2.A – ETGSA; Background
Sustainable Groundwater Management Act (SGMA)- Signed into law by Governor Brown on September 16, 2014
Objective: Ensure the long-term reliability of our groundwater resources and connected surface water resources by requiring “sustainable” management
Balancing Supply and Demand by reducing groundwater overdraft
20-years to achieve sustainability (2020 through 2040)
Core Principle: Local Control = GSAs
The State may intervene if locals do not show progress towards reaching sustainability

• Estimated ETGSA Groundwater Overdraft: ~110,000 acre-feet per year
2.B – ETGSA; Rules & Regulations
Water Accounting - Water Allocations (Water Buckets)
*Tier 1 Transitional Allocations are Ramped or “Transitioned” Down every 5 years to 0 AF/Acres after 2035
Bucket of Water Definition 2021 AnnualAllocation
1 – Total Precipitation Long-term Avg for the GSA 0.89 AF/Acre
2 – Native Sustainable Yield Natural River Loss and Mountain Block Recharge 0.15 AF/Acre
3 – Landowner Developed Credits Carry-Over Credits from Previous Years & Purchased Credits Varies by Landowner
4 – Landowner Surface Water Credits Surface Water Delivered by Surface Water Districts Varies by District
5 – Tier 1 Transitional Overdraft Credits to “Transition” to Sustainability Over TimeOnly available to Irrigated Lands 1.18 AF/Acre*
6 – Tier 2 (Penalty) Overuse Beyond Buckets 1 through 5
2.B – ETGSA; Rules & Regs
Water Accounting - Consumption
Evapotranspiration “ET” data collected from Remotely Sensing Satellites
Data Provided on a Monthly Basis (~30 days after each month)
Water Allocations are Applied Towards ET Consumption
Emergency Ordinance – Water Year 2021
• CONSUMPTIVE USE – Reduced by 10% for Water Year 2021
• FALLOWED IRRIGATED LANDS – Consume full Allocation of Sustainable Yield from fallowed portion of irrigated land (Complete Application)
• NON-IRRIGATED LANDS – Transfer Native Safe Yield allocation, deficit consumption on Total Precipitation
• NON-IRRIGATED LANDS – Option to Elect to opt out of ETGSA Rules/Regs by submitting request. (Complete Application)
2.C – ETGSA; Invoicing Procedure
Groundwater Extraction Fee – Greater Tule Management AreaAnnual Fee for Water Allocations (1.04 AF/Acre Allocation for WY 2021)
Annually Billed based on the Water Rate Study prepared
2020 (50% of Budget covered by Groundwater Extraction Fee)
$4.92 per ac-ft which equates to $5.12 per acre
2021 (100% of Budget paid by Groundwater Extraction Fee):
07/09/2021 Public Hearing
Proposed $9.08 per ac-ft which equates to $9.44 per acre
2.C – ETGSA; Invoicing Procedure
Tier 1 Transitional Water Invoice
Quarterly Invoice for quantity of Tier 1 Transitional Water Consumed or Transferred
