futures A number of membersof the exchange have been makingtheir living oft futures and have notthe money to do a legitimate businessof buying and selling actual stocksTheir existence depends not on com-

mission received from customers butupon scalping They sell storta theydo not possess hoping to tay them ata lower figure before a demand ismade for delivery Again they some-times buy stocks and then scurryaround to find a customer who willpay a quarter of a cent mure for thestock before they come around totake up their purchase If they areforced to take stock they have pur-chased they have in several instancespaid for it checks that were thrownout by the bank This is the elementwhich is waging the strongest ngtagainst the abolition of futures andthe proposed establishment of a stockexchange clearing house

If rules are enforced against futuresand providing for a daily settlement oftrades so that only a legitimate buying and selling of stocks is allowedthes fellows will find their livelihoodgone They cannot sell something theydo not possess and then depress theprice by slander so as tp buy it inTherefore they are ftgbting the propo-sition to protect the legitimate trad-ing

New Rules Demanded-On the other hand the reliable stock-

brokers are taking the cause of thepublic nd are urging adoption-of new rules In the interest of legiti-mate trading The tour changes whichappear to meet their warm approval-are as follows

First Abolish futuresSecond Establish a stock exchange

clearing houseThird Make a W per cent margin

lowest allowedFourth Arrange that all mines

which list their stock on the exchangeshall be open to public inspection atleast one day in two weeks

The better class of stock brokers Isapplauding the action of the newspa-pers in criticising the dishonest methods of some members of the exchange

There is no doubt that the public-is in sympathy with the movementsaid one of hem and it is the pub-lic that suppo the exchange I findthat since this agitation began peopleinvesting In mining stocks beginning to investigate more carefully-the character of the men they contemplate uoing business with and theyare steering clear of the brokers whoare suspected of dishonest methods Ihave gained seven or eight good cus-

tomers within the week wbo have formerly done business with other brok-ers

Some of the knockers began totake heart yesterday and It was reported that they contemplated a raidduring the coming week in the beliefthat the thing had blown over

The people who are Investing inmining stocks have had their eyesopened though said an investorand they will watch to see who is

doing this kind of business and withdraw their patronage The investors-are not in a mood to be trifled withany longer and I would not be sur-prised to see somebody start a suit Ifthe dishonest anethods are kept up
