State Plans To End Homelessness
Families
• 600,000 families are homeless annually
• 242,000 families homeless each night
• 20% on public assistance - in their lifetime
• Usually due to some unforeseen financial crisis • Inability to Find Affordable Housing
• Insufficiency of Subsidized Housing
• Loss of a Job or Work That Doesn’t Pay Enough to Afford
Housing
• Most able to bounce back quickly, with little
help • Rent assistance
• Housing placement
• Job assistance
Youth • A total of 939,903 students experiencing homelessness were
enrolled in public schools in the 2009-2010 school year.
• Familial disruption: divorce, neglect, or abuse
• Large majority are short-term
• ‘Small’minority are long-term homeless: 50,000
• A particular challenge for several reasons
• Very little definitive data on the population
• Often don’t interact with standard homeless assistance programs or government agencies
• Solutions often not applicable to minors (who are, for example, ineligible to rent an apartment)
• Special challenges mean that solutions to youth homelessness require targeted innovation

• Often due to war-related issues • Physical disability • Mental anguish • Post-traumatic stress • Many find difficulty readjusting to civilian
life • Translates into unsafe behaviors, including
addiction, abuse, and violence
Veterans
• San Diego County is home to more ‘recently returned’ veterans than anywhere else in the country
• San Diego County: 27,080 (48.3% higher than L.A. County) • Los Angeles County: 14,000 (next highest in the country)
