HIRING AND TRAINING OF CENSUS PERSONNEL
• More than 17.000 field workers + CBS workers
• First target: Unemployed
• Students would be the best, but cannot be absent from Universities for such a long time + social moment (unemployed)
• Testing will be performed, followed by 4-days education,
• The best ones will be hired later for inhouse processing

About data confidentiality
• Data confidentiality will be insured by Census and Statistical law. The Official Statistics Act prescribes that the persons involved in all statistical activities or working on jobs connected to the Census are obliged to keep all the information about person’s personal data, family and income as an official secret. All statistical data can be used only for statistical purpose. In contest of that individual data can not be disseminated.

DATA STORAGE
• Dedicated servers on separate location
• Online backups on storage disks
• Nearline backups on tape librarires
• Daily data transfer to second location
• Usage of optical storage (magnetooptical drives) for permanent safekeeping – 100 years:
• WORM – write once read many - storing data so that it is impossible to be overwritten

• The separate domain will be established for data processing:
– No access to mail or Internet
– Restricted usage of software – security policy enables workers to open only certain applications – no usage of CD/DVD drives, USB sticks or any other external device
• Video surveillance
• Check in and check out using electronic cards
• Smoke detectors, Permanent guards (using security agency)

• All identificators will be removed as soon as possible – immediately after OCR processing
• All principles of confidentiality and security from UN ECE recommendations will be applied

• In all of the tables and outputs algorithms will be used preventing recalculating aggregate data in order to track down any individual data
• By Census Law:
• All stastistical data will be presented as aggregated data only
• Fines will be imposed:
– for any individual who enters data different that stated out by the interviewed person
– For any individual who publishes or discloses any individual data
• Fines: from 4.000,00 to 20.000,00 HRK (550 to 2740 €)
