GRAND COUNCIL OPENED
There being a constitutional number of Councils represented, the Most Puissant Grand
Master opened the 168th Annual Grand Assembly of the Grand Council Of Royal and Select
Master Masons of Pennsylvania in full form at 9:00 o’clock A.M. with prayer by the Puissant
Grand Chaplain, followed by the Pledge of Allegiance to our flag and the singing of the
National Anthem of the United States & O Canada.
On a motion made by Right Puissant Companion William W. Hellier, RPDGM, it was
resolved that all Select Master Masons in good standing be admitted to the sessions of the
Grand Assembly except during the election of the Grand Officers.
The minutes of the previous Grand Assembly were directed to be read, when the minutes
of the 167th Annual Grand Assembly held at Grantville, Pennsylvania on April 23, 2013, were
commenced, when on motion made by Right Puissant Companion William W. Hellier,
RPDGM, it was resolved that further reading of the minutes be omitted as printed copies of the
same were mailed to all Subordinate Councils and other persons entitled to receive them.

To the Most Puissant Grand Master, Officer and Members of the Grand Council of Royal and Select Master Masons of Pennsylvania.
Illustrious Companions:
Your Committee on Charity wishes to report that the Grand Council Charity Fund, for
“The Special Olympics,” is deposited in the Metro Bank, Camp Hill, PA. with a money market
account balance of $13,080.62 and securities deposited in Wachovia Bank total of $81,647.19.
During the past year checks, in the total amount of $3,500.00, were presented to the
Special Olympics. The Committee thanks all of the Councils who have remembered their
Illustrious Companions with a memorial to the Charity Fund. This is a longer lasting
remembrance than flowers.
With your help the fund can be built to the point where we can use the interest that it
generates to support our adopted charity.

Illustrious Companions:
This report indicates the activities of the Grand Recorders Office for the 2013-2014 Cryptic
year.
The 2013-2014 officer encyclicals were printed and distributed to the Grand Officers, elected
and appointed, Subordinate Councils and other Masonic bodies.
The proposed By-Laws and amendments to the By-Laws of the Subordinate Councils were
accepted, recorded and referred to the By-Laws Committee for approval.
The Grand Recorder received from various sources moneys in the amount of $34,601.34 with
proper settlement being made with the Grand Treasurer.
All other Communications that were received were referred to the proper officer or Committee.
Commissions, clearances, dispensations, certificates and other documents were prepared when
requested or required and delivered to the proper officer, jurisdiction or committee.

It certainly has been my honor and pleasure to have served as your Grand Recorder for the year
2013-2014. I have had the great pleasure and privilege during the year to meet and talk with
many of the Illustrious Companions and have been the beneficiary of their
friendship, advice and hospitality. It never ceases to amaze me, so many different things that go
on at the Grand Council Office. I extend my sincere thanks and appreciation to all the Grand
Officers, Council Recorders and Officers as well as the many Illustrious Companions.
It has been my good fortune to have the many MPPGM’s aiding in the work of the Grand
Council. I have recommended that MPPGM Doug Crum continue to be appointed as Assistant
to the Grand Recorder.
Don’t forget to stop in and visit next year. It has been a regular visitation day at the Grand
Council Office on Wednesday’s. It has been a Great year.

