directed more particularly at energy saving andrenewable energy businesses. However, the
package is up for debate still, and greening thepackage is on the agenda.

In an article in The Age on February 2nd,
Muriel Watt and Iain Macgill were notoptimistic recalling the impressive history ofsolar technology innovation and the fact that
rest of the world is embracing the very solarinventions stemming from Australian research
to enable them to secure 21st-century industriesand jobs, while Australia clings to its fossil-fuel
past. Many of our technology breakthroughsnow look as though they will be commercialised
and deployed seemingly everywhere but here.Australia's only solar cell manufacturing facility
run by BP in Sydney will close in April.
As Watt and Macgill stress, we continue to beglobal leaders in solar education, training and
standards development. But without consistentindustry development and market deployment
policies, our innovation stays either in the lab orgoes offshore.
And when it comes economic stimulus packages,the Age article has no sympathy for the urge to
buy energy hungry imported goods. Perhaps a
significant point is that The Age newspaper ispublishing the thoughts of solar energy experts.

It will be easier for prospective buyers and
tenants to find green officespace under a newscheme proposed today by Environment
Minister Peter Garrett.
Under this new mandatory disclosure scheme,an energy efficiency rating and advisory reportwill need to be disclosed at the point of sale or
lease for any commercial office space with a netlettable area of 2000square metres or more,
said Mr Garrett.More and more commercial tenants and buyers
are searching for energy efficient premises.This scheme will help them compare a
buildings energy efficiency when choosing tobuy or lease office buildings.
We want both buyers and tenants to have
access to credible and meaningful informationthat will deliver financial and environmentalbenefits for business and the wider community.
It will also create incentives to stimulateinvestment in energy efficiency improvements in
office buildings.Office buildings contribute the most significant
proportion of emissions for the commercialbuilding sector, accounting for around 27 per
cent of emissions, and emissions are continuingto grow.
The Australian Government is working with the
states and territories through the NationalFramework for Energy Efficiency to develop this
scheme. AConsultation Regulation ImpactStatement and a Consultation Regulation
Document have been released for publiccomment today, ahead of forums being held
early 2009 in all capital cities to engageindustry in the schemes development.
We welcome comments from interested partieson the proposed scheme, said Mr Garrett.

A recent study commissioned by the AustralianGovernment, Energy Use in the Australian
Residential Sector 1986-2020, forecasts theenergy consumption of Australian homes. Whileoverall energy consumption in the residential
sector is projected to dramatically increase by
2020, the study also reveals that the energy useper household is expected to decline.
Factors that drive growth in residential energyconsumption are the expected rise in the
number of Australian households and theincreasing size of those homes. The report
forecasts that between 1990 and 2020 thenumber of homes will increase from six million
to almost 10 million. However, energy use perperson will increase over the same period,
driven partly by a decline in occupant levels perhousehold and the fixed energy consumption at
the individual household level.
In 1990 overall energy consumption of
Australian homes was 299 petajoules (PJ) andby 2008 it had grown to about 402 PJ. In 2020
that figure is projected to rise to 467 PJ whichrepresents a 56% increase over the 1990 to 2020
period.
Heating and cooling
The study highlights a number of emergingtrends that are affecting our home energy
consumption now and into the future. Energydemand for heating and cooling will increase as
our homes get bigger, even though the numberof people living in the home declines. More
dwellings in colder climates are being fitted with
whole-house heating systems as opposed toindividual room heaters and the overall numberof air-conditioners has more than doubled in the
past decade.IT equipment
Home computers and other informationtechnology equipment are also contributing to
the increases in energy consumption. As thenumber of personal computers and laptops inthe home has risen, so too will hours of use. In
the early 1990s, the home computer was usedapproximately 500 hours per annum and this is
projected to rise to 1200 hours per annum by2020.
Unfortunately on mode power consumption of
computers has virtually doubled as well, whichhighlights the potentially large energy savings
that can be made through turning off equipmentwhen not in use.
Entertainment
Other contributors to growing energy use aretelevisions, set-top boxes and game consoles.

