Roverway 2003 will be the first edition of the new European event for scouts
and guides aged 16-22.
The main theme,
“People in motion”,
will focus on committing
the young person to life.
The program of Roverway 2003 will have three main parts: Roverway Manyways. Crossways. Chain Reaction.
GDV- A Global Development Village is based on key elements of the scout program.
Global – The Atmosphere of different cultures and countries can be observed and sensed by making the world a smaller place and turning scouts into world citizens dedicated to society.
Development – This process should lead to better living conditions in the world and the role of scouts is to contribute as best they can to their community.
Village – It creates a lively community which radiates an atmosphere that is offering young people to work together and to search for solutions, it is a reflection of the world which illustrates the inter-action.
Introduction
• The concept of the GDV was first introduced during the World Jamboree in Korea, 1991. The idea was further developed in 1995 in Holland and continued at the World Jamboree in Chile.
• Based on the sucess of the jamboree GDV´s it has been decided to introduce the idea to the World Moot, in Mexico 2000.
Proposals for the GDV-themes
• We have decided to use the 6 steps from Europe for You! for the RoverWay-GDV.

GDV Themes
• Using the Europe for You! program and Euro Steps concept, the RoverWay GDV will have the following themes:
Step into Culture Step into Democracy and Solidarity Step into Unknown Step into the World (quality of life, career and social
skills). Step into Rovering (WOSM & WAGGGS, projects
and program models).
HOW WILL GDV WORK?
1. PARTICIPANTS: • number of rovers involved 2400• number of staff 100• visitors (one day it will be open for
everyone)
2. ACTIVITIES• ticket activities – work shops: practical,
communicative, awareness
Walk in activities: exhibitions, audio visual and interactive presentations,performances, games….
“outside activities” – activities out of the village due to the themes proposed
“project niche”- information place about rover projects active in Europe at present
Each activity will be organized according to the individual approach and it is necessary to provide the “visible” outcome
Partnerships: WOSM & WAGGGS, ESO, UNICEF, UNESCO, WWF, COUNCIL OF EUROPE, NGO’s…
3. DURATION AND TIMETABLE
The GDV will take place in the second part of the Roverway 2003 and it will last for four days. All activities will be run daily with a specific schedule.
