Ahmedabad: The constructionwork on the two-storey buildingthat would have hidden the city'sSanskar Kendra museum frompublic view when completed, hasbeen stopped. The garish struc-ture being built by the Ahmeda-bad Municipal Corporation(AMC) would have concealed thefamed museum from the ca-sual observer passingby on the main road.The Sanskar Kendrawas designed in 1951by the renownedFrench architect LeCorbusier.
AMC had alreadybuilt the foundationfor one floor of thestructure, complete with pillars.The first floor was to be the con-
trol room of the AMC. Accordingto officials of the civic body, con-struction has been stopped per-manently.
“The building will be builtelsewhere onthe huge cam-pus of theSanskar Ken-
dra complex.The AMC build-ing will nowcome up awayfrom the periph-ery and will not
hide the museum,” said Gurupra-sad Mohapatra, municipal com-
missioner. Mohapatra furthersaid he had detailed discussionswith senior architect BV Doshibefore taking this decision a fewdays back.
In April, senior faculty mem-bers of Cept University’s Schoolof Architecture and architectsfrom across the city, had gatheredat the Sanskar Kendra complex(or Musee) to sign a petition urg-ing the municipal commissionerto stop construction of the build-ing. Eclipse of the museum wouldsurely harm the prospects of Ah-medabad getting the Unesco heri-tage city status, the petition said.

Ahmedabad: After the arrest ofAshraf Ali from Tamil Nadu, an-other IM operative Zahir was ap-prehended by the Rajasthan ATSfrom Jodhpur on Friday. ATSsources said that Zahir, a ma-son by profession, wasthe member of theterror outfit and wasactively involved inplanning future at-tacks.
“He was indoc-trinated by Ashraf,an editor of a localmagazine who was nabbed re-cently,” said an official of the Ra-jasthan ATS. Meanwhile, the Ra-jasthan ATS contacted theGujarat police to ascertain
whether Zahir had visited Ahme-dabad along with IM operativesShaqeeb, Adil and Barkat inMarch 2013. They were arrestedin a joint operation by the Delhispecial cell and Rajasthan police.
ATS sources said thatduring Ashraf’s interro-
gation, Zahir’s namehad surfaced
as a memberof the sleep-er cell.Since then,the Rajas-than ATShad been
hunting for him. Moreover, the Gujarat police
believe that after the arrest of Ya-sin Bhatkal, IM’s top leadershipwas behind the bars. However,
Tehsin Akhtar, mastermind ofserial blasts in chief minister Na-rendra Modi’s rally in Patna,started recruiting fresh faces inthe terror outfit on the instruc-tions of Pakistan-based RiyazBhatkal.
“Terror modules of Jaipurand Sikar in Rajasthan were partof new recruitments of TehsinAkhtar,” said an ATS official.
The Gujarat police are wor-ried about the recent arrests ofIM operatives from the neigh-bouring state. “Sleeper cell mem-bers of the terror outfit could eas-ily slip into Gujarat and createhavoc here. We are in constanttouch with the Rajasthan policeand are trying to figure out theirfuture plans,” said an officialfrom the Gujarat ATS.

Ahmedabad:Gujarat high courton Friday sought an explanationfrom the Centre and state author-ities over a PIL demanding thefilling of vacant posts of teachersin schools that teach in mediumslike Marathi, Hindi, Urdu andOriya.
On allega-tions against theauthorities of ig-noring the rightsof migrant chil-dren, who need tobe taught in theirmother tongues,the HC issued notices to the direc-tor of primary education, direc-tor of social welfare department,Ministry of Human Resource De-velopment, special official for lin-quistic minorities and concernedofficials of the Surat civic body.District authorities of Surat, Ta-pi, Valsad and Navsari have beenasked to reply on the subject.
The court has scheduled a fur-ther hearing on this in June.
The petitioner, MaharashtraSamta Parishad, and others fromSurat claimed that in Surat Mu-nicipal Corporation alone, nearly50 Marathi primary schools have271 vacancies of teachers, 199
posts are vacant in 29 Urduschools, 15 Hindi-mediumschools and nine other Oriya andTelugu medium schools.
The petitioner’s counsel, Ra-jesh Shah, also submitted thatmost teachers’ vacancies are dueto the reserved quota, whereascandidates from SC and ST cate-gory do not have Marathi, Urdu,Telugu or Oriya languages asmother tongues. Similarly,Panchmahal schools have a defi-cit of 81 teachers in such minori-ty institutes. He maintained thatthough PTC candidates are avail-
able, they arenot consideredfor the post.
The lawyerfurther alleged,“Inaction andneglect on partof the author-ities in constitu-
tional obligation is so gross that itis required to be termed criminal.Instead of finding a solution tothe self-created problem, the au-thorities are busy finding excus-es. Instead of taking special careof these disadvantaged groups,step-motherly and discriminato-ry treatment is given.”
A similar PIL was filed in Au-gust last year, and HC had soughtexplanation from authoritiesover lean strength of teachers inUrdu medium schools run byAMC. In Ahmedabad, there are44 Urdu-medium primaryschools. There was a shortfall of42 teachers.

HC seeks reply onteacher vacancies
Ahmedabad:The Gujarat highcourt on Friday issued noticesto the state legal departmentand the energy department overa PIL seeking immediate ap-pointment of a high court judgein the Gujarat Electricity Regu-latory Commission (GERC).
The PIL, filed by Utility Us-ers Welfare Associationthrough advocate Anand Yag-nik, claimed that the post of a ju-dicial member in the commis-sion has been vacant for the last11 years. The Electricity Act pro-vides for appointment of a sit-ting or retired HC judge in thecommission. The petitionercontended that due to the ab-sence of a judicial member, thecredibility of the commission’sdecisions has always been inquestion.
The commission’s main taskis to fix electricity tariffs whichhave a direct impact on ordi-nary people.
The petition has sought astay on a decision on a petitionfiled by Essar that has beenpending before the commission.The company has requestedchange of rates in its power sup-ply agreement with the GujaratUrja Vikas Nigam Ltd.
It wants to increase the ratesciting increase in import of coalduty to amendment in laws inIndonesia.
