About the PresenterMarv Serhan, Captain, U.S. Navy (Retired) hasover40yearsofleadershipandmanagementexperienceinboththemilitaryandprivatesector.Asacombat-experiencedNavalFlightOfficer,hespenthisaviationcareerflyinginfighteraircraftandloggedover4,000flighthoursand1,020carrier-arrestedlandingsonnineaircraftcarriers.

Sinceleavingactivedutyin1997,Marvhasworkedintheenergy/utility,communications,telematics,andsecurityindustriesforsuchcompaniesasSaltRiverProject/NewWestEnergy,Motorola,Inc.,SatelliteSecuritySystemsCorp.,IBM,andHewlettPackard.

AsanAdjunctProfessorattheUniversityofSanDiego,MarvteachesaProjectLeadershipforGlobalBusinesscoursewithintheMasterofScienceinGlobalLeadershipprogram.Asaprofessionalspeaker,hespeaksonamyriadoftopicsrelatedtoethicsandleadershipincludingthoselinkedtohisessay,“TheDNAofEthicalLeadershipandtheGoodSociety,”whichwasselectedasthecoverstoryfortheJohnBenSheppardJournalofPracticalLeadershipsponsoredbytheUniversityofTexas.

Educational PresentationChange Management: The Good, The Bad, and The UglyChangeisinherentinourprofession.Infact,thedefinitionofaprojectisdefinedwithwordssuchas“unique”,“temporary”,“new”and“definitive”;manyoftheprojectsweleadarethemselvesinitiatedduetoforcesofchangesuchastheneedtocreateanewprocessorproduct.Changeisgenerallyviewedintwodistinctways.Changeisgoodorchangeisbad,butweallknowthatchangecanalsobeugly.Mentionchangemanagementtoanyprojectmanagerandmostwillrespondwithprocessesand/ortermssuchasscopecreep,changeorders/requests,configurationmanagementsystems,missedstakeholderexpectationsetc…

ThisistobeexpectedsincethePMBOKprovidesaplethoraofinformationonthechangemanagementprocess.Forexample,itcoversitemssuchasinputs/outputs,controlboards,stakeholderexpectations,scopecreep,impactonoriginalscopeanditsintegrationintotheoverallmonitoringandcontrollingprocessgroup.Consequently,itdoesagoodjobofdiscussingchangemanagementwithacoupleofnotableexceptions:thehumanaspectandhowtomanagechangewithinthelargerorganization.

Whetherwerealizeitornotasprojectmanagersandmoretothepoint–projectleaders–wedealwithchangeeverydayoneveryproject.Assuch,wemustadd“ChangeAgent”tothelonglistoftitlesandresponsibilitieswealreadypossess.Yes,whenthemajorityofprojectmanagersthinkofchangemanagementtheythinkoftheaboveitems.However,asprojectleaderswearealsochangeagents.Wemustlearnhowtomanagechangefromapersonnelperspectiveandhowtochampionthechangethatourprojectsbringtotheorganization.

About the PresenterJoseph “J” HootmanisacertifiedProjectManagementProfessional(PMP)withover17yearsofprojectmanagementexperienceinboththemilitaryandcommercialbusiness.Hehasmanagedavastarrayofprojectsandprogramsincludingunmannedaerialvehiclefieldtests,networkinfrastructureinstallation,summitplanning,software/databasedevelopmentandcustomweb/softwareapplications.HeretiredfromtheNavyin

HeearnedaBSinMarineSciencefromtheUniversityofSouthCarolinaandholdsaMastersinInformationTechnologyManagementfromtheNavalPostgraduateSchool.HehasalsoearnedaMastersinProjectManagementandanMBAinFinanceaswellasaGraduateCertificateinFinancialAnalysis.BeforerelocatingtoPortlandin2009,hewastheVicePresidentofProjectManagementforaninteractiveagencyspecializingincustomwebsites,customizedwebapplicationsandinteractivemarketing.Presently,JistheProgramManagerforNike’sDigitalGeo-ExpansiongroupandasenioradjunctfacultymemberforKellerGraduateSchoolofBusinessinthefieldsofProjectManagementandComputerInformationSystems.

SoaboutnowyouareprobablywonderingwhatthestartoftheoldTVshow“Emergency”hastodowithprojectmanagement.Whatthisstorylineisportraying,ifitwereinreallife,isthestartofaproject.IncidentManagement,whichistheoveralltermusedtodescribethemanagementofemergencysituations,isaveryspecializedversionofprojectmanagement.The“incident”istheprojectwhetheritisputtingoutafire,rescuingoccupantsofacrashedaircraft,capturingasniper,locatingamissinghikerorcleaningupahazardousmaterialspill.

Rememberthatthedefinitionofaprojectis“atemporarygroupactivitydesignedtoproduceauniqueproduct,serviceorresult.”Puttingoutafire,rescuingahiker,capturingasniper,cleaningupahazardousmaterialspill,etc.allfitthisdefinition.ThisistrueeveniftheemergencyisassmallasburningdinneronthestovetotheDeepwaterHorizonOilSpillof2010.

