PREAMBLE
The Foundation for Life Sciences and Business Management was established in 2003-04 with the aim of working in areas of higher education and research, and helping set up entrepreneurial ventures in biotechnology and related fields.
Prof PK Khosla, an internationally renowned academician and scientist, conceived the idea of integrating higher education and research during a visit to United Kingdom in 2003. He joined hands with renowned NRI, Mr Ramesh Mehan and Mr Satish Anand, a local businessman with vast experience in local infrastructure development, for this venture.
The executive members of the Foundation are academicians and professionals with distinguished backgrounds. Prof P.K. Khosla, Ex-Vice Chancellor, HPAU, Palampur and former Advisor, Biotechnology, H.P.Government is at the helm of the management and functioning of the Foundation.
The Foundation, with the support of visionary educationists, scientists, administrators who are on either its Executive and Advisory Boards or a part of the faculty, has very successfully set up the Shoolini Institute of Life Sciences and Business Management (SILB). The institute is affiliated to Himachal Pradesh University, Shimla and in the last six years, has attained several distinctions. It is one of the most sought after institutes for
higher education in biotechnology, microbiology, basic sciences (botany and chemistry), management and pharmaceutical sciences. The institute is duly recognized by the Department of Scientific and Industrial Research, GOI, New Delhi as a research institute; and was graded at 8th rank amongst private biotech institutes of the country (Biospectrum Survey - 2008). Its students have earned top positions in biotechnology, microbiology and botany during 2007-08 and 2008-09. In M.Sc.. Botany and Microbiology its students occupied six to seven positions among the top ten ranks of the University.
With the vision of building a world-class university which combines academic & teaching pursuits with a research driven model - the Foundation put forward a proposal for setting up of a University of Biotechnology and Management Sciences to HP Government in 2005. The Shoolini University of Biotechnology and Management Sciences came into existence in September, 2009 under the auspices of the Foundation for Life Sciences and Business Management.
The Foundation envisages significant investments to develop well equipped state of the art labs as well as to recruit and retain the best faculty through a challenging work environment, competitive
emoluments, and access to global information sources. Faculty members are expected to drive research through research grants from national and international donors. The research facilities will also serve as an incubator for the HP Biotechnology and Nanotechnology Parks being set up nearby.
The Foundation is committed to UGC regulations (2003) for Private Universities and will also follow the guidelines of different regulatory bodies (AICTE, PCI, ICMR, ICAR, CSIR, etc.). Partnerships with industry, academia and the Government shall be the special focus of the University. These linkages will help in customizing education to the needs of the industry, leveraging the best available teaching resources, and participating in the quest for a better quality of life for the people in the region.
Lastly, we believe that Himachal Pradesh is at the cross roads of capturing India's Biotech revolution - and that Shoolini University can play a significant role in helping achieve this objective. Developing Shoolini University into one of the best global universities is the prime mission of the Foundation.

ultimate power that helps us to shake the
shackles of ignorance and be free.
As India makes strides of progress in this
globally competitive environment, it is
the quality of education that we will
provide to the young generation of today
that will give us the edge to keep ahead
in all spheres.
I also strongly believe that the focus of
global development and research in the
coming years will be the life sciences.
Innovative ways of applying basic,
engineering, management and computer
sciences to this purpose should
therefore be the thrust of higher
education today as it will directly
influence the preparedness of today's
India for a better tomorrow.
Many years ago an artist and a
philosopher named Nicholas Roerich
made the Himalayas his home. His
creations were a direct result of the
inspiration that these mountains
provided him. Almost a century ago he
wrote in an article- "...only in Himalayas,
exist the unique, unprecedented, calm
conditions for achieving results." In my
capacity as the first Chancellor of the
Shoolini University, I express my gratitude

Easy Accessibility
Solan is well connected with New Delhi and other important cities of the country through the scenically interesting and fast running National Highway 22. It can be reached from Delhi (about 310 km) by train / road via Chandigarh/ Kalka. Chandigarh and Shimla are the nearest airports. Summers are pleasant here (the temperature rarely rises above 30°C), with winter temperatures often leading to slight snowfall. The place receives an average annual rainfall of 1200 mm and it lies at an altitude of about 1,500 m.

