2014-02-10 2 Classification: Open
Status: Historic
• NORSOK subsea standards
• Good cooperation between API and ISO (one family since mid 90s)
• Cobranding of standards
• The cooperation ensured that task forces were above critical mass
• The cooperation ensured equal ground between north sea experiences and GOM
experiences

Status: Today
• No formal cooperation between API and ISO
• Most ISO work groups are below critical mass
• Full stop within ISO for more than two years due to legal issues
• High activity within API
2014-02-10 6 Classification: Open
2014-02-10 7 Classification: Open
2014-02-10 8 Classification: Open
Challenges
• Still challenged by embargo
• Motivation has eroded amongst doers within the ISO family
• API develops new standards while no progress within ISO
− Different global standards
− More difficult to promote north sea experience in the standardisation
development work

Statoil strategy
• Increase activity within API environment
− Use local employees
• Include critical issues not accepted by API in NORSOK U-001
• Contribute to find a good permanent solution wrt ISO/API
2014-02-10 11 Classification: Open
Challenge:
• Describe required critical properties that need
considerationb in different applications
• Describe application in order to perform system
engineering
The Resource Challenge and Focus areas
• Subsea production is an essential option for field development on the Norwegian Continental Shelf (NCS)
• Subsea suppliers are fully committed now, and projections indicate an increasing gap between Operator demand and the Industry’s ability to supply
• This may lead to increases in commercial risk and the possible delay or postponement of projects
Focus Areas Selected
1. Unified Specifications and QA/QC for subsea forgings
2. Subsea component catalogue with configurable solutions
3. Universal Workover systems
4. Brownfield subsea re-engineering
5. Standardized subsea documentation
6. Compliance with established equipment standards
Way forward?
• Contribute to industrialisation
• «There are no standard products today»
• High volume gives lower price and predictable quality
− Company standardisation cannot generally give high enough volume
− Operators and suppliers need to cooperate to form industrialised products
• Standardised materials
• Standardised functional requirements with standard performance
requirements
• Standardised system interfaces
• Standardised documentation
• Standardised test requirements
• Standardised witness points

API - OGP Int’l Standards Task Force
Purpose:
Develop a process for the continued development of globally accepted standards for the oil and gas industry, given the current US and EU trade sanctions environment
Scope of Effort: Defining the process of initiation, drafting, balloting/comment
resolution, publication and revision of standards pertaining to oil and gas equipment, materials and management systems
Deliverables: Recommended process for standards development, including
roles of API and OGP, that complies with the terms of reference
API - OGP Int’l Standards Task Force
Terms of Reference established by the API Executive Committee
and OGP Management Committee:
Need for a single set of industry standards to avoid duplication, with the
potential for more than one brand;
Need for the standards to be globally acceptable and widely used;
Need for the standards to be accepted by the regulatory community;
A standards setting process as the foundation for the single set of industry standards that builds on the existing API/OGP infrastructure and allows for increased international participation, and
Need to ensure a legally compliant process
API-OGP Int’l Standards Task Force Activities:
The Task Force has developed a solution that provides a process for developing international standards
Solution includes front end coordination and multiple standards development work streams, including:
• ISO
• OGP/ISO
• API
The solution will also accommodate both ISO and API developing stand-alone standards when appropriate
Response needed from OFAC to finalize interface between API and ISO
The Task Force agreed to the formation of a committee to ensure high level facilitation between stakeholders to avoid duplication and have the largest possible audience among the global expert community
