JOB PURPOSE
To develop, implement, operate, support and integrate Geographic Information Systems within the Water Business Branch
through liaison with all stakeholders and in accordance with the Information Services Branch and Information Technology
Strategy.
DECISION MAKING AUTHORITY
Council delegates standing authority to exercise power, discretion and judgement to sign correspondence, manage staff and
authorise expenditure on behalf of Council in accordance with the relevant Delegation of Authority.

GIS MAPPING & PROJECTS
Lead and undertake Geographical Information System (GIS) projects and initiatives within Water Business Branch to ensure
they provide efficient and effective spatial information products and services.
Develop, compile and produce digitals and hardcopy maps, figures, infrastructure drawings and associated reports to support
infrastructure planning using Council’s GIS
Undertake GIS mapping/data manipulation and management, interrogation of Council’s GIS, including data transition between
MS Excel and GIS, to provide support for water and wastewater system planning investigations.
Review and maintain GIS databases and tools used for the efficient planning for water including importing/data cleansing GIS
data into the water/wastewater hydraulic models.
Develop, monitor and update Council’s GIS mapping layers including updating procedures for the management of GIS
information produced and utilised by the Water Business Branch.
Lead and develop GIS projects and initiatives within the Water Business Branch and actively champion the appropriate use of
spatial technologies and data to achieve identified business outcomes.
Manage the provision of spatial information products, services and projects related to environmental GIS systems.
Performance Criteria Efficient and effective utilisation of resources as allocated under the level of responsibility for this position.

COLLABORATION, TRAINING & REPORTING
Work closely with civil/planning engineers, communicate technical advice and provide GIS and mapping support/ assistance to
all programs within the Water Business Branch.
Ensure all corporate information is captured within Council’s business systems adhering to record keeping policies and
procedures.
Provide advice, within the limits of their skills, competence and training, in response to issues relating to the provision of water
supply and wastewater services as input into correspondence, technical reports, design reports and management reporting.
Develop, produce and deliver GIS focused training designed to improve the skills of spatial information users within the Water
Business Branch.

KNOWLEDGE, SKILLS AND QUALIFICATIONS
Degree qualifications in information technology, geographic information science or related discipline.
Demonstrated GIS skills and proven experience in the water and wastewater civil engineering environment, including
knowledge of spatial data management processes, methodologies and techniques. Knowledge of the practical operations of
local government business, systems and information management procedures would be a distinct advantage.
Proven practical experience working with GIS software, preferably ESRI’s ArcGIS core software suite and extensions with a
sound knowledge of spatial concepts and standards coupled with skills in Microsoft Excel, Word and Powerpoint, with
experience in Microsoft Project and Access being highly regarded.
Sound knowledge of spatial infrastructure asset dataset, experience in mapping or drafting within a water and wastewater civil
engineering environment. Experience in developing, managing and maintaining GIS related datasets coupled with the capability
in cartography and data analysis would be highly regarded.

REQUIREMENTS & POSITION SPECIFIC CONDITIONS
