JCI TAX CLINIC INDONESIA
The role of tax revenue in Indonesia's development in the period of last ten years is very significant, especially in 2015, tax revenue accounted for more than 70% of the revenues in APBN. The achievement was obtained with uneasy effort in a slowing global economy which impact on weakened domestic economic conditions and the condition of Indonesian tax which is far from satisfactory. One indicator of this condition is the ratio stagnation of tax revenue to gross domestic product (tax ratio) in the range of 10-11 percent, which is ideally to Indonesia that classified as lower middle income country should have already reached 16% to 17%. In 2016, Indonesia still facing on national economic conditions that have not improved as reflected in lower tax revenue, it is necessary for the comprehensive measures from the government to increase tax revenues due to the.importance of tax in APBN. One of the steps that will be prepared by the Government is the Tax Amnesty
Tax Amnesty is the elimination of the tax owed that give no tax administration sanction and criminal sanctions in the field of taxation, by paying a ransom. Tax Amnesty is designed to embrace multiple destinations. First, increase tax revenues in the short term, particularly for securing APBN 2016. Without additional tax revenue, the Government was forced to slash spending or debt again. With redemption rates of 2% to 6%, it is estimated there will be additional tax revenue of at least USD 60 trillion. Second, repatriation of thousand trillions of funds parked overseas will increase monetary liquidity that is badly needed to bring the national economy through lower interest rates, increased investment, and the opening of new jobs. For information, McKinsey & Company ever launch of data, there are at least 300 billion US Dollars assets of Indonesian citizens are kept abroad. The almost identical fact owned by Tax Justice Network (2010) that records around 330 billion US Dollars of assets owned by Indonesian citizens stationed in the countries of tax haven. Third, the declaration of assets and the integration of the informal sector into the national economic system would broaden the tax base significantly. In turn, this would be an additional tax revenue in the.future. And fourth, tax compliance is expected to rise naturally for wider participation
Given the importance of Tax Amnesty mentioned above is in line with the enactment of a new era of openness taxes supported by the Automatic Exchange of Information (AEOI) in 2018, we have expectations that Tax Amnesty program could be successfully.implemented
