The program features systematic and explicit strategic reading instruction and application before, during, and after everyselection, making the program’s literature accessible to all students. Explicit vocabulary instruction before every selectionand spelling strategies at the end of every selection teach strategies to strengthen reading comprehension.

Does it provide resources that enable instruction inalmost all (if not all) of the individual standards for the intended grade level(s) in a cohesive, clear, systematic, andsignificant fashion? The program enables educators to instruct students in all of the standards. Does the design of this basic program include any places where it is appropriate to impress upon the minds of thepupils the principles of morality, truth, justice, patriotism, and a true comprehension of the rights, duties, and dignity ofAmerican citizenship, and to instruct pupils in manners and morals and the principles of a free government? Publisher Comments.One option in this program is to teach selections thematically, thus providing an opportunity to cover elements of theprinciples described above. A special feature, Connection Literature to Social Studies, allows students to link to theirsocial studies curriculum offering yet more opportunities to explore these principles.

6. Is this basic program factually accurate and does it incorporate principles of instruction reflective of current andconfirmed research? Current and confirmed experimental research should be reflected. However, recognizing that not allaspects of instruction have been addressed in rigorous experimental research, other bases may be employed, providedthat the other bases are identified appropriately and not misleadingly presented as experimental research. State lawrequires that State Board of Education to ensure that all of the programs it adopts are factually accurate and incorporatecurrent and confirmed research and the evaluation criteria further elaborate on the nature of current and confirmedresearch as indicated.

Publisher Comments.The program provides a balanced and integrated approach to the development of language arts skills. Skills

instruction in literary elements, reading, vocabulary, grammar, writing process, critical thinking, vocabulary, visual literacy,and speaking and listening are presented with every selection in the student edition. A wide variety of portfoliooptions—three writing assignments classified by ability, two speaking and listening activities, and two additionalprojects—accompany every selection. The student edition was developed to make the language arts accessible to alllearning modalities. The Teacher’s Edition provides point-of-use tips and strategies for addressing the needs of variousstudent populations, such as Less Proficient Readers, More Advanced Students, English Language Learners,Visual/Spatial Learners, etc. Reading strategies and skill instruction before, during, and after every selection provide allstudents with the guidance needed to develop language arts skills. Also, every selection ends with a variety ofassessment opportunities that allow students to improve performance and take responsibility for their own developmentas learners. The Teacher’s Edition provide suggested rubrics for every assignment and selection tests assessperformance on all the skills mentioned above.

Assessment

8. Does this basic program provide adequate assessment instruments, ideas, and recommendations to help theteacher measure student achievement frequently during the course with a reasonable degree of accuracy andcommunicate that information to the student (as appropriate) and the student’s family? Assessment should be designed toadvance the objective of student acquisition and mastery of the content specified in the standards. The implementingregulations and evaluation criteria require that a basic program include assessment information.

Publisher Comments.The program provides formal, informal, and alternative assessment strategies along with standards, benchmarks andscoring rubrics. The Teaching Resources include Formal Assessment with Assessment Resources Software—a book thatincludes Selection Tests, Unit Tests, Assessment Resources Software on CD-ROM, and Answer Keys. Both the Studentand Teacher’s Editions present informal assessment opportunities that assess student knowledge of each selection. TheTeacher’s Edition includes speaking and listening mini-lessons with assessment suggestions. The Teaching Resourcesinclude an Alternative Assessment booklet that provides six or more alternative assessment activities for each selectionthat are customized by performance level and learning modality. These activity sheets include Rubrics, Peer and Self-Assessment, and Portfolio Forms. Parental assessment materials are also found in the Teaching Resources.

The Teacher’s Edition provides point-of-use tips and strategiesfor addressing the needs of various student populations, such as Less Proficient Readers, More Advanced Students,English Language Learners, Visual/Spatial Learners, etc. Interest Grabber notes at the beginning of every selectionprovide a quick activity or teaching strategy. Point-of-use notes also guide teachers to using the program resources.

The teaching resources extend the skill development found in the student edition and are tightly integrated with the coreliterature selections. These resources provide options to address students’ different ability levels and learning styles andallow teachers to customize instruction to fit individual teaching needs. Universal Access Guidance

10. Does this basic program provide universal access guidance, i.e., information and ideas that are specificallydesigned to help teacher address the needs of special student populations? If not, is the program either readily adaptableby the teacher to address the needs of special student populations or able to be easily used by the teacher in conjunctionwith other materials that are designed to address the needs of special student populations? Special student populationsare students who face identified academic challenges, including, but not limited to, students (1) enrolled in specialeducation; (2) whose demonstrated English-language proficiency is not comparable to that of the school district’s averagenative English-language speakers; and (3) whose achievement is either significantly below or significantly above that typicalof students at the grade level. The implementing regulations require that a basic program provide universal accessguidance or one of the specified alternatives.

Program Organization

11. Is this basic program sufficiently well organized and presented to (1) allow the materials to be used efficiently andeffectively by the teacher to convey and by the student to learn the subject matter content of the intended course in a logical,sequenced progression and (2) enable the materials to be used for both classroom instruction and individual independentstudy? Is the program presented in such a way that teacher and student alike are readily able to read and use theresources? Does it include means by which the student’s family can be encouraged to participate in the educationalprocess? The implementing regulations require that a basic program include these elements of program organization.

Publisher Comments.The student edition, teacher’s edition, and teaching resources are organized for ease of use by the teacher anddesigned to be easily accessible for all students. Teachers and students will be able to teach and master content in alogical, sequenced progression. There are plentiful, manageable activities in the student edition, teacher’s edition, andteaching resources that encourage whole-class, small-group, or individual activities as well as independent studybeyond the classroom.
