1. BACKGROUND AND RATIONALE In accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Council
for Teacher Education (NCTE) had vide Notification dated 23rd August, 2010 and 29th JULY, 2011 laid
down the minimum qualifications for a person to be eligible for appointment as a teacher in Upper Primary
Level. It had been inter alia provided that one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE. i. It would bring national standards and benchmark of teacher quality in the recruitment process; ii. It would induce teacher education institutions and students from these institutions to further improve their performance standards; iii. It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher quality

As per the instruction vide ref. no 483-SE(S)/1S-15/2013 dated 02/06/2015 of the Department of School Education (Govt. of West Bengal), the West Bengal Central School Service Commission has been designated to conduct Teacher Eligibility Test (TET), Paper-II for Upper Primary Level. Pursuant thereto under the guidelines of NCTE as enclosed in its letter No. 76-4/2010/NCTE/Acad dated 11th February, 2011 and in terms of Minimum Qualification laid down by NCTE as on date read with relaxation in Minimum Qualification as extended to the State of West Bengal by Ministry of Human Resource Development(Department of School Education and Literacy) vide notification number S.O. 918(E) dated 1st April ,2015, the West Bengal School Service Commission is going to hold Teacher Eligibility Test (TET), 2015, for Upper Primary Level.
Eligible candidates who already applied for TET 2013 pursuant to Public Notice dated 29.01.2014 issued vide no. 209/5277/CSSC/ESTT/2014 by the West Bengal Central School Service Commission and who express their consent for using the examination fees and particulars given in the Application Form filled up by them against the aforesaid Public Notice for TET 2013 must add additional information (mentioning their earlier Application Form Number and Full Name) like address, passport size photograph with signature thereunder following the instruction given hereinafter, mentioning subdivision/area (for allotment of examination venue to the nearest location as far as possible) and academic qualification till date of submission of Application for TET, 2015. Such additional information are to be given in separate link found in the Home page of the official website of the West Bengal School Service Commission (www.westbengalssc.com). Such candidates need not pay any fees for TET-2015.
2. Important Dates and Informations:

(a) Application fees for General & OBC-A/OBC-B candidates: 250 /-
(b) Application fees for reserved (SC/ST/ PH-VH/PH-HI/PH-OH) candidates: 80 /-
Fee once remitted shall not be refunded or adjusted in future test under any circumstances.
(c) No fees will be required for the candidates who have already applied for TET 2013.

3. ELIGIBILITY : Persons having the following educational qualifications are eligible for appearing in TET 2015 for Upper Primary Level.
Graduation and 2-year Diploma in Elementary Education (by whatever name known). OR Graduation with at least 50% marks and 1-year Bachelor in Education (B.Ed). OR Graduation with at least 45% marks and 1- year Bachelor in Education (B.Ed), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard. OR Senior Secondary (or its equivalent) with at least 50% marks and 4- year Bachelor in Elementary Education (B.El.Ed). OR Senior Secondary (or its equivalent) with at least 50% marks and 4- year B.A/B.Sc.Ed or B.A.Ed/B.Sc.Ed. OR Graduation with at least 50% marks and 1-year B.Ed. (Special Education). OR Graduation with at least 50% marks as per relaxation given by Ministry of Human Resource Development (Department of School Education and Literacy) vide notification number S.O. 918(E) dated 1st April ,2015, which was published in the Gazette of India on 1st April 2015) Note D : (i) Reservation Policy : Relaxation up to 5% in the qualifying marks shall be allowed to the candidates belonging to reserved categories, such as SC/ST/OBC/PH. (ii) Diploma/Degree Course in Teacher Education: For the purposes of this Notification, a Diploma/Degree course in teacher education recognized by the National Council for Teacher Education (NCTE) only shall be considered. However, in case of Diploma in Education (Special Education) and B.ED (Special Education), a course recognized by the Rehabilitation Council of India (RCI) only shall be considered. (iii) Training to be undergone: A person with D.Ed (Special Education) qualification shall undergo, after appointment an NCTE recognized 6-month Special Programme in Elementary Education. (iv) The minimum qualifications referred above apply to teachers of Languages, Social Studies, Mathematics & Science. (v) The candidate not having any of the above qualification shall not be eligible for appearing in TET- 2015. (vi) The candidate should satisfy his/her eligibility before applying and shall be only personally responsible in case it is found subsequently that he/she was not eligible to apply as per the given eligibility criteria. It is to be noted that if a candidate has been allowed to appear in TET-2015 it does not imply that the candidate’s eligibility has been finally verified. It does not vest any right with the candidate for appointment. The eligibility shall be finally verified, by the concerned selecting authority/recruiting agency / appointing authority. 4. MANNER OF TEST: Examination shall be held in the following manner:

