Preface
The Palestinian Central Bureau of Statistics (PCBS) has endeavored, since the first days of its
establishment, to fill the existing statistical gap in the West Bank and the Gaza Strip by
compiling data in the social, economic, geographical and environmental areas in accordance
with a specified priority schedule. The compilation of such data has been done, utilizing the
most direct ways, when possible, depending on the assumption that moral and official support
is provided by the Palestinian legislative and executive bodies, and recommending the
programs of the Bureau to the various bodies and donor countries as priorities in terms of the
financial support given through these bodies and countries.
Statistics on public order and victimization by accidents and crimes are normally based on
administrative reports from the police and the courts. Such statistics also include data on the
incarcerated population, that is "persons in prisons”. Only a few countries compile such
administrative data with household victimization surveys counting victims of violence or
property crimes. In the Palestinian context, our assessment of the available statistics on
victimization indicates the lack of reliable survey data in this area.
This report presents the findings of the second Palestinian victimization survey including
estimates for key indicators concerning victimized persons and households victimized by
criminal offenses. The indicators have been measured at the household and individual levels
through direct and proxy interviewing of 7,559 households, which have been randomly
selected from the West Bank and Gaza Strip. The results are presented at the national,
regional (Palestinian Territory) as well as type of Locality levels. Cross-tabulations by
selected demographic and social background variables are also provided.
By presenting the finding from the Palestinian victimization survey1999, we hope to have
been useful in terms of providing reliable and useful statistics for Palestinian planners and
decision-makers.

Summary
1. Introduction:
Available official statistics on the Palestinian society in the Palestinian Territory lack any data
pertaining to victimization. This situation has urged PCBS to conduct a second household
survey on this subject, making it possible to describe and assess some aspects of victimization
focusing on households victimized by criminal offenses.
This study is based on a household sample survey conducted during the period from
10/4/1999 until 9/7/1999. It provides basic indicators on various aspects of victimization,
including households victimized by criminal offenses, type of criminal offense, tangible
losses of crimes etc..... A special questionnaire was designed in accordance with UN
standards and recommendations in the field of victimization statistics while taking the
Palestinian peculiarities into account. The questionnaire covers the following items:
1. Type of criminal offense
2. Crime Location 3. Crime reporting
4. Perpetrator
5. Physical harm and Tangible losses of criminal offenses
2. Terms and Definitions:
Assault: Refers to physical attack against persons, but excludes indecent assault.
Some criminal or penal codes distinguish between aggravated and simple
assault depending on the degree of resulting injuries.
Crime: Any act involving violation of laws or public rights duties towards the
state or society in general.
Perpetrator: The person violating effective laws by undertaking criminal events
against other persons or their properties.
Household: One or a group of persons living together who make common provisions
for food or other essentials for living. Households members may be
related, unrelated or a combination of both.
Physical Harm: All losses a person may suffer during the crime that took place in the last
12 months, which resulted in wounds, murder, malformation or disability.
Crime Location: The place was the crime took place.
Number of
Households (n): Sample size (weighted).
Properties: All movable and fixed assets belonging to the individuals (household
members) regardless of whether they were inside or outside the house.
Theft: Refers to the removal of property without the property owner’s consent.
Theft excludes burglary and house breaking; it includes the theft of motor

vehicle, shoplifting and other minor offenses, e.g. pilfering and petty theft
may or may not be included as thefts.
Victim: The person affected by an offense or loss or prey to catastrophic, criminal
or brutal events. Any person who was offended and whose properties
were partially or totally affected by a criminal act or incident is classified
as a victim.
Region: The Palestinian Territory was divided for the purpose of data
dissemination into two main areas: The West Bank and Gaza Strip.
Locality Type: Localities have been divided into three types: Urban, Rural, Camps
Urban: Any locality whose population amounts to 10,000 persons or
more. This applies to all governorates/ districts centers regardless of their
size. Besides, it refers to all localities whose populations vary from 4,000
to 9,999 persons provided they have, at least, four of the following
elements: public electricity network, public water network, post office,
health center with a full – time physician and a school offering a general
secondary education certificate.
Rural: Any locality whose population is less than 4,000 persons or whose
population varies from 4,000 to 9,999 persons but lacking four of the
aforementioned elements.
Camp: It refers to any locality referred to as a refugee camp and
administered by the United Nation Refugees and Work Agency in the
Near East (U.N.R.W.A.).
3. Main Findings:
3.1 Victims of Criminal Offenses at the Households Level:
The survey shows that 5.1% of the Palestinian households in the Palestinian Territory were
exposed to criminal offenses, 6.3% of West Bank households were victimized and 2.8% in
Gaza Strip.
The results show that the percentage of households in the Palestinian Territory who were
exposed to theft (excluding vehicles) was 1.2%; vehicle theft or part of it was 1.9%, property
damage was 0.2%, threat was 0.4%, and assault was 0.4%.
In general, the percentage of households victimized by criminal offenses in the West Bank is
higher than in Gaza Strip, except for households victimized by assault: 0.5% in Gaza Strip
and 0.4% in the West Bank and robbery attempt: 0.7% in Gaza Strip and 0.4 in the West
Bank.
3.2 Victims of Criminal Offenses at the Individual Level:
3.2.1 Type of Criminal Offense:
The survey shows that the percentage of persons victimized by theft in the Palestinian
Territory amounted to 55.2%, 53.7% in the West Bank and 63.0% in Gaza Strip; assault

