1.0 PURPOSE
This document provides the necessary information required to ensure that all personnel are
knowledgeable about the safe work practices involving transfer of flammable materials.
This document applies to Suncor Personnel and Contractors who are working within Distribution
Terminals. References in this document to “Suncor Personnel” include directors, officers,
employees, contract workers, consultants and agents of Suncor.
2.0 SCOPE
The scope of this document is to define and communicate to all Distribution Personnel and
Contractors who are required as part of their regular job function to transfer flammable material
from one container to another.

4.0 PRECAUTIONARY STATEMENTS
4.1 Training
All Suncor Personnel and Contractors whom in the execution of their normal job function
will be required to dispense flammable materials must be review and comply in full with
this document.
4.2 Specific Hazards
Typical hazards that may be encountered while dispensing flammable materials
may include;

4.3 Personal Protective Equipment
Personal protective equipment as outlined in Distribution Standard Operating Procedure,
Cat A-1, SOP #10 or as specified in the Safe Work Permit depending on the work to be
completed as per the job scope requirements.
Consideration must be given to the use of hydrocarbon resistant gloves and splash
goggles while transferring hydrocarbons.
5.0 RESPONSIBILITIES
Terminal Management;
Accountable to ensure full implementation and compliance of this standard operating
procedure.
Responsible to complete regular inspections of work areas for compliance with this
standard.

6.0 SUSTAINMENT AND CONTINUAL IMPROVEMENT
This document is classified in Process Safety terms as a Safework Practice Procedure and as
such must comply with the Safework Practice Procedure Standard as outlined in Distribution
Procedure Program, Cat B-3, SOP #14.
Metro Depot Terminal Management is to initiate document review process.
To ensure this Standard Operating Procedure documents meets all applicable OEMS / PSM
standards, this document is to be reviewed at a frequency not to exceed 3 years or when
conditions change to warrant a review
7.0 DISPENSING FLAMMABLE MATERIALS:
Hazardous static electricity sparks are produced by the transfer of liquids from one container to
another and are a particularly common problem in dispensing flammable liquids from drums.
The hazards of these static sparks can be prevented by utilizing proper grounding and bonding
methods.
1. A “flammable liquid” is a liquid having a flash point below 37.8⁰ Celsius (100⁰F), and a
vapour pressure below 275 kilopascals absolute at 37.8⁰ Celsius, (40 psi).
2. Containers and dispensing equipment must be bonded and grounded when flammable liquid
is dispensed. (See Appendix to this instruction for suggested method).
2.1 All flammable liquid dispensing drums mounted horizontally, must be equipped with:
a) A proper drum support,
b) An automatic pressure/manual vacuum relief with flame arrestor, and
c) A self-closing faucet, preceded by a manual block valve.

3. Portable containers used for dispensing flammable liquids shall be constructed of metal and
have,
a) A spring loaded cap, and
b) A flame arrestor.
In the diagrams, approved grounding techniques are illustrated for both faucet-type and pump-
tube dispensing operations.
It is important to note:
(1) when dispensing by faucet, that the faucet spout should be brought into direct contact
with the fill opening of the receiving container, or that lengths of special flexible metal
hose should be used to connect the faucet spout with the fill opening of the receiving
container, to form a suitable bond;
(2) when dispensing by pump, that the pump should be equipped with a dispensing hose
which has a special wire insert running the full length of the hose to form a suitable bond
between the pump nozzle and the receiving container.

8.0 PROCEDURE DEVIATION
Deviations from this standard operating procedure must be authorized using the Management of
Change procedure. Deviations must be documented and documentation must include the relevant
facts supporting the deviation decision.
