SEETO ‘s role
SEETO – enables general policy environment for integration to
the common EU Transport Policy on regional level;
strong added value to the development of the SEETO
Comprehensive Network and the national transport planning
process, but also integration processes in related fields (trade,
competitiveness, environment, energy, research &
development...)
SEETO sustainability- serious commitment by the Regional
Participants; EC places SEETO process in the core of the
accession process for TEN-T and Transport Policy (EC Progress
Reports)
Integrated approach in economic development and growth of the
SEE region and other macroeconomic regions (SEE2020
Strategy, Danube Strategy, Adriatic-Ionian, Balkan-
Mediterranean)
Regional transport planning -benefits from SEETO-
• SEETO Comprehensive Network- included in the new
proposal for revised TEN-T Guidelines- TEN-T
Comprehensive Network in the South East Europe
o Aim: to create efficient and functional network which integrates
the region in the global transport flows
• SEETO Strategic Work Programme
o Focus on horizontal measures (including border-crossing
facilitation) and overall transport system development to ensure
high return of investments in transport infrastructure
• Improved coordination with IFI’s and EC:
o Enhanced coordination under WBIF and increased utilization of
WBIF funds in transport sector
o opening of CEF funds

South-East Europe Transport Information
System (SEETIS III)
SEETIS provides one common
platform for information exchange on
Comprehensive Transport Network
between Regional Participants in
South-East Europe.
Collecting up-to-date information,
essential for planning and reviewing
the development of the SEETO
Comprehensive Network.
Obtain information about

Regional Transport Study
(REBIS update)
Commenced in October 2013
Financed and conducted under the World Bank (Western Balkans
Investment Framework)
The expected results are:
• Transport Demand Model and traffic projections;
• Identification of key transport corridors/routes/links;
• Analysis of the physical and non-physical barriers to the efficient
operation of the SEETO Comprehensive Network
• Identification and Analysis of Investments and Measures to Enhance
Network Efficiency;
• Priority Action Plan for physical and non-physical improvements in the
SEETO Comprehensive Network.
Multimodal Flagship Axes initiative
• identification of physical and non-
physical barriers for selected
multimodal axes (Corridors/Routes): Corridor X (highest traffic flows + connectivity
Port of Thessaloniki and Belgrade)
Corridor Vc (connectivity Port of Ploce and Sava
river)
Corridor VIII + Route 7 (connectivity Port of
Durres, Corridor X and Black Sea)
Route 4 (connectivity Port of Bar, Corridor X,
Danube and Corridor IV)
Danube river (already European corridor)
• analysis and proposal of plausible
remedial measures for reducing
travel times and transport costs
• Increasing attractiveness of axes

SEETO external dimension
• Participation to EU initiatives and “umbrella” EU driven
strategies with regional ownerships
SEE2020 Strategy- SEETO as Dimension coordinator for
dimension Transport
improve the utilization rate of transport infrastructure
ensuring harmonisation with the EU transport regulatory framework
-creating common market conditions and safety standards
development of co-modality and improving the ratio of railway and
waterborne transport
Participation to projects under former SEE Transnational
Programme and CEI
ACROSSEE
SEETAC
SEETO external dimension
Danube Strategy- SEETO as partner for various Projects of
common interest
Potential for developing cooperation & synergies with MEDNET
and other regional transport observatories
Areas where joint efforts and further cooperation could be
foreseen :
Facilitate the access to the transport market in different transport
modes;
transport system management ; transport & infrastructure safety
alleviation of the transport-related costs of the trade& logistics
development of wide intelligent transport systems services
Regional added value of the SEETO
process
• Comparability with TEN-T: respecting and supporting the criteria for regional importance, economic impact, bankability of project, social-environmental impact and technical standards
• Promotion of soft measures and transport policy reforms that add to the national efforts for aligning with the EU transport acquis, generate greater regional benefit from the investments in the infrastructure and achieve better transport operations;
• Supporting the creation of an integrated and liberalised market for transport services (through a Transport Community Treaty;)
• Use of latest technology in data collection, data presentation and network map creation (GIS)- largest transport data base in the region (SEETIS)
• Extended network of transport authorities, public institutions, transport experts, private operators and international organisations