REPORT OF THE COMMITTEE ON FINANCE
FOR CRYPTIC YEAR 2014-2015
To the Most Puissant Grand Master,
Officers and Members of the Grand Council of
Royal and Select Master Masons of Pennsylvania.
Illustrious Companions;
Your Committee on Finance reports that they have reviewed the records and accounts of the
R.P. Grand Treasurer and the R.P. Grand Recorder and found them to be correct.
The following is the proposed budget for the Grand Council for the ensuing Cryptic Year
2014- 2015.
(1) The R.P. Grand Recorder shall receive for his services a salary of $2,500.00 and an
expense allowance (with receipts) of $2,500.00. This expense allowance shall cover all
required travel, stenographic and or other services.
(2) $4,000.00(with receipts), or as much thereof as is necessary, for the use of the Most
Puissant Grand Master to enable him to make such visitations as he deems necessary.
(3) $1000.00, (with receipts) or as much thereof as is necessary, to pay the expense of the
R.P. Grand Treasurer.
(4) $2,500.00, (with receipts) or as much thereof as is necessary, to pay the actual
expense of the Puissant District Deputy Grand Masters incurred in the visitation, or
otherwise inspecting the business of the Councils in their respective jurisdictions.
(5) An appropriation of sufficient amount to pay the heat, rent and janitorial services for
the office of the R.P. Grand Recorder.
(6) An appropriation of sufficient amount to pay the Elected and Appointed Grand
Officers, Past Grand Masters and Puissant District Deputy Grand Masters attending the
next Annual Grand Assembly and voting therein, at a rate of twenty-five cents (25¢) per
mile both ways, and twenty five dollars ($25.00) per day, for a period not to exceed two
(2) days. A Subordinate Council Representative attending the next Annual Grand
Assembly and voting therein, shall be paid the same mileage and per diem not to exceed
one (1) day.
(7) $1,000.00, or as much thereof as is necessary, to purchase regalia and a Past Grand
Master Jewel and Apron for the retiring Most Puissant Grand Master.
(8) $200.00, or as much thereof as is necessary, to pay the cost of memorials.
(9) $4,000.00, or as much as is necessary to pay the miscellaneous expenses of the Grand
Recorder's Office. This expense shall include federal, state and municipal taxes, postage,
telephone and all other necessary expenses.
(10) $1,500.00, or as much thereof as is necessary, to pay for the distribution of copies
(either booklet or CD or digital) of this Annual Grand Assembly proceedings, One
hundred fifty copies of the Officer Encyclicals, 125 sets (Volume III) of the new Grand
Council Ritual and all other printing for the proper operation and information of the
Grand Council.
(11) $200.00, for contribution to the Pennsylvania Youth Foundation.
(12) $400.00, for contribution to the Masonic Villages of Pennsylvania.
(13) An appropriation of sufficient amount to pay the mileage expense at twenty-five
cents (25¢) per mile each way, and a sum of five hundred dollars ($500.00), or as much
thereof as is necessary for a meeting to be called by the Most Puissant Grand Master, time
and place at his pleasure.

(14) An appropriation of sufficient amount to pay the expenses at twenty-five cents (25¢)
per mile each way, and a sum of six hundred dollars ($600.00), or as much thereof as is
necessary to hold a conference of the Executive Committee, which will meet at the
pleasure of the Most Puissant Grand Master.
(15) $200.00, contribution to the International Order of Rainbow Girls in
Pennsylvania.
(16) $200.00, contribution to the Order of DeMolay in Pennsylvania.
(17) $200.00, contribution to the Grand Guardian of Pennsylvania International Order of
Jobs Daughters.
(18) $1000.00 each, (with receipts) or as much as is necessary to pay the expenses of the
R.P. Deputy Grand Master and R.P. Grand Principal of Work, when attending Regional
Assemblies or other Grand Council functions.
(19) An appropriation of sufficient amount to pay the Puissant District Deputy Grand
Masters & Grand Ritualistic instructors attending the Regional Assemblies a rate of
twenty-five cents (.25) per mile both ways and twenty-five dollars ($25.00) toward
lodging if the distance traveled one way exceeds 125 miles. Mileage will be calculated
from the home of the Officer to location of Regional Assembly.