These entertainment systems come at a high
price energy-wise.
Not only is the average home expected to havetwo televisions by 2020 (with one in four
households buying a new TV each year) but thenumber of hours of operation is also steadily
rising. In 1986 the average television was on forapproximately 1500 hours per annum and this is
projected to increase to 2800 hours (per TV) by
2020.
Possibly the biggest factor in increased energy
use of televisions is the emergence of plasmaand LCD TVs which have been driving a trend
towards larger screen sizes. This trend hasresulted in a rapid rise in energy use from an
average on mode consumption ofapproximately 65W in 1986 to 100W in 2005;
this is expected to more than double by 2020 to230W.
The Good News
The study does reveal some good news as itanticipates a 6% decline in energy consumption
per household compared to 1990 levels by 2020.This decline is primarily being driven by
existing and planned energy programs designedto improve energy efficiency of appliances and
higher standards of building design andstructure. Such energy management initiatives
are focused on making air-conditioners,computers and plasma TVs use less energy over
time.
The energy consumption of refrigerators andfreezers has also been in decline since 2004. In
fact, from 1993 to 2006, the average energy useof these appliances has decreased by 40%. Once
again, it has been stringent energy efficientprograms that have brought about this decline
through both the energy labelling system andthe introduction of MEPS the Minimum
Energy Performance Standards.
These results highlight the importance ofdeveloping and implementing programs to
ensure home energy efficiency both in thedwellings structure and design and the energy-
consuming appliances within it.

The CSIRO Energy Transformed Flagship areworking on ways to harness the suns warmth to
cool our homes and offices.
The leader of the Flagships solar coolingresearch project, Dr Stephen White, says
significant greenhouse gas savings can beachieved in air conditioning by using energy
from the sun.Solar cooling utilises heat from solar thermal
collectors to generate cooling for building air-conditioning, he says.
Most conventional mechanical air conditioners
use high-emission electricity derived from fossilfuels to provide the energy to compress a
refrigerant and cool abuilding. This
typically accounts for
20-30 per cent ofbuilding energyconsumption and
greenhouse gasemissions.
Solar cooling

compared to aconventional
mechanical airconditioner and
lower electricityconsumption results
in lower greenhousegas emissions.
The solar coolingtechnology we are
developing directlyuses the natural heat from the sun to power a
thermally-driven cooling process, he says.While using heat to cool sounds like a strange
concept, the technology we are developing is ableuse that heat in conjunction with an absorbentmaterial or desiccant to dehumidify and cool
air. This new type of desiccant cooling promisesto be simpler and more cost effective than
absorption chillers.
Sunshine is perhaps the nations most abundantrenewable resource with Australia experiencing
the highest incidence of solar radiation in theworld. Coincidentally, on those days when the
sun is shining the brightest, demand for airconditioning is at its highest.
In this way, solar cooling has the potential toreduce peak demand on the electricity grid by
reducing the amount of electricity that is
required to meet those air conditioning demandson the hottest days of the Australian summer,
Dr White says.Solar cooling technology is uniquely suited to
our climate and as the technology develops, it islikely to make an important contribution to the
development of future zero-emissions building.

His Highness GeneralSheikh Mohamed bin Zayed
al Nahyan, Crown Prince ofAbu Dhabi and Deputy
Supreme Commander of the UAE Armed Forces,presented the inaugural award to Dr. Green at
the official Zayed Future Energy Prize awardceremony on the eve of the 2009 World Future
Energy Summit in Abu Dhabi in January.
The award is named after the UAEs foundingfather, the late HH Sheikh Zayed bin Sultan Al
Nahyan, in honor of his environmental legacyand stewardship.
Dr. Sultan Al Jaber, Director General of theZayed Future Energy Prize, praised Dr. Green
for his significant contribution to theadvancement of renewable technology.
Today, growing energy demand is one of the
biggest issues we face and new solutions areneeded to meet this challenge, said Dr. Al Jaber.
Dr. Greens achievements in photovoltaic solarenergy will drastically increase the economic
feasibility of this technology.
Dr. Greens research has enhanced the viabilityof photovoltaic solar energy conversion as a
large-scale, sustainable energy source for thefuture. His breakthroughs have moved the
industry closer to reaching the full potential ofphotovoltaics, by reducing cost and increasing
overall efficiencies.
Dr. Green is currently developing third-generation solar cells that will help decrease
costs to less than US$0.50/W, to potentially$0.20/W or better, which will drastically
increase the economic viability of thistechnology.
I firmly believe that many of our future energy
needs can be addressed by photovoltaictechnology, said Dr. Green. Im proud that as
one of the first recipients of this award, PVtechnology and its importance in the renewable
energy mix is also being recognized as a
commercially viable solution.
I am confident that the Prize will help boost our
efforts to accelerate the development, andmarket entry of third-generation PV modules,
he added.
The leadership of Abu Dhabi entrusted Masdar,its multi-faceted investment in renewable
energy and sustainable technologies, to realizethe foundation of the Zayed Future Energy
Prize. This Prize will recognize innovation and

Dr. Green is Scientia Professsor at theUniversity of New South Wales, Sydney and
Executive Research Director of the UniversitysARC Photovoltaics Centre of Excellence. He is
the Research Director of Sydney-based CSGSolar Pty Ltd. This companys formation in 1995
commercialised his groups research on siliconpolycrystalline thin film solar cells in the largest
investment in renewable energy technology inAustralias history. His contributions have also
improved the performance of silicon solar cellsby over 50 percent, improvements that have also
been commercialised largely in Europe andChina.
Submissions were received from more than 50
countries from every region of the world,including the United Kingdom, United States,
Australia, China, Bangladesh, Germany, Brazil,Russia, Canada and Spain. The pool of 204 total
submissions was reduced to twenty by aselection committee of senior technical,
commercial and energy policy experts.