5. Applicability of the Certificate: i) TET-2015 shall apply to Schools managed by The Government of West Bengal/Local bodies and aided/ sponsored schools in West Bengal. ii) TET may also apply to other schools or equivalent educational institutions, if such schools/educational institutions opt for it. 6. Qualifying Marks : A Person who scores 60% or more in the TET examination will be considered as TET qualified. However relaxation up to 5% in the qualifying marks shall be allowed to the candidates belonging to reserved categories, such as SC/ST/OBC/PH. 7. Pattern of Examination: TET-2015 examination will be of objective type Multiple Choice Question (MCQ’s). There will be no negative marking. MODE OF SUBMISSION OF APPLICATION: A candidate can apply for the Teacher Eligibility Test only On-line by logging on the official website of the School Service Commission www.westbengalssc.com . Applicants who have already submitted Physically the application of TET 2013 they also need to apply online though they don’t need to pay any additional fees for the same. a) Sahaj Tathya Mitra Kendra: Fresh candidate can also visit nearest Sahaj Tathya Mitra Kendra [ Common Service center (C.S.C.) ] with his/her documents with recent photograph & signature under it . At Sahaj Tathya Mitra Kendra applicant can apply online and also can pay the fees through cash and obtain a receipt. District wise list of Sahaj Tathya Mitra Kendra can be found at www.westbengalssc.com. Before submission of application form, make the following preparations: Candidate should have a scanned image of his/her latest photograph-with signature (Scanned image should be created by pasting the image in a blank A4 page and placing signature under it and then scanning the same using Scanner machine and then by Cropping the Image and signature area. While signing bellow photograph the photograph shall not be touched in any manner whatsoever ) in JPG format only, for uploading the same during his/her online application and the image size should be in between 10kb to 30kb in size. A copy of his/her Graduation, Senior Secondary/ Higher Secondary mark sheets and training Certificate (if any) and also calculate percentage of marks in said examinations. Form Number of TET 2013 ( Only for those who have already applied for TET 2013) Payment method ( for Fresh Applicants only) will be through CASH MODE (EASY-PAY) or NEFT MODE (Power Ecoll) . have to decide nearest area from the area list as included in the brochure at the end (for allotment of examination venue to the nearest location as far as possible based on applicant’s choice) List enclosed at the end of the brochure. b) Online Application Form Submission Process: There will be two links visible at home page of the official website of the School Service Commission www.westbengalssc.com for i) Candidates who have already applied for TET 2013 and their candidatures are valid as per this notification , and ii) Fresh Applicants who are eligible as per this notification. i) For Candidates who have already applied for TET 2013 1. Existing TET 2013 candidate will follow link : “Apply Existing” 2.After clicking respective link TET 2013 applied candidate will be guided to a section
where he/she will be asked to feed his/her old form number and his/her name feeding which he/she will be directed to a page where he/she has to feed his/her personal and educational details and then has to upload the Image with signature.
3) After successful uploading of the photo –with signature, TET 2013 candidates will
be able to print their filled in Application form where he/she will get an Application ID which can be used for future reference.
ii) Fresh Applicants: 1) Fresh Candidate will follow link: “Apply Afresh” 2) The candidate will be directly guided to the page where he/she has to feed
personal and educational details and then has to upload the Image with signature. 3) after successful uploading of the photo –with signature, Fresh applicant will get a
link to print the filled in application and two(02) option for payment as i) Pay through : CASH MODE (EASY-PAY) ii) Pay through : NEFT MODE (Power Ecoll) He/she has to opt one method among them and for any one option for which
he/she will get a CASH Challan / NEFT APPLICATION FORM which have to be printed in a page. Then the candidate has to follow the instruction as mentioned bellow to complete the application process..
i) If the candidate opt for CASH MODE (EASY-PAY): a) A CASH CHALLAN will be generated. b) The applicant will take print out of the challan and visit nearest designated Axis Bank
Branch to deposit the application fees. c) The applicant should visit Designated Axis Bank Branch counter only after 24 hours of
CASH CHALLAN generation. d) The Cashier will accept cash and returne APPLICANT’S Copy with bank’s seal &
signature to the applicant. The Bank’s copy will be retained by the Axis Bank Branch.

