Shortly after
FPD
entered the
Pod, inmate
Parrish became confrontationalwith
FPD
Officers and
was restrained
by
FPD
and
place
in handcuffs;
San Juan
County
Detention Staff had
begun to
regain control
and
were
moving inmates
to the upstairs
pod.
A small
group
of
inmates
(approximately
five)
were left in
the
lower
left cubicalarea
due
to
arguing with other inmates;
they
were
left with
supervision
while
other
inmates
were
placed
under control.
One
injured inmatewas receiving Medical
care;
identified
as
lnmate Aaron was cleared
by
medical and escorted to Booking where he
was
placed
in
a
restraint
chair due to non-
compliance
of
Detention
Staff directives.
lnmate
Chee
was
medically
cleared,
escorted to
Booking
and
handcuffed to
the
Booking
Bench
waiting reassignment
to
Pod
C-1.
lnmate Martin,
Alvin who was
actively aggressive,
was
placed
on
a
medicalgurney
and later
transported to
San Juan Regional Medical Center
(SJRMC)
for
treatment.
(Later
that
night
returned)Detention
Officer
Reiff
was
transported
to
SJRMC
via
ambulance
for treatment.
Detention
Officers
conducted
a shakedown
of the B-8 after the
inmates
were
removed to
C-1;
several
empty
soda bottles?O
oz.
bottles
and one
full
20
oz.
bottle
of
a
brown liquid
was
discovered and
determined
to
be
jail
house
alcohol commonly referred
to
as
"hooch".
Review
of
facility
video
revealed four inmates
were ingesting
Wellbutrinthrough
their nosrils
(commonly
called
"snorting").
The
four
inmates
were identified
as:

Christopher

Betts, Rusty
o
Burrows, Kenneth
o
Whittenberg
Andrew
The inmates were interviewed
and
it
was discovered that
the substance
snorted was Wellbutrin,
prescribed
to two
of
the
inmates
by Facility
Medical
Contractor.
Subsequently, the
inmates were
placed
in
C-1
pending
Administrative
Sanctions
or
additional
charges.

procedures

Response Calls and
make
changes
if
necessary.

Conduct
meetings with outside
entities and
law
enforcement
agencies
that would
respond
to
the
facility
in
an
emergency

the limits
on
commissary
items
available
to the inmate
population
for
purchase
in
regards
to
beverage
and other containers that could be utilized
for
storage
of liquids.
