MODE OF REGULATION
Singapore Registration The regulatory regime consists of two phases – pre- market approval and post-market surveillance. There is a regulator intervention prior to the entry of the regulated products into the market. The Controlled Goods have to go through a structured process of approval, which starts with testing and ends with labelling. Please see Section VI – Flowchart of Singapore’s Regime. After entry into the market, SPRING Singapore conducts regular visit to shops and retail outlets to ensure that only registered Controlled Goods are displayed or offered for sale. Treatment of Controlled Goods Registration of Controlled Goods is based on certification by designated Conformity Assessment Bodies.

MODE OF REGULATION
Singapore Registration/Certification Goods listed in section IV (i.e. registrable goods) have to be registered with NEA and labelled before they can be supplied in Singapore. Any importer or manufacturer who wishes to supply registrable goods in Singapore must also register themselves with NEA. A certificate of registration is issued to the registered supplier if the good is allowed to be supplied in Singapore. To obtain the certification of registration, the supplier will need to:
- Submit a test report that must be prepared in the prescribed format. - Ensure that the test report is provided by either a testing laboratory that is accredited by
the Singapore Accreditation Council (SAC) to carry out the test in accordance with the applicable test standards; or a testing laboratory that is accredited by their local accreditation bodies which have signed a Mutual Recognition Arrangement (MRA) with the SAC; or the manufacturer’s in-house test laboratory.
- Ensure that the test standard is carried out in accordance with the test standards spelt out in section IV and at 230 V AC.
- Ensure that the good meets the minimum energy performance standards, where applicable
NEA conducts regular visits to shops and retail outlets to ensure that the registrable goods offered for sale are registered with NEA and labelled in the manner prescribed in the regulations.
VI. FLOWCHART OF MEMBER COUNTRIES’ REGIME
Registered supplier provides energy efficiency information of registered good on a label, in a manner as prescribed in the regulations
NEA issues Certificate of Registration (valid for 3 years) for a successful application to the registered supplier.
Registered supplier applies to NEA for registration of registrable good and submits a test report that is prepared in accordance with the prescribed test standards, by an accredited or accepted test laboratory
and in the prescribed test format. The registrable good must also meet the minimum energy performance standards, where applicable.
Importer or manufacturer of registrable goods applies to NEA for registration as a registered supplier
