1. BACKGROUND 1. The CHOD’s Instruction 12/19 for the Development of Joint and Combined Doctrine
(IDDCC, ref. G) establishes that the doctrine development process must be synchronised with the defence planning cycle in the long, medium and short term, which is fundamentally achieved through three documents: the Long-term Doctrine Objective (ODLP, ref. H), whose reference year is 2035, the Doctrine Development Campaign Plan (PCDD), with a time horizon of six years, and the Doctrine Programme (PD) that covers a period of two years.
2. DEFINITION 2. These documents, ODLP, PCDD and PD, are defined respectively in sections 3.3, 3.4
and 3.5 of the IDDCC 12/19 (ref. G).
3. SCOPE 3. This Plan, corresponding to the 2020-2025 cycle, reflects the CHOD’s medium-term
needs and priorities for the development of national joint doctrine and the contribution to Allied doctrine.
4. CONSIDERATIONS 4. The PCDD is the main tool for planning, controlling and monitoring doctrinal
development. It is related to military capabilities and the readiness of the Armed Forces units.
5. It is assumed that during this 2020-2025 cycle it will not be possible to develop all the joint doctrinal publications (PDC, in Spanish: Publicación Doctrinal Conjunta) covered by the ODLP 2035 (ref. H).
6. The CHOD, through the Force Development process, issues guidelines to achieve the degree of readiness that the Joint Force (FC, in Spanish: Fuerza Conjunta) requires for its training, evaluation and certification. Consequently, this process will guide the study and development of the joint doctrine.
7. The NATO equivalent to the PCDD is the Allied Joint Doctrine Campaign Plan (AJDCP), which establishes through a 5-year cycle an incremental planning to revise Allied Joint Publications (AJP).
8. It must be borne in mind that the Alliance's doctrinal priorities may not coincide with the national ones.1.
1In this sense, NATO prioritises doctrines that support the management of Collective Defence against aggressions of a peer adversary (Major Joint Operations, MJO +). However, from a national perspective, the spotlight needs to be shined on the Armed Forces participation in missions abroad, and mainly focused on the military contribution in Crisis Management.

9. In accordance with the provisions of paragraph 55 of the IDDCC:
a. Annex A includes the schedule for developing and revising national joint doctrines within a six years’ timeframe, and assigns responsibilities to the organisations of the Joint Doctrine Executive Committee (COEDOC, in Spanish: Comité Ejecutivo de Doctrina Conjunta); the revision of such schedule shall begin two years before the end of its validity period.
b. Annex B shows the national participation in the Allied Joint Doctrine Campaign Plan (AJDCP); it includes the national organisation responsible to lead such contribution, the collaborating organisations, and, where appropriate, the equivalent national doctrine.
5. CRITERIA 10. The national effort to develop NATO doctrine will concentrate on the custody,
writing or revision of publications aimed at strengthening the foundations of Crisis Management and Cooperative Security.
11. In order to maintain the greatest possible coherence with Allied doctrine, the PDCs revision schedule established in the PD will be adjusted, as far as possible, so that these revisions begin after the issuing of the corresponding AJP.
12. This alignment will allow streamlining efforts and giving continuity to the works in the national and Allied arenas, as the same Study Group (GE, in Spanish: Grupo de Estudio) will participate in the revision of a PDC and of its corresponding AJP.
5.1. National joint doctrine
13. The achievement of doctrinal objectives set out in the ODLP 2035 is in its initial phase where numerous Joint Doctrinal Publications (PDCs) are simultaneously being developed.
14. As a general rule, priority will be given to the revision of existing PDCs over the development of new ones; also, simultaneous revisions of Level 0 and 1 PDCs will be avoided as far as possible.
15. However, during the first half of this PCDD validity period, the main effort will be concentrated on the development of new PDCs.
16. During the second half, this effort will shift to revisions. In fact, the revision of PDC-01 (A) is scheduled to be undertaken in 2023, and in 2024 revisions of several Level 0 and 1 publications will coincide, thus the PD ought to prioritise and phase their revision dates.
17. Joint doctrine development involves experts from the COEDOC’s organisations, who sometimes participate in concurrent development of different PDCs. Therefore, prioritization of the ODLP 2035 is necessary to rationalise efforts.

