The 1 lOkV transmissioil line Thuan Thanh-Phu Chuan-Tien Sown is constmcled to supply electricity for the substations Thuan Thanh, Phu Chuan and Tien Son in a stable manner, reduced lost and increase reliability, and therefore increase the capacity of operation of the power network, in order to serve the socio-economic developrnent plan of districts and industrial zones in Bac Ninh province.

CONCLUSION After comparing the two options, the result shows that
the option number 2 has shorter Duong river crossing
part and shorter towers. However, the length of the T/L
is longer. The total investment is bigger. The option 2
has been chosen.
The option 1 in which the T/L crosses the river a t A Lu,
Dai Dong Thanh comnlune with the river crossing part
of 770111 long. Towers are 30m away from the dyke. The
terrain along the two river banks are stable. 'The total
length of the T/L is shorter and the investment is
smaller. But this option has not been chosen by thc
Ministry of Defense and the consultants.

up for the foundation base. A solution for this
big amount of soil is to remove to sunken

4- Main contents of ieetings: The consultant introduced the project, environme~ltal
impacts and discussed the mitigation measures and other participailts of the ineetings
raised their opiilions of environment issues. Many opinions were approved that the
project should avoid the current residential areas and planned residential are,as, l~istorical
and cultural relics, and landscapes of communes. Especially, people rlequired that
contractors must design the TI1 to ensure the regulations of the safe corridor of the power
network. Some other recommendations stated that the teain of constructioil workers
should not work at night as there may be noise affecting the local residents or trucks used
for soil and materials transportation should be covered and sprayed with water so that the
dust in the air can be limited. There were some questions of restrictions relating to tree
growing in the TIL corridor and the compensation policy.

The rpojetc will be provided with the investment permission right after the confirmation
of position, design, capacity or technology of the project which satisfy the requirementss
of environment protection and resettlement. To inform of the requirements of' OP 401,
the PC1 will be responsible for the following tasks:
Provision of copy written in Vietnamese of EMP and TIL investment pro.jec:t to each
district and commune People's Committee in the project area.

EXAMPLES OF TORRELATION CONDITIONS FOR SAFETY MONITORING
CONSULTANTS FOR WB
/ 1. Safety monitoring consultants of WB will be responsible for the following tasks: I Site construction monitoring and focusing on eilvironinental issues as follows:
- Cleaning after constructing.
- Cutting too many trees in the TIL corridor in the areas of forest 01- commune.
- Methods used by the contractor to clear the site after cutting trees. ' J
1 - Status of roads.
- Status of trees re-growing in the area of ROW and foundation base.
- Impacts due to the iinplernentation (level of noise, dust and roads damaged by
soil and inaterials transpportation).
- Status of tents for construction workers and the sanitation system used by them.
- Proper distance between houses and the TIL.
- Iinpleinentation of safety measures (signs, fences, restricted area and border)
2. Conducting public consultation for:
- Evaluating the level of coillmunity interests in settling environmt:ntal issues
(noise, dust, roads darnaged by soil and inaterials transportation, trees cutting in
the preservation.area and public land)
- Determining other environinental issues and noting affected ~iouseholds'
coinplaints (PAH) on environmental impacts.
- Reporting on coinplaints about environmental issues or disagreement of local
residents (if required)

project. The training contents include solutions for unexpected environmcnt impacts,
different from the estimation given in the environment management plan.
Training schedules of PC1 : The training schedules of PC 1 I'or staff (of local PC and
representatives of local residents on the following issues:
- Training on safety issue: Regular trainings on safety issue and power network
maintenance;
- Monitoring methods and reports on implementation of environment
nlarlagement plan for relevant stakeholders in the pro-ject districts and
provinces. The training conteilts also include guidelines on c:ommunity
participation promotion in environment management.
