The rules have changed
The Regulation for Air Transport
• Cells and Batteries defined by manufacturers to be defective for safety reasons or that have been damaged or that have potential of producing dangerous evolution of heat, fire or short circuit are forbidden for transport
• Waste batteries and batteries being shipped for recycling or disposal are forbidden for air transport unless approved by competent authorities
• Lithium metal batteries are likely to be forbidden for carriage on passenger aircraft
• Exempt from Regulation depends on Wh rating for Li-Ion cell/batteries or grams of Lithium content in Li Metal cells/batteries

For lithium METAL and ION cells and batteries, packed as per Section IB must be declared the NET quantity and not the Gross weight.

LITHIUM METAL BATTERIES
A201—is a new special provision assigned against UN 3090 Lithium metal batteries to identify that lithium metal batteries may be carried on a passenger aircraft subject to specific limitations on the size and quantity of lithium metal batteries in a package and per consignment. The detail of these limitations are set out in the Supplement to the ICAO Technical Instructions.