Excellent campusSituated in the Simla Hills, Shoolini University has a sylvan campus surrounded by pine trees. The fun filled and friendly atmosphere of the university can be witnessed in the classroom and extracurricular activities of all schools. Shoolini University has 22,600 sq metre of built campus that has been spread over 15 acres. The campus lies at Bajhol, which is 15 km from Solan, 54 km from Chandigarh and 18 km from Dharampur. The building here samples hill architecture of the state of Himachal Pradesh.
Go Green Shoolini University is a green campus, aptly signified by a Terraced Herbal Garden. This garden has a huge variety of Himalayan herbs. There is also a vermi composting facility along with a set up for water harvesting.
State-of-the-art TechnologyThe university has a wi-fi campus along with a leased-line, radio-based 24x7 internet connectivity. The computer labs offer thin client technology with IBM servers that support both Linux & Windows based environment. There are central as well as departmental IT facilities with over 120 nodes. The university also provides laptop facilities for all MBA students.
Library / Museum &Herbarium / LabsThe Central Library of the university has over 20,000 books. It makes available 150 Indian and international journals; an online library with 12 nodes; and a reference room with broadband connectivity & workstations. The university houses a Museum & Herbarium that has more than 500 varieties of herbs and samples. There are 60+ Research & Teaching Labs for life sciences and technology.
Health Care and MeditationMedical facility has been provided by way of residential visit of a doctor in the hostels and with the on-campus dispensary under the supervision of a senior doctor. A round the clock ambulance is available for the transportation of ailing students, especially the hostlers. A Meditation centre, providing an environment of serenity and mental relaxation forms an important part of the institute's infrastructure.
Sports The university encourages sportsmanship within students. The campus already includes an indoor sports room, basket ball court and a gymnasium. Facilities are available for cricket and, however, a tennis
court, and a large play ground are under development. There is also a student-run and student-managed Mountaineering & Adventure Sports Club.

HostelsSeparate hostels are available for Boys and Girls; two girl hostels, each with a capacity of 200 are in the university campus; Boys’ hostel in the campus provides residence for 250 students, and another 150 boys are accommodated in rented buildings in Solan.

Four-Tier Faculty DevelopmentThe university has adopted a four-tier level of faculty appointments with distinguished and decorated academicians and scientists at the top tier, followed by mid career post docs from Centres of Excellence from abroad, third tier includes young, dynamic and NET qualified PhDs, and lastly in house qualified PhD scholars in pre-identified disciplines.
The university IT centre encompasses one central lab with 100 computers (thin clients) for general surfing; two labs for faculty with 30 computers each; two labs each with 60 computers and two labs each with 30 computers for engineering and 30 computers for pharmaceutical sciences. The labs are supported with two IBM servers with Xenon processor, windows 2008 server, office 2007 and Nebero firewall. The campus is fully wi-fi with 2 mbps leased line connectivity for high speed internet.

As a part of career development programme for our students, we have introduced special coaching classes for the aspirants of National Eligibility Test (NET) determining their eligibility for lectureship and for award of Junior Research Fellowship (JRF). Coaching classes are also coducted for aspirants of Graduate Aptitude Test in Engineering (GATE) for admission in Postgraduate Programmes in Engineering and GPAT for admission in Post Graduate Programmes in Pharmacy at the national level. Our Doctoral ProgrammeTo achieve excellence in various spheres of biotechnology, engineering, and basic, pharmaceutical and management sciences, Shoolini University has adopted a research driven model. The PhD programmes at the university are central to that model, providing rigorous training for academic career and producing future leaders in research and education.
To maintain the high standards of research, one of the examiners for the doctoral thesis shall be from outside India. A provision is also made for the appointment of an external guide for doctoral students from within or outside the country to match the national and international standards of research. For quality research, however, the PhD guides at the level of Assistant Professors shall be associated with external mentors, a step towards achieving faculty excellence.

Our System of EducationShoolini University has adopted a credit-semester system of education with two semesters in an academic year. Each semester is of18-22 weeks and ends with an examination followed by a break, which is usually spent on industrial/ vocational training and educational tour to meet the requirements for getting a degree.
The degree is awarded under course credit system. Each course has a well defined syllabus with specified number of credithours for theory and practical classes. The research component also forms a part of the curriculum for postgraduate studies.
The credit hours are regulated as follows:1. One credit hour of theory is one hour of class room teaching.2. One credit hour of practical, in case of undergraduates, is two hours' of teaching in the laboratory/workshop3. One credit hour of practical, in case of postgraduates, is three hours' of teaching in the laboratory/workshop
Examination• Undergraduate programme: The system of examination is partly internal and partly external. Besides, each student has to appear /
submit assignment, presentation, quiz, short test etc.• Postgraduate Programme: Examination system is internal.
EvaluationA student is evaluated in a course for both theory and practical, following Overall Credit Point Average (OCPA) system:1. An undergraduate student is evaluated through continuous internal assessment and external semester end examination. He or she has to
pass in both internal assessment and external examination (separately in theory and practicals).2. Postgraduate students have to pass in theory and practical examinations separately.3. A student is declared pass only if he or she secures the following minimum Grade Points in each subject and OCPA on a scale of 10:

Make-up PolicyStudents with attendance between 60-74 percent are provided an opportunity to meet the required attendance criteria through participation in make-up courses during summer/ winter semester break. They have to bear additional expenses for attending make-up courses that may extend up to 6 weeks. Special end-term semester examination would be held for the benefit of such students who have attended the make-up courses to the satisfaction of the faculty dean.

Biotechnology is the application of scientific and engineering principles to the processing of materials by biological agents to provide goods and services. The twenty first century is expected to generate tremendous employment opportunities in biotech based technologies such as nanotechnology, stem cell research, cell signalling, health care biosensors, bioremediation, bioinformatics, pharmaceutics, genetically modified pest resistant crops, etc. Getting a biotech degree will help you to prepare for an exciting and highly remunerative career in these fields.
The Faculty of Biotechnology provides a wide range of courses designed to develop knowledge and understanding of skills of biotechnology and its related areas. It has academic alliances with Seoul National University, South Korea and Chung Yuan Christian University, Taiwan for exchange of students, Transgenic Life Sciences & National Bureau of Fish Genetic Resources for collaborative biotech research and HRD Agro and NutraHelix for strengthening programmes in Food Technology and is developing a programme for credit transfer and student exchange with National Hampshire University, USA.
The faculty has also formed mutually beneficial links with various industries for students' projects and training.

Being a specialised university of biotechnology and management sciences, it aims to foster technology and engineering courses in frontier areas of knowledge relating to biotechnology, food and information technology, electronics and communication. B Tech Biotechnology, B Tech Bioinformatics and B Tech Food Technology are in conjunction with the Faculty of Biotechnology.
Seminars, quizzes and tutorials are regular features, which help in all round development of the students. To enhance the employability of our students, they are facilitated to improve their Communication and Presentation Skills, and develop personality through Self Grooming and Meditation.
The Faculty of Engineering and Technology is dedicated to provide up to date facilities and equipment. The labs and workspaces are constantly updated in line with latest industrial trends, especially the design and implementation of complex computer systems from sophisticated databases to cutting edge technologies. B Tech courses provide strong foundation in all areas of respective disciplines like computer science, electronics and communication, food technology, bioinformatics and biotechnology. Admission fee, annual charges and tuition fee once paid are not refundable. However, in the event of a student/ candidate withdrawing before the starting of the course, the waitlisted candidates would be given admission against the vacant seat. The entire fee collected from the student, after a deduction of the processing fee of not more than Rs. 1000/- (one thousand only) shall be refunded and returned by the institution to the student/ candidate before the start of the programme. Should a student leaves after joining the course and if seat consequently falling vacant has been filled by another candidate by the last date of admission, the institution would return the fee collected with proportionate deductions of monthly fee and proportionate hostel rent, where applicable
(I) First semester (new admission) : At the time of admission(ii) Subsequent semesters • 2nd / 4th /6th /8th semester : 10 – 30 June each year • 3rd /5th /7th semester : 10 - 30 December each year
Transportation chargesAnnual Transportation charges of Rs. 8500/- (payable in two semesters i.e. Rs 4250/- in each semester) shall be paid by the students at the time of admission for availing the university bus services. No refund shall be permitted under any circumstances, even if the student opts not to avail the facility during the middle of the academic year. Bus facility will also be available on payment of Rs. 1250/- per semester from Zero Point (junction of Solan-Oachghat and Oachghat-Kumarhatti Roads) to the University campus and back. Students availing bus facility have to register with University Accounts Office at City Office, SILB, The Mall, Solan or with the Coordinator, Bajhol Campus.

ensuing semester. 3. Failure to complete registration in time will lead to cancellation of admission. In that case, they have to seek readmission by paying an

