The life sciences industry, comprising pharmaceuticals, medical biotechnology and medical technology, is one industry where we are world-class, and have the potential to go further. A strong life sciences industry can drive growth and high-value job creation as well as playing a vital role in meeting future healthcare challenges.

NIC Programmes
Needs• In conjunction with The Technology Strategy Board and Knowledge Transfer Networks, NIC
has developed a Statement of Clinical Needs online tool which provides a forum for clinicians to express what they need.
Benefits:• The information helps industry understand the clinical needs of the NHS, and what
innovations they can either mobilise or develop to meet these needs.• Creates an alignment with clinical demand and focussed industry supply.• Stakeholders benefit from knowing what frontline clinicians are saying needs to be
addressed. Next Steps:• Partnership programme with NHS Networks. NHS Networks has rich, varied and vibrant
networks that could be a valuable source of identifying genuine and real time frontline needs and subsequently provide a forum for the NHS community to share knowledge and ideas to meet these needs and prepare channels for diffusion.
• Facilitating a joint needs and innovation development programme with all AHSCs.
NIC Programmes
Solutions• NIC has developed a portfolio of pre-commercial procurement tools to speed the
development of innovative solutions. The Scorecard is essentially the ‘first interview’ with an innovator from an IP, need, benefits perspective and explores what assistance the innovator needs to deliver the idea. The Competition Tool is an easy-to-use resource to commission the development of solutions.
Benefits:• Open, fair and transparent processes that speed development of innovations.
Next Steps:• Continue to support NHS Supply Chain, Technology Strategy Board.• Continue to work with The Department for Business to roll out tools across Government.
NIC Programmes
Recent Network Developments• Facilitating and supporting a joint initiative with all the AHSCS to collaborate and develop
solutions to areas of unmet clinical need.• Working with sector specific bodies such as NHS Blood & Transplant and Ambulance service
to develop innovations to fulfil unmet needs.• Working with SME’s & Charities to develop innovations to meet articulated unmet needs in
paediatric care.

Innovation Knowledge Exploitation• The Innovation Showcase forms part of NIC’s Linked Data Initiative and is an online tool that
showcases innovations and provides a brief of what the innovation is, a video clip of what it does, details of where you can buy it and, most importantly, evidence in terms of cost savings and patient benefits.
Benefits:• Linked Data, expressed via compelling visualisations, has the potential to improve decision-
making for commissioners, clinicians, scientists and industry. • The Showcase maps, on a Google Map, where the innovation is being used. The intention of this
is to stimulate uptake by profiling leadership and nudging slow adopters to realise the economic and patient benefits of adopting innovation.
Next Steps:• Collaboration is under way with NHS Networks, NHS Information Centre, NHS Choices, NHS
Scientists, DH Horizon Scanning.

Linked Data
• Open Health Innovation Ontology (OHIO)– Formal representation of a domain (i.e. health technology innovation)– Models concepts and relationships– Shared conceptualisation– Used to reason within domain– Enabled by Web3 resources: e.g. RDFa, OWL
• Semantically-enhanced Applications – Potential to save time, money – Infers meaning : ‘connecting-the-data’ to derive meaning – Web 2 (social networking features) combined with Web 3 (semantic) has great potential to advance
performance in innovation development

Economic BenefitsFinancial Year 2009/10
Value to UK PLC:• The NIC supports SME’s to develop innovative solutions to patient and staff needs. With the
support of the NIC, a number of innovations have been able to attract significant funding. NIC’s support has also contributed to the value of UK Plc by helping to attract funding to the value of £290m.
Potential Value to NHS:• The NIC has supported the development of innovations that would improve the quality of the
patient experience and generate potentially significant cost savings to the NHS.
