SOUTH TEXAS ELECTRIC COOPERATIVE, INC. NOTICE OF INTENT TO FILE WITH THE FEDERAL ENERGY REGULATORY COMMISSION FOR APPROVAL OF A PARTIAL WAIVER OF ELECTRIC UTILITY OBLIGATIONS TO PURCHASE
AND SELL ENERGY FROM AND TO QUALIFYING FACILITIESSouth Texas Electric Cooperative, Inc. (“STEC”), on behalf of itself and
one of its member distribution cooperatives, San Bernard Electric Co-operative, Inc. (“San Bernard”), hereby gives notice of the intent to file a Petition for Waiver with the Federal Energy Regulatory Commission (“FERC”) requesting relief of certain obligations imposed on them by Section 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA) and Part 292 of the FERC’s Regulations. This petition would provide re-lief from the purchase and sale obligations imposed on electric utilities with respect to Qualifying Facilities (“QFs”) such that (1) STEC, the gen-eration and transmission cooperative, assumes all of San Bernard’s QF energy purchase obligations under Section 292.303(a), and (2) San Ber-nard assumes STEC’s obligations under Section 292.303(b) of the regula-tions to supply backup capacity and energy to any QF located within its respective service area.
Copies of the approved waiver will be supplied to interested parties upon request. STEC intends to file for approval of the Petition for Waiv-er with FERC on or after December 15, 2021. FERC will publish notice of STEC’s filing in the Federal Register following the receipt of the filing. That notice will specify that any person desiring to be heard in this mat-ter can make the appropriate filing with the FERC.

All of the initial scholarships were recently awarded to PVAMU students for the 2021-
22 school year. The “Next Step” scholarship was awarded to a total of fifteen students in $1,000 increments. The inaugural “Success by Design” scholarships were granted to PVAMU u p p e r c l a s s m e n , Shantel Hood and William A. Spriggins, V. Both are juniors in the School of Architecture.
In 1996, PVAMU and ACC began a shared
mission to create an academically-focused living and learning environment. Since then, the partnership has delivered more than $137 million in student communities and nine phases of modern a c a d e m i c a l l y -oriented housing, serving nearly 5,000 students with on-campus housing accommodations.
“We will forever be grateful to PVAMU as our first
university client for believing in us since our founding days -- this is our way of saying thank you while helping to invest in future leaders,” said Bill Bayless, chief executive officer at ACC.
In addition to ACC’s grant e s t a b l i s h m e n t s with PVAMU, the partnership will continue to grow via a series of expanded student housing models.
The most recently completed project, University View, features a “program house” concept, in which students of shared academic pursuits reside together. The ideal is designed
to encourage peer d e v e l o p m e n t and mentorship – ultimately propelling residents from university life as engaged scholars to successful professionals.
Program House members will have a range of aptly-designed ways to work together to address global issues and challenges in a setting that is unique and well poised for students.
The student housing community, the latest project of the ACC-PVAMU partnership, hosts 540 students.
