PGCIL vide email dated 03rd July 2019 (Annexure-AA2) has proposed the following items for
discussion:
i. Default in payment of outstanding dues by beneficiaries
The details of outstanding dues for more than 45 days as on 03.07.2019 in line with
extant tariff regulation (2019-24) in respect of defaulting beneficiaries of POWERGRID

iv. Switching of Bus Reactors & Switchable Line Reactors
v. Through fault short circuit current of ICTs
vi. Taking over of 2 nos. bays at Edamon in respect of Kayamkulam-Edamon D/c line
by KSEB
vii. Outstanding dues payable by M/s BHAVINI towards ISTS charges
viii. Long duration outage requirement on 400KV Nelamangala –Hoody & Yelahanka –
Hoody line.

3. AUXILIARY POWER CONSUMPTION OF M/s NTECL VALLUR FOR 2019-24
CERC had allowed Auxiliary Power Consumption (APC) of 6.69 % (0.94% more than
normative APC for 500 MW units) for NTECL Vallur for the period 2014-19.
As per CERC (Terms and Conditions of Tariff) Regulations, 2019, the normative APC
applicable to 500 MW units with IDCT is 6.25%.
NTECL, Vallur vide letter dated 18th April 2019 had requested to consider Auxiliary Power

Consumption (APC) of 7.19% for the period 2019-24 and furnished Indemnity Bond.
Accordingly, APC is provisionally taken as 7.19% for scheduling and energy accounting,
subject to the condition that NTECL obtain necessary regulatory order for APC rate of 7.19%
expeditiously.
Subsequently, TANGEDCO vide letter dated 20.06.2019 had informed that the APC 6.69% is
provisionally considered in the April, 2019 invoice and an amount of Rs.1,05,63,830/- is
deducted from the claim. Till the submission of CERC order, APC of 6.69% will be
considered.
4. CONDUCTION OF PROTECTION AUDIT OF VARIOUS 220 KV & ABOVE
STATIONS (SUBSTATIONS AS WELL AS GENERATION SWITCHYARDS) IN
SOUTHERN REGION
In the 35th Meeting of SRPC, the Committee had approved the proposal to undertake protection
audit of all identified stations at 220 kV & above, which are yet to be protection-audited, by
regional teams drawn from various SR-Constituents including SRLDC & SRPC and SRPC
Secretariat was asked to take necessary action to take up the exercise in the second half of 2019.
It was agreed that these audits could be conducted using common formats like the ones being
presently used by SRPC teams, and in accordance with the extant standards/ regulations/
guidelines, and could take place under the overall supervision & co-ordination of SRPC
Secretariat.
The composition for constituting Regional Teams for Protection Audit is as given below:

In this regard, SRPC vide letter dated 19.06.2019 (Annexure-AA3) has requested utilities to
nominate members in order to chart schedule of the Audit.
Subsequently, in the Meeting of Protection Sub-Committee held on 26th June 2019, the utilities

were requested to expedite nomination.
5. RAMP RATES/TECHNICAL MINIMUM/ STARTUP FROM HOT/WARM/COLD
(Refer Item No.9 of Main Agenda)
SRPC vide letter dated 17th June 2019 (Annexure-AA4) has requested Regional ED (SRHQ),
NTPC to expedite the expert view of the OEM(s) on the issues of ramp rates, technical
minimum and startup from hot/warm/cold conditions.
NTPC vide letter dated 27th June 2019 (Annexure-AA5) informed that the matter has already
taken up with OEM and response from them is awaited. Meanwhile based on the revised 1%
ramp rate, NTPC is working on the modalities for complying the same and they will revert
back shortly.
6. IMPLEMENTATION OF AUTOMATIC METER READING (AMR) IN SOUTHERN
REGION (Refer Item No.10 of Main Agenda)
SRPC vide letter dated 26th June 2019 (Annexure-AA6) has requested POWERGRID to
examine the cost sharing aspect of the scheme and suitable options may be proposed for
deliberation in the SRPC/TCC meetings.
7. URTDSM (PMU) PROJECT IN SOUTHERN REGION (Refer Item No.26 of Main
Agenda)
SRLDC vide letter dated 01st July 2019 (Annexure-AA7) requested PGCIL to look into the
issues and take necessary actions to make all analytical applications operational at SRLDC.
PGCIL vide letter dated 04th July 2019 (Annexure-AA8) has furnished point wise reply to the
SRLDC letter dated 01st July 2019.
SRLDC vide letter dated 03rd July 2019 (Annexure-AA9) sought SRTS-II, PGCIL to ensure
that the required tools are installed at SRLDC control center for effective management of PMU
integrated in URTDSM system under substation package.
In the 156th Meeting of OCC, the forum had requested to explore the possibility of installing
PMU’s at SATCOM substations (GHANAPUR, UDUMALPET, and TRICHY) in SR and
other important substations by optimizing the existing PMU’s available under URTDSM
project. The Proposal is at Annexure-AA10
8. IMPLEMENTATION OF CERC ORDER IN PETITION No.26/MP/2017 dated
06.11.2018 – NTPC Kudgi Evacuation (Refer Item No.32 of Main Agenda)
This was discussed in the 41st Meeting of Commercial Sub-Committee held on 20.06.2019,
wherein all the constituents had expressed concern for the delay in compliance of the part of
the CERC order.
SRPC vide letter dated 27th June 2019 (Annexure-AA11) has requested POSOCO to kindly
examine and furnish the necessary details to facilitate SRPC Secretariat to proceed further. In

reply to this letter POSOCO vide letter dated 28th June 2019 (Annexure-AA12) informed that
Implementing Agency had carried out the PoC rate recomputation exercise and submitted the
results to CERC. The revised PoC rates order is pending with CERC.
9. INCLUSION OF ALL BILATERAL BILLING (INCLUDING RE GENERATORS) IN
RTA (Refer Item No.34 of Main Agenda)
SRPC vide letter dated 04th July 2019 (Annexure-AA13) requested NLDC and PGCIL to
communicate all bilateral billings (including RE) for inclusion in RTA to comply with CERC
orders.
10. COMPLIANCE OF CEA REGULATIONS FOR GRID CONNECTIVITY OF
RENEWABLE ENERGY SOURCES (Refer Item No.40 of Main Agenda)
Committee to discuss Renewable Energy Generation data management
A meeting was held at Ministry of New and Renewable Energy (MNRE), New Delhi on
05.04.2019 to discuss Renewable Energy Generation Data Management, wherein it was
decided that a committee comprising representatives from MNRE, MoP, POSOCO,
specific SLDCs and RPCs and to be chaired by the Member (Planning), CEA may look
into following issues:
Determining the present gap in RE generation data collection
Support required for creating an institutional mechanism at CEA
Framework for collection of inter-state Sale and purchase of RE power
Factoring of REC data in overall mix of RE generation data
Mechanism for collection of RE data on monthly basis and real time data
The 1st meeting of the Committee is scheduled on 10.07.2019 at New Delhi..
11. KARNTATAKA ESCOMs OUTSTANDING DUES TO NTPL, NPCIL & NLCIL (Refer
Item No. 21 & 34 of Main Agenda)
PCKL vide letter dated 02nd July 2019 (Annexure-AA14) has requested for kind intervention
of GOK in issuing directions to ESCOMs to clear the outstanding arrears in respect of the
generators.