e) All the applicants are instructed to retain the sealed & signed challan copy of the bank for future reference.
f) Any manually modified challans will not be accepted at selected Bank counters. g) Designated Axis Bank Branch counter list can be found at www.westbengalssc.com
and at the end of the brochure. i) If the candidate opt for NEFT MODE (Power Ecoll) : a) NEFT APPLICATION FORM will be generated. b) The applicant will take print out of the challan and fill up below details neatly,

c) The applicant should visit his/ her own Bank branch(any nationalized bank) to do NEFT(his/her
own account should exist at that branch).
d) The Bank Branch official will fill up NEFT Charges and Total Amount field.( If the Bank Branch
provides any other Challan of their Bank at that time that should also be filled in.) e) The Bank Branch official will remit the application fees through NEFT.
f) After successful remittance the Bank official will provide UTR No. and put seal & signature on the
Customer Acknowledgement slip.
g) The Bank official will return the Customer Acknowledgement slip to the applicant and the applicant will
retain the Acknowledgement slip for future reference.
4) Once payment has been confirmed through Axis Bank Cash Challan/ Easy Cash one can re print his/her filled in application form and can check status of payment after 48 hours of payment of the fees. The candidates are NOT required to send hard copy of confirmation page to School Service Commission. However, the candidates are advised to retain the hard copy of the application i.e. confirmation page (where he/she will get an Application ID), challan if fees is paid by challan, for future reference. The particulars once filled by the candidate shall be final and will not be changed in future. Request for change/correction in any particulars in the Confirmation Page shall not be entertained. The Commission will not be responsible for any consequences arising out of non-acceptance of any correction/addition/deletion in any particular once filled in the Application Form whatsoever the reasons may be. No change will be accepted through offline mode i.e. through fax/application or by email etc. No correspondence in this regard will be entertained.
9) Information for Differently abled Persons (PH-VH, PH-HI, PH-OH): The
following instructions are applicable regarding differently abled candidates during the conduct of TET Examination:-
1. The differently abled candidates with 40% or more disability may be given compensatory time of 30 minutes of TET Examination who are making use of scribe/amanuensis. All the candidates with disability not availing the facility of scribe may also be allowed compensatory time of 30 minutes.