$300.00. All other miscellaneous items were printed at a cost of $435.00, for a total printing
cost of $700.00.
The Proceedings of the 167th Annual Grand Assembly of the Grand Council were

Illustrious Companions:
Your Committee on Ritual does hereby make the following Report.
The Committee on Ritual has copied & distributed the new clarified Ritual Manuals
(Volumes I, II only) which contain the Royal, Select & Super Excellent Degrees, along with the
Opening, Closing, Business of the Council, Examination of a Visitor, Balloting on Petitions,
Floor Plans and Instruction on the Movements of the several Officers as determined by the
Committee. It also contains the Election & Installation of Officers.
Further, that Volume III which contains (The Grand Council Constitution, Digest of
Decisions, Recorders manual, Open & Closed Table Councils, Ceremony to honor PTIMs,
Presentation of 25 Year Membership Award and Grand Council Membership Award Programs)
is scheduled to be distributed to each Subordinate Council Recorder by the PDDGM meeting in
Aug. (1) one volume to be kept by the Recorder, the other volume to be used by the TIM. A
complete new digital copy (CD) of all volumes will also be included with volume III and is to
be kept by the Recorder for coping purposes. The complete (3) three Binder set and the CD is
to be checked & verified by the PDDGM when he makes his (2) two Official Visits and noted
on his Official Visitation Report.
The new CD will also include Volume I & II with revised pages. Printed revised
page sets from volumes I & II will also be included, these pages are to be used to replace
certain pages from volumes I & II.
These Ritual Manuals unlike the previous “purple manuals” may be copied as needed.
The outdated purple manuals are to be collected by the Recorder and turned over to the
PDDGM during his next two Official visits. All manuals are to be accounted for by the
Recorder of each Council. These purple manuals as well as the large purple binders containing
the floor work and other miscellaneous ritual information are no longer to be used once the new
Ritual Manuals have been distributed.
This Resolution is to be made & formally adopted at the next Grand Assembly
Session.

The Jurisprudence Committee offering the following three (3) Proposed Amendments to the
Constitution at the 167th Annual Grand Assembly which laid over for one Cryptic year and have
been published in due & timely notice for a vote at this 168th Annual Grand Assembly.
Article IV Section 1. Reads:
Sec.1; The Grand Council shall hold an Annual Grand Assembly, on the Fourth
Tuesday of April, and be opened at 9:00 o’clock A.M., at such place as the Grand
Council may, at the preceding Annual Grand Assembly, have designated except when the
date of the Primary Election in Pennsylvania is the fourth Tuesday of April, the Annual
Grand Assembly of the Grand Council shall be held on the second Tuesday of the month.
Amended to Read:
The Grand Council shall hold an Annual Grand Assembly, on or about the Fourth
Tuesday of April and be opened at 9:00 o’clock A.M., a t such place as the Grand Council
may, at the preceding Annual Grand Assembly, have designated.
Article VI Section 1. Reads:
The election of the Grand Officers shall be held at 1:30 o’clock P.M.
Amended to Read:
The election of the Grand Officers shall be held at 9:00 A.M. or as soon thereafter
as practical.

A motion to the Amendment to Article IV, Section 1 was duly made, seconded
and approved.
A separate motion to the Amendment to Article VI, Section 1 was duly made,
seconded and approved.
Amendment to Article XXVI was laid over until the 169 th Annual Grand
Assembly due to the fact that Volume III had not yet been distributed to the
Subordinate Councils.
Article XXVI Reads:
Each Subordinate Council shall be entitled to receive and have five (5) copies of
The Ritual for each of the Degrees. The Rituals shall be delivered by the Grand Recorder
to the Thrice Illustrious Master of each Subordinate Council, who shall be responsible for
the care and custody thereof, and shall deliver the same to his successor. In case of the
loss or destruction of any Ritual, a new copy thereof shall be furnished to each
Subordinate Council upon receipt by the Grand Recorder of satisfactory evidence of such
loss or destruction, and the payment of a fee of fifty ($50.00) Dollars in each case.
Amended to Read:
Each Subordinate Council shall be entitled to receive and have two (2) complete
sets of The Ritual Manuals. A set consisting of the following; Volume I, II and III and an
accompanying CD containing the electronic version of each volume for reproduction.
The Ritual manuals shall be in the care of the Recorder of each Subordinate Council, who
shall be responsible for the care and custody thereof, and shall deliver the same to his
successor. In case of the loss or destruction of any Ritual manual, a new copy thereof
shall be furnished to each Subordinate Council upon receipt by the Grand Recorder, and
the payment of a fee of fifty ($50.00) Dollars per volume in each case.
Per Article XXV of the Grand Council Constitution:
Every proposed alteration or amendment of this constitution shall be made in
writing, offered at an Annual Grand Assembly and referred to the committee on
Jurisprudence who shall report at the next Annual Grand Assembly, when it shall requir e
a majority vote to adopt the same, provided, that previous notice shall have been
forwarded to each Subordinate Council of the proposed alteration or amendment, and
stating that action would be taken thereon at the forthcoming Annual Grand Assembly.

