Proposed Consolidation and Reformatting of Flooding Products
Part I - Mission Connection
a. Product/Service Description – The National Weather Service will be
collecting comments on a proposed consolidation (i.e. reduction in the
number of) and reformatting (i.e. simplified product text) of Flood Watches,
Warnings and Advisories (WWA) as described below. The current and proposed
Valid Time Event Code (VTEC) are shown in parentheses after each product below.
● [Areal] Flood Watch (FA.A), [River] Flood Watch for Forecast Points
(FL.A), Flash Flood Watch (FF.A), Coastal Flood Watch (CF.A), and
Lakeshore FLood Watch (LS.A) would be consolidated to one Flood Watch
(FL.A) product. (Note - Consolidation of Flood Watch (FA.A) and Flash
Flood Watch (FF.A) has already received positive survey feedback).
● [Areal] Flood Warning (FA.W), [River] Flood Warning for Forecast Points
(FL.W), Coastal Flood Warning (CF.W), and Lakeshore Flood Warning (LS.W)
would be consolidated to one Flood Warning (FL.W) product.
● [Areal] Flood Advisory (FA.Y), [River] Flood Advisory for Forecast Points
(FL.Y), Coastal Flood Advisory (CF.Y), and Lakeshore Flood Advisory
(LS.Y) would be consolidated to one Flood Advisory (FL.Y) product.
The proposed changes are summarized via the graphics below.
In addition to the above consolidations, all current and proposed products
would transition into the "What", "Where", "When" information ordering format. This proposal has already received positive survey feedback within
the Flood (FA) and Flash Flood (FF) products, but would now be extended to
the fully consolidated products purposed in the current survey. It is also
proposed that an “Impacts” bullet also be added and the “Additional Details” be preserved as optional.
Technical Note - For the proposed consolidated Flood Advisory, Flood Watch,
and Flood Warning products, the Primary VTEC (P-VTEC) Phenomena (pp) code
will become ‘FL’, the three character, specific product category (nnn) of
the AWIPS Identifier will change to FLW, the two letters in the WMO
abbreviated heading signifying Data type and/or Form Designators (tt) will
become ‘WG’, the two letters in the WMO abbreviated heading used to
differentiate two or more bulletins with the same code or from the same area
or center (ii) will change to ‘4i’, and broadcast instruction line of the
Mass News Disseminator (MND) header block will transition to ‘URGENT - FLOOD
MESSAGE’. See examples below.
b. Product Type – Operational
c. Purpose – Social science research indicates users of NWS products can become confused by the number of hazard messages NWS issues before and during
active weather. Especially while dangerous weather is unfolding, it is
critical that NWS hazard messages are simple, short and direct.
d. Audience - The target audiences for these products are customers and partners such as emergency managers, state and local officials including
School Superintendents, Departments of Transportation (DOTs), media and the
general public. These proposed changes affect all Weather Forecast Offices.
e. Presentation Format – These are text based products which appear on the Watch, Warning, and Advisory page on weather.gov and all other standard
dissemination methods. Some are sent via NOAA Weather Radio, Emergency
Alert System, and Wireless Emergency Alert.
f. Feedback Method – Feedback will be gathered through representatives from federal, state, county, and local government agencies and broadcast media
during scheduled customer review meetings and via a web-based survey linked
to the product page:

* Flood Watch for portions of central Michigan, south central
Michigan, southwest Michigan, and west central Michigan,
including the following areas, in central Michigan, Gratiot,
Isabella, Mecosta, and Montcalm. In south central Michigan,
Clinton, Eaton, and Ionia. In southwest Michigan, Allegan,
Barry, Kalamazoo, Kent, Ottawa, and Van Buren. In west central
Michigan, Muskegon, Newaygo, and Oceana.
* From Saturday afternoon through Monday morning
* Periods of rain Saturday afternoon through Monday morning could
result in rainfall totals of 2-4 inches. Locally higher amounts
cannot be ruled out in or near thunderstorm development.
* Low lying areas prone to flooding may accumulate standing water
as steadier rain falls late Saturday through early Monday. Low
lying farm land and roadways could become flooded for a period
of time into early next week. Drivers are reminded not to drive
over flooded roadways as water depth and road conditions under
water are unknown.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Flood Watch means there is a potential for flooding based on
current forecasts.
You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be
prepared to take action should flooding develop.

The National Weather Service in Buffalo has issued a Lakeshore
Flood Watch, which is in effect from late Saturday night through
Sunday afternoon.
* LOCATIONS...The Lake Ontario shoreline of Wayne, Northern
Cayuga, Oswego, and Jefferson counties.
* LAKE SHORE FLOODING...Strong westerly winds will bring
significant wave action and the potential for lakeshore flooding
and erosion to the eastern and southeastern shoreline of Lake
Ontario.
* TIMING...From late Saturday night through early Sunday
afternoon.
* IMPACTS...Significant wave action will raise the risk for
shoreline erosion at the eastern and southeastern ends of Lake
Ontario...with this risk the greatest where the shoreline is
still unstable following last year's flooding and erosion.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Lakeshore Flood Watch means that conditions favorable for
lakeshore flooding are expected to develop. Residents on or near
the shore should take action to protect property...and listen for
later statements or warnings.

...FLOOD WARNING IN EFFECT UNTIL 10 PM AKDT THIS
EVENING...
* WHAT...Minor coastal flooding is ongoing in and
around barrow. The sea wall has been breached in several
locations allowing surge to top the beach and cover the road
from Barrow to Browerville as well as from Browerville north to
Narl. A storm surge of 1 to 2 feet above normal tides along with
5 foot waves breaking on or near the beach combined with
northwest on shore winds of 20 to 35 mph with gusts to 45 mph
will continue to push surf over the top of the beach and through
breaches in the sea wall through this evening. Conditions will
improve this evening as surge and winds diminish.
* WHERE...West of Point Barrow
* WHEN...Seas and surf will dissipate with conditions
improving this evening.
* IMPACTS...Debris may be thrown high on the beach and minor
erosion may occur. Residents are urged to move anything near
the beach to higher ground.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
Coastal residents in the warned area should
be alert for rising water and take actions to protect life and
property.

...FLOOD WARNING IN EFFECT FROM 1 PM TO 10 PM EST
TUESDAY...
The National Weather Service in Buffalo has issued a Lakeshore
Flood Warning, which is in effect from 1 PM to 10 PM EST Tuesday.
* WHAT...Strong west to southwest winds will bring
significant wave action to the eastern shore of Lake Ontario.
* WHERE...Lake Ontario shore of Oswego and Jefferson Counties.
* WHEN...From 1 PM to 10 PM EST Tuesday
* IMPACTS...Strong onshore winds and significant wave action will
bring some increase in shoreline erosion, although developing
shore ice will limit erosion in some areas.

People in the warning area should take immediate action to protect