TherearestandardsandanentirebodyofknowledgethatistheanalogytothePMBOKTM.CalledtheIncidentCommandSystem,orICS,itprovidesafullrangeofguidance,jobaidsandbestpracticethatisuniversallyfollowedwithintheemergencymanagementcommunityintheUnitedStates.Infact,theuseofICSisrequiredifajurisdictiondesirestobereimbursedbyFEMAforextraordinarydisasterexpenses.Also,asanacceptedbestpractice,failuretouse(orproperlyuse)ICSduringthemanagementofanemergency,mayexposetheoffending

agency(orcompany)toliabilityforinjuriesandotherdamagesresultingfrom,ornotmitigatedby,theiremergencyresponse.

ICSresultedfromtheobviousneedforanewapproachtotheproblemofmanagingrapidlymovingwildfiresintheearly1970s.Atthattime,emergencymanagersfacedanumberofproblems.

• Toomanypeoplereportingtoonesupervisor.• Differentemergencyresponseorganizationalstructures.• Lackofreliableincidentinformation.• Inadequateandincompatiblecommunications.• Lackofastructureforcoordinatedplanningbetweenagencies.• Unclearlinesofauthority.• Terminologydifferencesbetweenagencies.• Unclearorunspecifiedincidentobjectives.

Designingastandardizedemergencymanagementsystemtoremedythechallengeslistedabovetookseveralyearsandextensivefieldtesting.TheIncidentCommandSystemwasdevelopedbyaninteragencytaskforceworkinginacooperativelocal,state,andfederalinteragencyeffortcalledFIRESCOPE(FirefightingResourcesofCaliforniaOrganizedforPotentialEmergencies).Comparethislistofchallengestothoseyoumayfaceasaprojectmanageronalargecomplexproject;lookfamiliar?

InICS,theIncidentCommander(inourexampleBattalion7)istheprojectmanager.He/shehasaprojectteam(calledtheIncidentManagementTeam(IMT))thatisorganizedfunctionallyandhierarchically.AmajortenantofICSisspanofcontrol,somethingweoftenlosesightofinprojectmanagement.Spanofcontrolistobelimitedtofivetosevendirectreports.ICSalsosupportstailoringandscalability.SotheIncidentCommander(PM)tailorstheprojectteamorganizationtofittheincident(project)andarrangestheteaminafunctionalandhierarchicalorganization.

Thestandardizedorganizationincludesacommandstaff(publicaffairs,safetyandliaison)andageneralstaff(operations,planning,logisticsandfinance/administration).WithineachofthegeneralstaffsectionsthereareadditionalIMT(projectteam)membersandtheactualworkersintheincident(firefighters,paramedics,equipmentoperators,policeofficers,technicalspecialists,etc.).Intheanalogywiththekindofprojectswetypicallythinkaboutforprojectmanagement,thesewouldbethevariousprojectteamsandsubteamsaswellastheprogrammers,engineers,constructionworkers,etc.dependingonthetypeofproject.

Interandintraprojectteamandcustomercommunicationsisamajorconcernforprojectmanagersandisoftenattherootcauseofprojectissuesandfailures.ICSrecognizesthisasacriticalissueandaddressesitwiththeimpositionofstandardizedterms,structuredteammeetings,commonterminologyanduseofplainlanguage.JustasaPMonaprogrammingprojectwouldrequestthreeJavaprogrammersandnotjustthreeprogrammers(assumingheneedsJavaprogrammersof

course);ifanICwantsthreeaerialwaterdroppingtankers,hewantstobesurethathedoesnotgetthreetrucktankers.

JustasPM’susetheprojectplantomanagetheirprojects,inICS,theprojectplan,knownastheIncidentActionPlan(IAP)istheanalogy.However,hereiswherethereisquiteadifferencewith“mainstream”projectmanagement.APM’sprojectplanusuallycovertimespansofweekstomonthsoryearswhiletheIAPcoversasingleoperationalperiod(workshift).Foratwoshiftperdayincident,thismeansthattheIMTisturningoutanIAPtwiceaday!Andyouthoughtyouhadithardjustgettingoneversiondone!Emergencyincidentsoperatewithin

aframeworkofsignificantchangesofconditions,resourcesandsituationnecessitatingthereviewandrevisionoftheIAPeveryshift.Infact,thereisprovisiontomake“penandink”changesduringtheworkshiftifconditionswarrant.

TheICSmethodologycontainsaverydetailedanddocumentedprocessforthedevelopment,approvalandimplementationoftheIAP.ThereareaseriesofmeetingswithspecificattendeesfromtheIMTandspecificdeliverablesfromthemeetingsthatallcometogetherintotheIAP.Thisincludesanumberofjobaidsandformstobothorganizeandfacilitatethisprocess.TheIAPthatthecurrentshiftofIMTpersonnelarepreparingwillbeexecutedbythenextshift,andsoforth.Andremember,thattheIMTmembersaredoing

thisplanningallthewhileexecutingtheIAPthatwaspreparedthepreviousshift.