Each Cryptic year the Grand Council honors one Illustrious Companion from each
Cryptic District for his zealous labors in the Cryptic Rite of Freemasonry, his warm fellowship

years the time limit was changed from two to three years making the award easier to

The Council of Anointed Kings of the Commonwealth of Pennsylvania held its
Sixty-Sixth Annual Assembly at the Four Points Sheraton – Pittsburgh North, Mars
(Cranberry Township), Pennsylvania, on Monday, April 28, 2014. The Annual
Assembly was opened in due form at 9:00 AM. In accordance with the Ritual, the
officers made their Ceremonial Entrance and were seated in their respective Stations
and Places as follows:

Illustrious Scribe.
There were 47 members and 2 guests present. In addition there were 16 new
candidates present.
The Ceremony of the Presentation of the Flag was performed. The Pledge of
Allegiance to the Flag was recited as it was being presented followed by the singing
of The Star Spangled Banner. The United States Flag being returned to its
accustomed position all were seated. 62.
The Illustrious King appointed the following Auditing Committee to audit the
books and accounts of the Illustrious Treasurer and Illustrious Scribe for 2014:

The Illustrious King called for the reading of the minutes of our Sixty-Seventh
Annual Assembly, held in Grantville, Pennsylvania, on Monday, April 22, 2013. On
motion, duly made and seconded, the reading of those minutes was dispensed as the
minutes were printed in the Annual Proceeding of the Grand Council of Royal and
Select Master Masons of Pennsylvania for April 23, 2013. They are available to
every member upon request to the Recorder of his Council.
16 new petitions for the Order of the Silver Trowel were received. Eligibility
having been established, and they each having been recommended by two of our
members, they were, on motion, approved by acclamation for membership in this
Council of Anointed Kings.
Our visitors and guests, all distinguished Masons, were presented in front of the
Altar by the several members of the Reception Committee. They were warmly
welcomed and then greeted in the East by the Illustrious King.
Most Puissant Companion William H. Weichsel, Most Puissant Grand Master of
the Grand Council of Royal and Select Master Masons of Pennsylvania, accompanied
by other Grand Council officers, Past Most Puissant Grand Masters and Puissant
District Deputy Grand Masters. Most Puissant Grand Master William H. Weichsel
was escorted to the East by the Illustrious King. The Most Puissant Grand Master
proceeded to introduce each of those in his party by name and title following which
all were seated in the seats reserved for them.
An abbreviated report of the Auditing Committee was read and on motion accepted
and approved and made a part of these minutes.
The Illustrious King welcomed all, made a brief statement, and extended thanks
to several for their assistance.
The Illustrious King introduced William D. Johnston, Cast Director, who
introduced the cast for the conferral of the Order of the Silver Trowel. They were
from Councils in the Central part of Pennsylvania.

