Once again, ROWVA District 208 has been recognized for the academic performance of its elementary students. The district is one of 79 Illinois school districts out of 868 to receive a Bright Star Award in the 16th annual awards by SchoolSearch, an education research and consulting firm that publishes online rankings of school systems for corporations, homebuilders, libraries, real estate professionals and relocating families. It recognizes districts for educational excellence, ones that shine in spite of low funding. “This is just a great honor,” Superintendent Lloyd Little said. “To be recognized as among the best is great as we are doing more things with less.” This is the second year ROWVA has been recognized with a Bright Star Award. The elementary award criteria for the Bright Star Award are based on the average percentage of the third- through eighth-grade ISAT meets or exceeds percentages for reading and math in addition to the average operating expenditure per pupil. Districts receiving the award have students whose academic performance ranks in the upper one-third of Illinois school districts, but whose expenditure per pupil ranks in the lower one-fourth of Illinois school districts based on data from the 2010 Illinois Report Card. “We are among the low end in the state in spending,” Little said. “Yet we are among the high end in performance.” In ROWVA, the operational expenditure per pupil for the 2008-2009 fiscal year (the most recent available) is $8,041. The criterion for the average operating expenditure per pupil is at or below $8,374. The state range for operating expenditure per pupil is $5,922 (lowest) to $26,660 (highest) and the average operating expenditure per pupil is $11,197. As for reading and math meets or exceeds percentages, ROWVA’s percentage is 89 percent. The criterion for this factor is at or above 88.54 percent. The Illinois State District range for this overall average ISAT percentage is 53.73 percent (lowest) to 98.86 percent (highest) out of a possible range of 0-100. The state average for this percentage is 81.11 percent. ROWVA was the only district in Knox, Henderson, Warren and Mercer counties to be recognized. Several in Peoria County and Geneseo in Henry County were also honored. “It’s just a great compliment to the community and for the students they send us,” Little said. “And it’s a great compliment to the staff for all they do.” Districts serving high school students also were recognized based on ACT composite score for all students tested and the average operating expenditure per pupil. According to SchoolSearch, the honored school districts may have many common struggles that may not be resolved unless they have additional funding. Major areas of concern cited by Bright Star recipients are lack of funding for technology, overcrowded conditions, large class sizes and buildings in need of repair.

The R.O.W.V.A. Junior High 7th grade life science students became research scientists this week. The scientists (students) researched and delivered their findings about various one celled organisms or human body cells to the other scientists (students) at the convention (classroom). The students were able to use the digital microscope to enhance their findings because this microscope allows a slide to be placed on the Smart Board so that everyone can see it. Mrs. Sperry received a grant from the R.O.W.V.A. Public Schools Foundation to purchase the digital microscope.

ROWVA Marching Tigers
By SAMANTHA PAUL The Register-Mail The ROWVA Marching Tigers made history, winning the Class 1A marching championship Oct. 22 at the University of Illinois and sweeping caption awards in music, visual, percussion and auxiliary for the first time. As a means of celebration, the band performed its show, “Rockin’ the Paradise: the Music of Styx,” in a special encore event Thursday. The entire ROWVA student body, ranging from the elementary to the high school, was present to support the accomplishments of the 59-member marching band. Elementary students made signs with pictures of tigers, musical instruments and trophies with messages like, “Go Tigers” and “Good job,” which they proudly displayed as the band took the field. ROWVA High School biology and physical education teacher Nadine Nice said getting the younger kids excited was an important part of the event. “We also want peers to see what they’ve accomplished with their hard work,” she said. “Being a small school, they’re competing against much larger ones and coming back with trophies.” ROWVA is a school of 233 and the schools the band was beaten by have enrollment of more than 900 students. Band members began rehearsals in late July with an intensive 8 a.m. to 4 p.m. schedule and continued to practice four days a week, generally at 7 a.m. Of the 59 members, 30 compete in other fall activities or sports and many are on the honor roll. High school history teacher and athletic director Ben Rees said, “I’m proud of anything any part of the team accomplishes, but this in particular is outstanding.” He mentioned that it was important “to draw interest to a great group of kids, and the younger kids get to see them and maybe want to be a part of it in the future.” In front of packed bleachers, the Marching Tigers performed “Mr. Roboto,” “A.D. 1928,” “Rockin’ the Paradise,” “The Best of Times” and “Come Sail Away” under the direction of Michael Pond-Jones and drum majors Sarah Worrell and Whitney Pemberton. Worrell and Pemberton traded off conducting on the main podium, at times conducting on the sideline and even back field. The music also ranged in style, tone and meter, featuring a trumpet in one part and the flutes in another. “That was something that was really important when I looked at an arrangement,” Pond-Jones said. “Woodwinds are considered the underdogs of marching band, it’s more of a brass-emphasized world. I wanted to give the woodwinds a chance. This does have a lot of woodwind, which is rare.” As Pond-Jones’ first year teaching, having just graduated from Eastern Illinois University, he said, “There are plenty of improvements to be made. I’d like to do an original arrangement next year, but I’m very pleased with our results this year.” Shawna Ables, a junior clarinet player in the band, said, “I love the music. It was really exciting.” She said that “Come Sail Away” was her favorite piece. “The drill was fun to learn and the music was challenging for the clarinets, which I like,” she said. Sophomore alto saxophone player Paul Crowley said having an encore event was a “great idea. It pumped everyone up ... and I feel the show went really well.” Both players said winning the championship at University of Illinois was the highlight of their season. “The band’s worked incredibly hard and I feel events like this are there to honor exemplary work and exemplary students,” Pond-Jones said. In addition to the championship, the band was declared grand champion at the Warren County Prime Beef Festival and received first place in Class 1A field at the Washington Parade and Field competition and Illinois Marching Band Festival, in addition to other awards throughout the season.
