Project objective Enhancing capacity of DM staff at all
levels; ensuring 100% staff trained in DM by 2020
All disaster prone villages, communes have disaster management plans, communication systems, specialized teams and volunteers who assist people in disaster management
Project “Awareness Raising and Community-Based Disaster Management” was approved by the Prime Minister through the
Decision no. 1002/QĐ-TTg dated 13/7/20091002

The ministry’s guidance and implementation of the project: Progress
Develop legislative documents, providing guidance on management and implementation Issue written letter to request provincial authorities to
provide guidance to relevant agencies on development of plan of action at respective provinces/cities
Submit the project’s plan of action between 2013-2015 to the Prime Ministrer for his approval through the Decesion no. 333/QĐ-TTg dated 18/2/2013
Prepare Circular to guide the implementation of the project
Consolidate and ready to issue disaster prone communes nationwide. Total number of communes identified is 6.329

The ministry carried out training in 63 provinces/cities. 1.177/1.439 provincial facilitators received training, accounting for 82% (as of 2014)
Provincial people’s committees approved list of provincial ToT on CBDRM. 1.439 provincial staff received training

Carrying out pilot training at commune levelProvide pilot training in 15 districts in Kien Giang province having 106 district facilitators trained; 59 commune staff in Kien Giang province carried out VCA, community capacity and risk mapping prepared by local people

Provincial People’s Committees approved list of their staff to attend provincial ToT.
This team play a key role in rolling out the project activities at community level.
In cooperation with NGOs and ODA projects to implement activities at commune level and support replication. Activities include: raising awareness to target groups, DM planning, simulation and development of leaflets….
34 provinces and cities allocated budget from their own fund to implement the project activities
HCMC allocated 27 billion VND from its DM fund to implement the project (2009 – 2014)

Engagement of private sector and enterprises
Cooperation among local authorities, enterprises and local people in communications and capacity building activities have been seen. E.g.: In An Giang, some businesses provided the provincial committee on flood and storm control and search and rescue with fund to print communication materials and carry out pre-season training

-Internationally strategic cooperation on UN disaster reduction (UNISDR), ... of Vietnam on CBDRM, making sustaintial results and drawing attentions on CBDRM

Support to training: 187 provincial facilitators on CBDRM in 20 provinces
Develop commune-level CBDRM models in 20 provinces: (i) establishment of commune technical working groups and community groups; (ii) provision of training to 814 staff in 51 communes in implementation of CBDRM; (iii) risk assessment and mapping; and (iv) DM planning

Phase 1 was carried out in 05 provinces of Thanh Hóa, Nghệ An, Hà Tĩnh, Quảng Nam, Bình Định: delivering 140/251 trainings in 27/100 communes; DM plan were developed

- Focus of the project are CBDRM, capacity building, CCA and small-scaled river bank erosion.
-CBDRM activities: Japanese experts work directly and cooperate with commune in implementation at local level. The project was piloted in 9 communes in 3 provinces. One of project outputs was issuance of CBDRM refference material

International assistance
According to rough statistics, there are currently 67 projects on CBDRM being implemented in 704 communes in 43 provinces, mainly in central provinces. The projects contribute to joint efforts and creation of good models, particularly lesson learned on building partnership between international organizations, authorities and people.
Donors including AUSAID, ADB, USAID, v.v.. are financing state agencies and NGOs to carry out specific activities to enhance awareness on CBDRM

Lack of sufficient attention in guidance in implementation of the project to agencies
Deployment of provincial facilitators faces challenge due to the fact that these facilitators have multi tasks and there is staff turn over
Funding from Central to provincial as provided in Decision 333/QĐ-TTg has not been seen due to funding limitation.
Commune technical working group and community group have not been established
Absence of guidance on sharing project implementation

Provinces/cities:Continue activities between 2010-2015 which were approved by the Prime Minister through Decision 333/QĐ-TTg dated 18/2/2013
Activities under Phase 2 of the project including structural construction; creation of early warning system; non structural items provided in Decision 1002/QĐ-TTg
Creation of early warning system; construction of small scaled work; renovation and construction of new DM agencies at provincial level will be integrated and call for financing from relevant programs/projects in local areas
