables should be laid underground. Said cables should be laid at a depth of 1000 mm. Excavation work to lay the cables is in the scope of the bidder. Before laying the cables a sand bed of six inches height should be made and lay the cables on the sand bed. Cables should be covered with a sand layer of six inches thick and then covered with bricks throughout its length. In case two or more cables are laid in one common trench, adjacent gap of 200mm between two cables should be maintained. After laying the cables cable trench/trenches should be covered with excavated clay. Proper cable root markers should also be provided at an interval of fifteen meters.
3 ERECTION
To fix the L.T. Power panel on the cable trench of the power room/sub-station, M.S channels of size 75mm X 6mm shall be grouted as per foundation plan of the L.T Power panel. Base plate/plinth made of 5 mm thick Sheet steel of 100 mm height shall be fixed on the M.S channels. After fixing the plinth L.T. Power panel shall be fixed on the plinth with G.I nut bolts. Plinth and L.T power panel should be so fixed that the cable end boxes/gland plates should be placed on the cable trench for ease of cable entry (Bottom entry). All the incoming and outgoing connections should be made from rear end (Back side)
Out going/incoming cables should be laid in the trenches. Cables should be terminated on both ends with proper cable glands and lugs etc. Cables should be properly dressed; cables should be fixed on G.I “C” racks with wooden cleats in the power room. Inter connection of power cables from L.T Power panel/switch boards to different L.T panels of individual plants is in the scope of the bidder. Earthing of individual power panels as per above said allocation with copper strip of 25 X 3 mm should be done.
Testing and Commissioning
After successful completion of above said work, testing of the equipment should be carried
out including protective relays, measuring instruments, in the presence of our authorised
personnel.
Inspection
1 After manufacturing of the items to be supplied, contractor shall inform the SPM for pre-
dispatch inspection timely . SPM nominated representative(s) will, without any extra cost,
shall inspect and/ or test the ordered work and the related services to confirm their
conformity to the specifications and other quality control. It is expected to provide
necessary support to carry out testing of the items . SPM upon intimation shall inform the
contractor, officials to be deputed for this purpose.
2 Work accepted by SPM and/ or its inspector at initial inspection and in final inspection in
terms of the contract shall in no way dilute SPM's right to reject the same later, if found
deficient in terms of the warranty clause of the contract, as incorporated under GCC
Clause.
3 Travelling expenses, Lodging and boarding charges of SPM officer for pre-shipment
inspection shall be borne by SPM.