18. Moreover, the development of joint national doctrines that, because of its subject matter or its national specificities, does not have an equivalent Allied doctrine will be prioritised.
19. Furthermore, in order to develop the doctrinal objectives set out by the ODLP 2035, high, medium and low priorities have been established. This prioritisation has been designed by analysing the reports on the Joint Force readiness, training and evaluation, and also taking into account lessons learnt and best practices.
a. High priority: PDC-2 (Intelligence), PDC-4 (Logistics in joint operations), PDC-6 (CIS), PDC-3.20 (Cyber defence operations) PDC-2.7 (JISR), PDC-3.1 (Maritime operations), PDC-3.2 (Land operations), PDC-3.3 (Air and space operations), PDC-3.7 (Personnel recovery), PDC-4.10 (Medical support doctrine).
b. Medium priority: PDC-5 (Operational planning), PDC 2.1 (Intelligence procedures), PDC-2.2 (Counterintelligence procedures), PDC-2.3 (HUMINT), PDC-2.9 (OSINT), PDC-3.4 (Operations non Art 5. Crisis response operations), PDC-3.4.4 (COIN), PDC-3.8 (NBQ), PDC-3.10 (INFOOPS), PDC-3.10.1 (PSYOPS), PDC-3.15 (C-IED), PDC-3.20.1 (Employment of cyber capabilities).
c. Low priority: PDC-3.3.1 (Airspace Control Operations), PDC-3.4.3 (Military Contribution to Humanitarian Assistance), PDC-3.4.5 (Military Contribution to Stabilization and Reconstruction), PDC-3.19 (CIMIC), PDC-3.21 (Military Police).
20. Annex A to this PCDD includes all high and medium priority PDCs, reflecting their current status, revision date, and management and collaborating organisations.
21. Low priority doctrines will only be developed in the long term, as long as priorities do not change. Consequently, NATO doctrines covering these capability areas will apply as ratified by Spain.
5.2. Combined doctrine
22. The Allied doctrinal body is deemed sufficiently complete and mature; thus, NATO considers that the main effort will focus on revising existing publications, without ruling out the development of new publications or the merging or abrogation of existing ones.
23. In 2018 NATO began a study to streamline the Allied Joint Doctrine Architecture (AJDA) and reduce the number of AJPs down to 40. However, after evaluating different choices, this option was finally ruled out, maintaining the current number of 51 AJPs. The decision to remove or merge AJPs will be made on a case-by-case basis during their revision.
24. There are different degrees of national involvement in the Allied doctrinal development, such as the custody of an AJP; the offer to become the host country of Data Fusion Workshops (DFW) that are held prior to the development or revision of an AJP; the participation of representatives in the Writing Teams (WT) of a

publication; and finally, the contribution with national comments to the different doctrinal documents.
25. In the realm of Allied doctrine, the greatest role and relevance that a nation or organisation can acquire is to exercise custody of a publication. The custodian is responsible to develop or revise an AJP, and organise meetings and working groups. The custodian role requires and provides knowledge and experience on the subject matter of the publication.
26. Spain assumed for the first time the custody of an Allied Doctrinal Publication, namely the AJP 3.4.4 (Counterinsurgency).
27. The possibility of assuming custody of a second Allied Doctrinal Publication during this 2020-2025 cycle is being evaluated.
28. The main milestone of the Review Phase that initiates the revision or development of an Allied doctrine, is the Data Fusion Workshop (DFW), which is led by ACT, and is aimed at drafting a doctrine task (DT) proposal for the development or revision of an AJP. The DFW experts study, analyse and evaluate the comments received on the questionnaires: Request for Feedback (RFF, for revisions) or Request for Information (RFI, for new doctrines).
29. The degree of national involvement in this process may range from submitting comments to the RFF/RFI, experts participation in the DFW, to being host country of the DFW.
30. NATO repeatedly requests nations to support the Allied Command Transformation (ACT) by hosting the celebration of DFWs.
31. Spain has already offered to host the DFW of AJP 3.19 (CIMIC) and AJP 3.15 (C-IED) that will take place in 2021.
32. At each COEDOC, and based on ACT’s requests for support, COEDOC’s organisations chances, availability and suitability to host, or to participate with representatives in DFWs will be explored.
33. The Development Phase of the Allied Doctrine development process is carried out by writing the corresponding publication. The national involvement in this process may consist of the participation in a writing team (WT), or simply by sending comments to the different drafts produced by the WT.
34. WTs are responsible for drafting both new doctrinal developments and AJP revisions. National experts will participate in a WT when there is special interest, or the intent to develop an equivalent national publication; the availability of experts in the organisations will be taken into account.
35. During the lifetime of this PCDD, the Services and organisations will participate in the WT of the AJPs that are considered, to the extent of their resources and

possibilities, according to the priorities set forth in this document, and as discussed and approved by the COEDOC.
36. As a lower level of involvement in Allied doctrinal development, the Study Groups, on the direction of their management organisation, will contribute national comments to the different drafts of the assigned AJP.
6. COORDINATION DIRECTIONS 37. The PCDD has a six-year duration, and its revision will start two years before the end
of its validity period.
38. Consequently, the PCDD 2020-2025 will be reviewed at the last COEDOC plenary session of 2023 (second semester), in order to adjust doctrinal needs to the availability of the organisations dealing with doctrinal developments. The possibility of including low priority publications will also be assessed.
39. Each COEDOC plenary will be reported on the changes in the Allied doctrine development, as reflected in the latest version of the AJDCP; also, the Doctrine Programme (PD) will be reviewed and updated, if appropriate. The applicable modifications will be reflected in the minutes of the plenary session, which will be sanctioned according to the IDDCC in force.
40. When necessary, the COEDOC plenary will review and update, if appropriate, the annexes of the PCDD. The applicable modifications will be reflected in the minutes of the plenary session, which will be sanctioned according to the IDDCC in force. The CCDC will disseminate the PCDD with the updated annexes.
41. The Study Groups will use the INTRANET collaborative portal (“SharePoint”) as a regular working tool. The collaborative tool will be used to update the register of Study Groups’ members. However, SharePoint will not be used as an official messaging system (for example, to call meetings, etc.).
