MEMORANDUM FOR THE CHIEF, PLANS 17 June 1952
SUBJECT: Project KIBITZ (Renewal)
It was agreed between representatives of Flans Branch/PlansStaff and EE/SO that a complete reassessment would be made ofsubject project in an effort to eliminate fundamental weaknesseswhich might militate against its use as a stay-behind asset.Such reassessment is to be completed by 30 September 1952.
RECOMMENDATION:
In accordance with authority delegated by the AD/SO to theChief, Plans, 30 July 1951 relative to the renewal of projects,it is recommended that the expiration date of Project KIEff12 beextended to 30 September 1952. This authorization will includeretroactive approval to 1 January 1952, as indicated in the costbreakdown in the field project outline, dated 19 December 1951.On a basis of that estimate, the maximum cost for the period from1 January 1952 through 30 September 1952 will be $29,350. Ex-tension beyond 30 September 1952 will be dependent upon the re-sults of the reassessment mentioned above.

1. Attached is reference memorandum in the form ofa field project outline for the renewal of project KIBITZ.It is requested that this project be approved for renewalfor the period from 1 January 1952 through 30 June 1952.
2. Project KIBITZ is a successful and long-standingproject dating from the initial approval for the periodfrom 1 March 1949 through 30 June 1949.
3. It has not been thought necessary to present toyou detailed descriptions of each KIBITZ agent at thistime, since most of these agents were described individuallyin the project outline submitted on 25 September 1951. Thei*are, however, 24 KIBITZ agents now being managed by E
and two assistants, plus KIBITZ agents 108 through'173 being managed by KIBITZ 15, a former German army officerwho has demonstrated great talent and organizational ability.Of KIBITZ 15 1 s unit, consisting of 73 agents, as of 30 November1951 26 of these agents were under development. It is anticipatedthat 12 to 15 staybehind teams will ultimately be formed bythe KIBITZ 15 complex. Only one team is, however, ready at thepresent time for the assignment of equipment and signal plans.
