The Government defines extremism as:
“vocal or active opposition to fundamentalBritish values, including democracy, the rule oflaw, individual liberty and mutual respect andtolerance for those with different faiths andbeliefs. We also include in our definition of
extremism calls for the death of members ofour armed forces, whether in this country or
overseas.”

The Office for Security and Counter-Terrorism, in the Home Office, works to counter the threat from terrorism. Their work is covered in the government’s counter-terrorism strategy, CONTEST.

The Counter-Terrorism and Security Act 2015 places a duty on Schools in the exercise of their functions, to have:
“due regard to the need to prevent people from being drawn into terrorism”.

Prevent work is intended to deal with all kinds of terrorist threats to the UK. The most significant of these threats is currently from terrorist organisations in Syria and Iraq, and Al Qa’ida associated groups.
Terrorists associated with the extreme right also pose a continued threat to our safety and security. The white supremacist ideology of extreme right-wing groups has also provided both the inspiration and justification for people who have committed extreme right-wing terrorist acts. In complying with the duty all specified authorities, as a starting point, should demonstrate an awareness and understanding of the risk of radicalisation in their area, institution or body.
This risk will vary greatly and can change rapidly; but no area, institution or body is risk free.

Channel is a programme which focuses on providing support at an early stage to people who are identified as being vulnerable to being drawn into terrorism. The programme uses a multi-agency approach to protect vulnerable people by:
a. identifying individuals at risk; b. assessing the nature and extent of that risk;
and c. developing the most appropriate support
plan for the individuals concerned.

Independent schools must comply with the Independent School Standards, which include an explicit requirement to promote fundamental British values as part of broader requirements relating to the quality of education and to promoting the spiritual, moral, social and cultural development of pupils.

Schools should be safe spaces in which children and young people can understand and discuss sensitive topics, including terrorism and the extremist ideas that are part of terrorist ideology, and learn how to challenge these ideas.

The Prevent duty is not intended to limit discussion of these issues. Schools should, however, be mindful of their existing duties to forbid political indoctrination and secure a balanced presentation of political issues.

Each year staff are obliged to read the safeguarding policy and ensure they have understood the contents and are aware fo the procedures to follow.
Updated version contains information on Prevent and has an annex listing potential indicators which may increase vulnerability to radicalisation.
