WVPA Board of DirectorsThe West Virginia Press Association was established June 3, 1869, and was re-chartered in 1954 as a non-profit trade
association representing the daily and weekly newspapers of West Virginia. The Association is governed by a 14-member* Board of Directors elected by the member newspapers.
The Association’s business subsidiary, West Virginia Press Services, Inc., was established in 1954.
The West Virginia Press Association Foundation Inc. is a nonprofit public educational foundation which operates various educational programs, including college scholarships, continuing education for working journalists
and support for college and high school journalism programs. The Foundation is governed by a five-member board of trustees, elected by the Association membership.

The WVPA Foundation is a non-profit foundation supporting the West Virginia newspaper industry through Academic scholarships including the Adam Kelly Scholarship, Guy Stewart Scholarship, Edward Chadwick Scholarship, Phil Fourney Scholarship, Roy Owens Scholarship, professional internships, educational
programming, staff development seminars and sponsorship of the annual convention.
The WVPA Foundation is the largest sponsor of WVPA educational programs and seminars throughout the year and during the annual convention. In addition to the scholarships, internships, industry educational programs, and website development, the WVPA Foundation partners with colleges and universities across the state to sponsor college and high school journalism activities.
The WVPA Foundation also operates the Edward Chadwick Newspaper Building in Charleston, which houses the West Virginia Press Association, the West Virginia Press Services and the WVPA Foundation offices.

The Adam R. Kelly Premier Journalist Award is the most prestigious award presented by the West Virginia Press Association. The award was established in 1991 in memory of the late Adam R. Kelly, former owner and editor of the Tyler Star-News,
Sistersville, who was known nationally for his outstanding service to newspapers. A committee of past presidents of the Press Association selects the honoree from nominations made by journalists or other persons.
Announcement of each year’s winner is made during the awards ceremony at the annual WVPA Convention.

In more than 400 circumstances, actions by state or local government, private companies, institutions or individuals require the publication of a Legal Advertisement.
The basic state law covering Legal Advertisements is found in Chapter 59, Article 3 of the Code of West Virginia.
Requirements for publication of a specific Legal Advertisement usually are found in the statutes governing a particular action, circumstance or governmental agency.
General terms, rates and rulesn Only daily or weekly newspapers
which meet the requirements set forth in Chapter 59, Article 3 are “qualified” to publish Legal Advertisements under the scope of the Code. Advertisers are advised to make sure a newspaper is “qualified” before placing required legal advertisements in that publication.
n A “writ of mandamus” procedure is set forth in Chapter 59, Article 3 in which governmental agencies and others can be compelled by court order to publish a required Legal Advertisement which has not been published.
n Rates which qualified newspapers may charge for Legal Advertisements are set by the state Legislature. These rates are based on the paid circulation
of the qualified newspapers.
Rates in effect on Jan. 1, 2009:
n 7¢ per word for newspapers with a circulation 1,000 or less.
n 11.5¢ per word, circulation 1,001 to 5,000.
n 12¢ per word, circulation 5,001 to 9,999.
n 13¢ per word, circulation 10,000 to 29,999.
n 14¢ per word, circulation 30,000 or more.
Legals published more than one
time are charged on the basis of 100% for first publication and 75% for each subsequent publication.
n The “Class” type of a Legal Advertisement determines how many successive weeks the ad must run – Class I, one week; Class II, two weeks; and so on.
n Legal advertisement may be published in a qualified newspaper published on any day of the week except Sunday.
n In almost all cases the laws requiring publication of a particular Legal Advertisement specify the “publication area.” This means that the ad must first be offered for publication to a qualified newspaper published in the publication area, and can only be placed in a newspaper outside the publication area if no newspaper in the area will accept the ad.
n Counting words: The law specifies that Legal Advertisements containing white space are to be charged for as if they were “set solid” in type. Most newspapers, therefore, determine the number of words to the inch of type-set Legal Advertisements and convert the total space used to words, for purposes of charging for legals.

West Virginia and the state’s newspaper industry lost iconic figure Warren Buzzerd, 83, on March 7, 2016.
After graduating from Berkeley Springs High School and West Virginia University, he taught Industrial Arts before joining family-owned The Morgan Messenger in 1959. Buzzerd was the grandson of S.S. Buzzerd, who founded The Morgan Messenger in 1893. He became editor in 1962 and purchased The Hancock News, Hancock, in 1966.From president to foundation treasurer, Buzzerd was very active in the West Virginia Press Association. He served in a leadership role for 38 consecutive years, first as a board member in 1978, president in 1988, then trustee of the WVPA Foundation in 1990. Buzzerd was Foundation treasurer at the time of his death.Hunter and outdoorsman Buzzerd was happiest on his John Deere, in his deer stand, cutting firewood, or working in his shop.