2. The facility of scribe/amanuensis may be allowed to any person who has disability of 40% or more if so desired by the person.
3. The candidate may be permitted for opting of his/her own scribe/amanuensis provided he/she will get authenticated/ approved his/her scribe from nearest Regional Office well in advance. (scribe approval form may also be available from the regional offices)
4. Educational Qualification of the scribe/ amanuensis will be up to Class 10 Pass. 10) ADMIT CARD The candidates may download their admit cards from the official website of the School
Service Commission www.westbengalssc.com after publication of date and appear in the examination at the given Centre. In case of any discrepancy in the particulars of the candidate or his/her photograph and signature shown in the admit card and Confirmation Page the candidate may contact respective Regional Commission during stipulated date & time as will be notified further.
11)GENERAL INFORMATION It is to be noted that if a candidate has been allowed to appear in the Teacher Eligibility Test it does not imply that the candidate’s eligibility has been verified. It does not vest any right with the candidate for appointment. The eligibility shall be finally verified, by the concerned recruiting agency / appointing authority. The candidate should satisfy his/her eligibility before applying and shall be personally responsible in case he/she is not eligible to apply as per the given eligibility criteria. Furnishing of false, wrong or inaccurate information may lead to cancellation of the Test result, forfeiture of the certificate and even prosecution under appropriate laws. The machine - gradable Answer Sheets are evaluated with extreme care and are repeatedly scrutinized. No request for re-checking, re-assessment, re-evaluation or scrutiny of OMR Answer Sheets will be entertained. No correspondence in this regard will be entertained. The candidates shall report at the Examination Centre 45 minutes before the commencement of the examination. A candidate who reports at the examination center 20 minutes after the commencement of the examination shall not be permitted to sit in the examination. The candidates are advised to read the instructions on the admit card, Question Booklet and OMR Answer sheet carefully and follow them during the conduct of the examination. Face of the candidate should be same as his/her photo was uploaded at the time of Online Application.
Candidate will have to bring any of the original photo identity card, and web enabled Admit Card. Without
these two (02) documents, candidate shall not be allowed to appear in the examination.
Use of Calculator/Mobile Phone/Log Tables (other than any instruction provided in the Examination Booklet) is not permitted.
A candidate found canvassing in any form and/or guilty of indiscipline in the Examination Hall or using unfair means of any nature or noting down the question, except on Answer Sheet, shall be liable to be disqualified from this Examination and future Tests also.

Step 2: After clicking on the link both will be directed to the page : Step 3: From here, an Existing Candidate who have already applied for TET 2013 should click on “Apply Existing” Button and Fresh Applicant should click on “Apply Fresh” button and after clicking the appropriate button TET 2013 candidate will be guided to the interface as bellow where he/ she has to feed his/her old form number and name as per previous application:

Step 5: Feeding all the credential applicant have to preview the form and if it is correct then have to Click on “Save & Next” button . From there he/she will be guided to image upload page where he/she will be asked to upload his/her recent Photo and signature scanned in one Image within 10 kb to 30kb :

Step 6: After uploading the image Existing TET 2013 candidate can print his/ her filled in application form with New Application ID by clicking the “Print Application Form” Button. Fresh Applicant will be guided to two(02) option for payment as

i) Pay through : Axis bank CASH Challan ii) Pay through: Axis Bank NEFT Challan i) Pay through : Axis bank CASH Challan If the applicant opt for Axis bank CASH Challan respective cash challan will be generated
and a printout copy of the challan should be kept with him/her and visit nearest designated Axis Bank Branch to deposit the application fees.
The applicant should visit Designated Axis Bank Branch counter only after 24 hours of
CASH CHALLAN generation. The Cashier will accept cash and return APPLICANT’S Copy with bank’s seal & signature
to the applicant. The Bank’s copy will be retained by the Axis Bank Branch. ii) Pay through: Axis Bank NEFT Challan If Axis Bank NEFT Challan link clicked then a NEFT APPLICATION FORM will be generated. a) The applicant will take print out of the challan and fill up below details neatly,

b) The applicant should visit his/ her own Bank branch(any nationalized bank) to do NEFT(his/her

provides any other Challan of their Bank at that time that should also be filled in.) d) The Bank Branch official will remit the application fees through NEFT.
e) After successful remittance the Bank official will provide UTR No. and put seal & signature on the
Customer Acknowledgement slip.
f) The Bank official will return the Customer Acknowledgement slip to the applicant and the applicant will
retain the Acknowledgement slip for future reference.