Harnessing geothermal energy in the Perth
Basin is one step closer with the
announcement of the preferred applicants
for geothermal exploration by WA Mines
and Petroleum Minister Norman Moore.
Most of the applicants, who will be granted
permission after completing Native Title
negotiations, are expected to use the
geothermal energy to generate electricity for
the States power needs.
Mr Moore said the release of the preferred
applicants heralded the start of a new
industry that would reap benefits for theStates economy.
The expected expenditure for geothermal
exploration for the 36 permits in the Perth
Basin is more than $560million in the next
six years, he said.
This industry has the potential to provide
clean energy to the States electricity
network and offer innovative solutions for
companies to meet their own power
requirements.
Harnessing geothermal energy, for heating
and power use, is another feather in the
States clean energy cap.
One applicant that will use geothermal
energy for its own use is the University of
Western Australia, which plans to harness
the geothermal energy below its Crawley
grounds to power the campus air-conditioning, and heat its swimming pools.
The data collected from this project will also
be used by the university to further its case
for a desalination plant that utilises
geothermal energy to create fresh water.
UWA holds a provisional patent on a
geothermal desalination plant that could
boost the freshwater yield of a typical multi-
effect distillation desalination plant by 30 to40 per cent.
The State Government last year announced
funding of $2.3million for a Geothermal
Centre of Excellence - a joint venture of
CSIRO, UWA and Curtin University of
Technology - that would build capacity and
knowledge in WA to undertake exploration
and development of geothermal resources.
The centre is led by Professor Klaus
Regenauer-Lieb, a geothermal expert and
Premiers Research
Fellow in Multi-
scale Earth
System Dynamics,
who said the
centre would
contribute towards
addressing theglobal problem of securing low-emission
energy sources.
Professor Regenauer-Lieb said the centre
would focus on the geological setting of
sedimentary basins like the Perth Basin,
where heat is available for use.
Geothermal groundwater convection in such
basins provides a natural underground heatexchanger.

Geothermal energy is classically used in
volcanic settings in many countries such as
the USA, Iceland and New Zealand for
power generation and has been used in WA
for heating the swimming pools at Challenge
Stadium and Christ Church Grammar
School, Professor Regenauer-Lieb said.
We want to go one step further and use our
natural hot geothermal water to air-condition cities.

The time has come. That adjective [huge]
must be put in its rightful place when it
comes to describing the potentials of an
energy system. Thats the message in David
Mackays book (Part 1: Numbers notadjectives.)
Mackay does not mince words. Doing a
little bit gets a little result. Putting a
small wind turbine on a roof is worse than
useless, but people do it because they
presume that every little helps. It is
Mackays contention that we must pay
attention to the complete energy picture:
present and future. Everyone involved in
energy needs to read this book. I expect you
have already done what I did, long before I
finished reading the review.
..So welcome back.
This is very much a British book, but it
should be easily transposed to Australia and
New Zealand circumstances.
If you were at the ANZSES Conference in
Dunedin in 2005, you cannot fail to have
been impressed with Albert Bartletts no
nonsense approach to the way the worlds
resources are being consumed. Here in this
book we have another author adopting the
same stance. The hot air is put where it
belongs and the British energy future
dissected thoroughly.
We often hear that Britains renewables arehuge. But its not sufficient to know that a
source of energy ishuge. We need to know how
it compares with another huge, namelyour hugeconsumption. To make such comparisons, we
need numbers, notadjectives.
Mackay has personalised the UK demand
for energy and its production. The units are
directly comparable to any other place,
rather than using gross figures that may not
relate easily, or at all. Here is one example:
Comparisons of a couple ofenergy-consuming activities withconceivable renewable energyproduction from three UKsources.
!On the left, driving 50km per dayconsumes 40kWh per day,and takingan annual long-range flight by jet uses30kWh perday (averaged over theyear). On the right, covering thewindiest 10% of Britain with onshorewind farms would yield20kWh perday per person; covering everysouth-facing roofwith solarwater-heating panels would capture13kWh per dayper person; and wavemachines intercepting Atlantic wavesover 500km of coastline wouldprovide 4kWh per day perperson.
For perspective, the average European
energy consumption is 125 kWh/d.
By using the personal approach, Mackay
achieves a transportable energy unit that
can be readily applied to any situation, anytechnology and it relates easily to an
everyday item, the electricity bill.

