Building public sector capacity and greater incentives into management systems

• Promote south-south cooperation (esp. Initiatives like COP)

– Capacity building and experience sharing through utilization of existing institutions and regional centers

• Internalization of MfDR concept in public sector efficiency

– Pilot MfDR concept in some selected sectors/agencies at the national level including proper incentive plan based on performance standards

– Formulate and implement communication plan to communicate MfDR concept to various actors like parliamentarian, media etc.

Improving statistical capacity• There is a need to recognize that data

from different sources will serve different purposes.

– Comprehensive definition of statistics to help us to redefine capacity priorities and this broad definition.

– We need to strengthen the capacity which is more about reprioritization of capacity requirements census and surveys.

Improving statistical capacity• Having a legal institution framework specially in

independent national statistics office to ensure integrity and quality control of data. This maintains both vertical and horizontal accountability.

• Need to have a statistical master plan and to make it consistent with the M&E master (strategic) plan

• Invest in capacity building for data generation/ analysis/ use

Stronger sub-national and regional M&E systems

• Integrated top-down/bottom-up M&E framework linked to a results-based planning and budgeting process based on data needs and data sources

• Capacity building framework at all levels in coordination with donors and civil society.

Increased aid coordination and better management of decentralized decision-

making processes

• Strong National body with legal authority to plan, coordinate, and monitor aid supportive of national goals/strategies

• Discuss details of loans and grants at the working level but national government decides and executes agreements with donors