happened to 18.0% of which 17.9% took place in the West Bank and 18.1% in Gaza Strip;
and property damage is 4.4% of which 4.7% occurred in the West Bank and 3.1% in Gaza
Strip.
3.2.2 Crime Location:
The results indicate that 16.5% of criminal offenses in the Palestinian Territory took place
inside the home, 41.7% near the home, and 25.4% outside the locality. Criminal offenses
occurring inside the house were higher in Gaza Strip (18.5%) than in the West Bank (16.1%),
and criminal offenses that took place outside the locality were lower in Gaza Strip (16.8%)
compared with the West Bank (27.0%).
3.2.3 Crime Reporting:
The results show that 43.2% of persons victimized by criminal offenses in the Palestinian
Territory reported the crimes, (40.8%) in the West Bank and (51.5%) in Gaza Strip. The
results also show that 35.9% of crime reporting underwent legal proceedings.
3.2.4 Perpetrator:
The results show that 26.8% of criminal offenses against persons in the Palestinian Territory
were undertaken by Israeli soldiers or settlers, of which 31.9% occurred in the West Bank.
About 8.9% of these criminal offenses were undertaken by one of the relatives, of which 7.7%
took place in the West Bank and 15.0% in Gaza Strip.
3.2.5 Physical Harm and Tangible Losses of Criminal Offenses:
The percentage of criminal offenses that caused physical harm in the Palestinian Territory is
16.5%, and this percentage is much higher in West Bank (17.7%) compared with the Gaza
Strip (10.0%).
The results show that 14.9% of criminal offenses against persons in the Palestinian Territory
caused tangible losses for more than 1000 Jordanian Dinars, and this percentage was 15.4% in
the West Bank and 12.7% in Gaza Strip. In about 88.7% cases of criminal offenses against
persons in the Palestinian Territory, the victim was prone to tangible losses.
4. Methodology
The survey's methodology was designed taking into account the Palestinian conditions,
international standards, data processing requirements and the comparability of outputs with
other related surveys conducted in the Palestinian Territory.
4.1 Sampling Frame:
The sampling frame consisted of a master sample of enumeration areas (EAs) selected from
the Population Housing and Establishment Census 1997, the master sample consists of area
units of relatively equal size (number of households), these units have been used as primary
sampling units (PSUs).

4.1.1 Sample Design:
The sample is a two-stage stratified cluster random sample. The sample in this survey was
implemented in all households in round 13th of the Labor Force Survey.
Stratification:
Four levels of stratification were made:
1. Stratification by Governorates.
2. Stratification by place of residence which comprises:
(a) Urban (b) Rural (c) Refugee Camps
3. Stratification by classifying localities, excluding Governorate capitals, into three strata
based on the ownership of households within these localities of durable goods.
4. Stratification by size of locality (number of households).
Sampling Unit:
First stage sampling units are the area units (EAs) in the master sample. The second stage-
sampling units are households.
Sample Size:
The sample size equals 7,559 households. The sample is distributed over 481 enumeration
areas.
Target cluster size:
The next important issue in sample design is the target cluster size or “sample-take,” the
number of households to be selected per PSU on the average. In this survey 7,559 households
have been selected from 481 master sample areas. Therefore, the sample take was around 16
households.
4.1.2 Estimations Procedure:
To estimate a given total Y for a given sub-population A, we introduce the following formula:

Means and proportions are special types of ratios. In the case of the mean, the variable X, in
the denominator of the ratio, is defined to equal 1 for each element so that the denominator is
the sum of the weights in the sub-population.
In the case of proportions, the variable X in the denominator is also defined to equal 1 for all
elements. But, in addition, the variable Y in the numerator is binomial and is defined to equal
either 0 or 1, depending on the absence or presence, respectively, of a specified attribute in
the element observed.
4.1.3 Calculation of Variances:
It is very important to calculate standard errors for the main survey estimates so that the user
can have an idea of their reliability or precision.
The variance calculation uses the method of ultimate clusters. Within any domain of
estimation, for a sub-population A, and for a characteristic Y, the formulas are:

4.2 Field Operations:
Six teams of interviewers, three in the West Bank and three in the Gaza Strip carried out the
data collection. Each team consisted of a supervisor and two interviewers. Fieldwork teams
were distributed to different districts according to sample allocation.
All field staff received a training session combining general theoretical and practical
components. Interviewers, supervisors and editors for the survey were selected from those
who worked on the Labour Force Survey. Fieldwork procedures and organization were
designed to ensure adequate supervision and the collection of high quality data. To this end,
several quality control measures were used through out fieldwork.
4.3 Data Processing:
Both data entry and tabulation were performed using the ORACLE and SPSS software
programs. Data entry was organized in two files, corresponding to the main parts of the
questionnaire. A data entry template was designed to reflect an exact image of the
questionnaire, and included various electronic checks: logical check, range checks, consisting
checks and cross-validation.
5. Data Quality:
Two types of errors affect the quality of survey data, sampling and nonsampling errors. The
formers are easily measurable. The latter, on the other hand, could not be determined easily,
due to the diversity of sources from which they may arise e.g. the interviewers, respondent,
editor, coders, data entry operator, etc....
However, several measures were adopted to minimize the effects of these errors on the data.
The interviewers, editors, and coders underwent intensive training and were provided with
fieldwork manuals to resort to when facing any problem.
The data entry program was programmed in a way that allows error detection and correction,
particularly logical errors that might not be discovered before data entry. A consistency
check was also performed to assure accuracy after data entry.