Shoolini University has made it mandatory for all undergraduate students to follow a proper dress code, at least on three specified days in a week. Both boys and girls wear white shirt, gray trousers, maroon tie, and navy blue blazer with an insignia on the pocket, gray socks and black shoes. Tie and insignia shall be provided by the university at reasonable cost. The postgraduate students, however, follow the above dress code on formal and ceremonial occasions. Students should procure dress as per dress code within two weeks from the commencement of the academic year.
Dress Code
HostelHostel accommodation will be allotted only on the production of ID card and hostel fee receipt. As far as possible, the wardens try to accommodate the candidates with the room mate of the same batch. However, it may not be possible to do so in all cases at time of admission. Also, certain hostel and room types are in greater demand and senior students have priority in the allotment of rooms. Provision of hostel accommodation to the admitted students is subject to availability of rooms and allotment will be made on first come serve basis. In case of non-availability of rooms, candidates must make their own alternate arrangements. However, the university will assist the students in finding accommodation in decent paying guest houses with good antecedents. Hostel residents are required to adhere to the following rules and regulations:
1. The right of admission to the hostels is reserved.2. Admission to the hostels will be open at the beginning of the session.3. Admission shall have to be sought afresh in every academic session and will be confirmed subject to the following conditions:
a) Receipt of a duplicate admission form duly signed by the parents/guardian of the resident. At the time of admission an applicant will fillsuch a form and attach a duly stamped envelope addressed to his/her parents/guardian.
b) Satisfaction of the Student Welfare Officer (SWO) regarding proper conduct and regular payment and dues of hostel, mess, and canteen incase of ex-residents.
4. Hostel accommodation shall be allotted on the basis of merit.5. Residents should not keep cash or jewelry or other valuables in their rooms. The responsibility for safety of their belongings will be entirely
that of the residents. The residents are advised to take out an insurance against theft and fire. The management will not be responsible for any loss.
6. Consumption of alcohol/intoxicants/smoking is strictly prohibited. Anyone found indulging in the above will be liable to face disciplinary action including expulsion from the Hostel.
7. Residents permitting or abetting unauthorized occupation of the rooms/seats shall be liable toa) Expulsion from the hostelb) Forfeiture of securitiesc) Imposition of a fine depending upon the extent of indiscipline.
8. In case of non-payment of dues or violation of any one of the hostel rules by a resident, the SWO may get his/her room locked/vacated.9. Every resident shall be responsible for the safety of the furniture/fixtures in the room. Furniture is not to be removed from one room to
another. Damage to hostel property is a serious offence; any resident found guilty of damaging hostel property will be liable to disciplinary action as per hostel rules including expulsion from the hostel/institute.
10. Use of electrical appliances, other than permitted ones, is strictly prohibited in the hostel. 11. Residents should observe strict economy in the use of electricity and water. They are required to switch off the lights, fans and other
appliances as and when they leave their rooms, common room and dining hall. They should keep the geysers in the bathrooms off when not in use.
12. Residents are not to temper with the electrical and sanitary installations. The cost of repair/ replacement due to any damage done to them will be realized from the residents.
13. Parents, friends and visitors are not permitted to stay in resident's room.14. No resident shall remain absent from the hostel during night without written permission of the warden.

15. Application for leave for absence from the hostel shall be made in advance to the Warden. Residents will make sure that their leave applications are sanctioned before they leave the hostel.
16. If a student residing in the hostel abstains from the classes without bonafide reasons, he/she shall be asked to quit the hostel.17. Hostel charges are to be deposited for the whole academic year at the time of admission. Under special circumstances, it may be paid in
maximum of two installments but with the prior permission of the Vice Chancellor. Hostel charges once paid are not refundable. In case a student leaves the hostel with prior permission of the University Authority, he/she shall have to pay the room rent for the entire academic year as fixed by HP Government.
18. Failure to comply with the hostel rules may result in a fine up to Rs. 1000/- or expulsion from the hostel or institute or both depending upon the gravity of the violation. In case of expulsion, the student will forfeit all the deposits and shall not be eligible for any claim.
Shoolini University has tied up with Punjab National Bank to make easy education loan available to prospective students. The student can cover both tuition fee and hostel expenses.

ANTI-RAGGING
Ragging, an act where a vulnerable or weak junior is victimized by a senior is perceived by Shoolini University to be psychologically scarring for both perpetrator and victim. The University takes a very serious view of ragging in any form and is committed to creating within its precincts conditions that prevent the perpetration of any act of ragging by seniors, or in the event of such act being committed, the means for swift and uncompromising punitive action that could be in the form of a fine of Rs. 25,000.00 or expulsion from the institution.
In order to make available to its students an environment that is conducive to study, and free of fear and intimidation, Shoolini University has put in to effect in full the anti-ragging regulations of the UGC. Any one found in ragging shall be punished as per these regulations. All students and their parents/ guardians are required to submit affidavit (pro forma enclosed) regarding ragging at the time of admission as per UGC Anti-ragging regulations