The cast consists of Anointed Kings from the Western region of the
Commonwealth directed by William D. Johnston, Allegheny Council No 38-
Clinton, PA
In preparation for the conferral of the Order, the officers retired. Their respective
Stations and Places and were taken by the cast. The ORDER OF THE SILVER
TROWEL was then conferred upon the 16 approved petitioners.
The Class Exemplar was Illustrious Companion William C Trushell, PTIM of
Allegheny Council No. 38.
The officers having returned and resumed their Stations and Places, the Illustrious
King invested the Exemplar with the remaining attributes of the Order, and, in
concluding the conferral of the Order, formed a circle composed of the candidates.
The Illustrious King conducted the “Circle of Friendship” to conclude the
Ceremony of conferral. Except for the candidates, the assembly was seated, when, the
Illustrious King, assisted by the officers, invested each candidate with a Silver Trowel
Lapel Pin. The Exemplar retired under escort.
The Illustrious King called upon the Exemplar, Anointed King William C
Trushell who eloquently expressed the positive feelings of the class of candidates.
The Illustrious King conducted the traditional Memorial service, in memory of 6
deceased members, as reported to the Illustrious Scribe. With all present again
standing, the Illustrious Scribe read the names and date of death of members reported
to him during the year as having entered into the life beyond.
Placing a white floral arrangement upon the Altar, the Illustrious King,
accompanied by the Illustrious Chaplain, both kneeling, recited a profound Memorial
prayer and suitable poem. In concluding the Memorial Service, the Illustrious King
directed the Illustrious Scribe to set aside a suitable place in the minutes for the names
of our deceased Anointed Kings. All were seated.
The Illustrious Scribe also read the name of one Anointed Kings, who was Ipso
Facto suspended.
The Illustrious King called for any old or new business proper to be considered.
On motion, duly made and seconded, a sum of $ 250.00 was authorized to be paid to
the Grand Council of Pennsylvania as a contribution toward the cost of printing its
proceedings, provided that the minutes of our Sixty-Eighth Annual Assembly are
included in those proceedings.

The Illustrious Scribe announced that all bills were paid to date as authorized at the
last Annual Assembly and at the Mid-Winter Planning Session in November 2011. It
was on motion unanimously, RESOLVED, that the Illustrious Treasurer and the
Illustrious Scribe again be authorized to pay all bills as they may arise during the
coming year, if found by them to be true and correct.
The Illustrious Scribe thanked the Representatives from the Councils to the
Council of Anointed Kings for their capable assistance in acquiring petitions and
providing him with necessary data to maintain proper records of the Council of
Anointed Kings.
The Illustrious King called upon Anointed King, Most Puissant Companion
William H. Weichsel, Most Puissant Grand Master of the Grand Council of Royal and
Select Master Masons of Pennsylvania. The Most Puissant Grand Master expressed
his appreciation for his kind reception and indicated how pleased he was with the
attendance. He offered his praise and congratulations to the officers and fine cast who
presented the Order of the Silver Trowel, as well as to the new members, in behalf of
himself and his team of officers who accompanied him.
The Illustrious King announced that the time had arrived to hold the Annual
Election and Installation of Officers. Whereupon, it was unanimously, RESOLVED,
that the present Elected Officers be advanced one station, except for the Illustrious
Treasurer and Illustrious Scribe.

The Illustrious King installed the Elected and Appointed officers into their
respective Stations and Places, assisted by the retiring Illustrious Marshall and
Illustrious Chaplain.
Newly installed Illustrious King Wilmer P. Quick responded to his installation by
making appropriate remarks for the occasion. He indicated that he would continue to
strive to live up to the high ideals of his predecessors.
A Past Illustrious King’s Jewel and lapel pin were presented to the retiring Illustrious
King Richard E. Miller; Past Illustrious King Miller expressed his thanks for the
pleasure of being able to serve the Illustrious Kings.
The Illustrious King announced that a special meeting of officers and Past Illustrious
would be held following today's Annual Assembly. He also announced that the annual
Mid-Winter Planning Session would be held on Sunday, November 9, 2014 at a
location to be determined.
All business being concluded, the newly elected and appointed officers closed the
SIXTY-SIXTH ANNUAL ASSEMBLY OF THE COUNCIL OF ANOINTED KINGS in
due form at 12:00 PM and departed in a formal recessional including the Most
Puissant Grand Master. All retired to enjoy fellowship and a delicious Luncheon.
