Proposed Composition DTI & DILG to Co-Chair the Sub-WG Based on PDF institutional set-up, a
development partner will co-convene Gov’t partners will depend on the activities Ad-hoc groups within the SWG-LIR will be
formed as the need arises and depending on projects (e.g. BPLS)
Secretariat support to be rotated between DTI and DILG
Proposed Terms of Reference To oversee the implementation of the
nationwide implementation of the BPLS streamlining reforms, particularly the service standards on BPLS
To mobilize resources for the implementation of the various components of the BPLS reforms
To coordinate the various initiatives of government, the private sector and the development community on BPLS reforms
To assist government in BPLS reforms related to the operations of NG agencies, e.g. SEC, SSS Philhealth, Bureau of Fire

To ensure that BPLS reforms are aligned with other reforms for enhancing the competitiveness of the Philippines in general and local governments in particular