This then enables us to rise above (as one
other reviewer puts it) the emotional
claptrap that passes for energy policy. In
Australia we spend a lot of time arguing to
and fro about what will achieve what. The
public is confused or at best blind to broader
spectrum of options and has no sound basis
on which to base opinions and purchases.
Of course, the UK has some severerestraints when it comes to available land-
mass on which to deploy renewable
technologies. Mackay quickly dispels any
myths about the size and spread of
renewable energy installations. They will be
large and intrusive. Compare our own
resources in Australia and the land usage
issue is not so socially significant. But in
the UK, the enormity of the hardware
resource to go anywhere near meeting the
125kWh/day average is not feasible with
renewables. Either there is a radical
reduction in population, demand, or
significant boost in additional sources of
energy, or all three. One option is of course
large scale thermal, and option not lost on
the businesses and planners in places like
Spain. The UK can then buy its renewable
electricity from Spain, but at a price and
having to bear with the growing demands of
Spain.
But Mackay tells us his job is not to pick
winners, merely to present honest
quantitative facts about all options. About
now, some cynics might be rushing to Google
to see who funds Mackay. Your reports will
be welcome. There is a nice picture of his
modest home in the book.
So he advocates electric cars, not hybrids,
and certainly not hydrogen. He advocates
heat pumps, solar hot water systems,
turning thermostats down (how many solar
hot water systems in Australia are run
without a time switch?).
If you want a quick snapshot, read the
synopsis. For the in-depth study, this 385
page book is a mandatory read for anyone
involved in energy policy at any level of
government, for private industry and for the
general public trying get it right. It is a
graded book and only the last section is for
the technically minded the drill down into
the physics.
Many of the UKs leading energy
researchers and writers commend this book.
I agree with them. Anyone who is as anti-
greenwash as I am will find Mackays textand his humour a breath of fresh air.
The book is free of charge as a download, but
reportedly to be sold in Australia at $100.

In making the new cooking oven it is advisableto recommend that standard oldie not paint the
inside of their house with the proceeds from
any Government grant as the increased
internal temperatures will most likely stimulatean increase in the volatile organic compounds
released from any synthetic chemical finishes
that have been used.
If by now you find the new cooking oven is
simply not turning out the way it was meant towe suggest giving the standard oldie an
inspirational address to make them feel better.
It is also possible to encourage the elderly toabandon their houses in the summer, become
grey nomads, and return in the winter whentheir free insulation will keep them warm.

thelifeofmoleculesImagine taking all the air out of a house andreplacing it with air ten degrees cooler. A
moderately sized domestic house will containabout 600 cubic meters of air inside and will bebuilt out of approximately 30 cubic meters of
brickwork. (This results in a volumetric ratio ofair to brick of around 20 to 1.)
The molecular relationship of air to a solid like
brick or concrete is around one molecule to threethousand molecules (needs validation for
accurate figures). Even ifevery degree of coolness
contained in themolecules of air inside
the house was taken upby all the molecules of
brickwork thetemperature of the bricks
would only drop by one
three hundreths of adegree. Multiply this bya factor of 20 to allow for
the larger air volume andthe resultant drop in the
temperature of theinternal brickwork will
be 0.06 degrees.
Remember all moleculesare democratic and
molecules will want anequal share of the 10
degree coolness.
To drop the temperature of the brickwork in thehouse from 28 degrees down to 18 degrees (about
two degrees above the overnight minimum) thevolume of air in the house will need to be
changed about 100 times.
Between midnight and dawn there is a period of6 hours to draw cool air into the house to reduce
the internal temperature of the brickwork.
On a very rough calculation this would require afan that has the capacity to move around 10,000
cubic meters of air per hour.
The average house has about one and a half airchanges per hour with people coming and going.
If you increase this rate by approximately afactor of eleven then you also increase the
number of external pollutants that can be drawninto living spaces.
It is suggested that for those standard oldies
living in areas subject to higher levels ofpollutants that an application be made for a
Government grant to install air filteringsystems.
Like any ecosystem there is an urgent need to
understand the relationships and interactionsbetween all the variables involved.
There is a need to be aware of the relationships
between insulation, ventilation and thermalmass (the brickwork and concrete slab) together
with the relationship between ventilation andvolatile organic compounds.
This basic understanding needs
to be urgently recognizedbeforeit is all too late and good intentions
become a thermal mess.
