In the name of Allah, the most Beneficent and the most Merciful
DIRECTOR GENERAL’S MESSAGE
Realizing the 21st century challenges Punjab Judicial Academy is committed to its
par excellence targets in judicial education and training in accordance with the vision of
Hon’ble Chief Justice Lahore High Court Lahore/ Chairperson Board of Management PJA.
PJA is mandated under its governing law to impart pre-service and in service training
to all the judicial officers and court staff in Punjab. In the past two years, it’s significant
achievement has been the commencement of General Training Program, with the slogan,
every judge, every year. In this program, the PJA provides a forum to the judicial officers to
discuss the common issues and practical problems faced by them in court proceedings and
ways and means to resolve them. It is pointed out that it was after a thorough assessment of
institutional capacity of PJA and intensive Training of the Trainers(ToT) Program conducted
by Dr. Livingston Armytage Director Centre for Judicial Studies Australia, that the GTP has
been revised. As such the monitoring and evaluation of the ongoing program and to assess
the impact of training, before and after the course, is one important feature of the current
training program. The Training of Trainers (ToT) program conducted in August this year

was the first of its kind in the history of PJA. I consider, it has added immense value to all the
spheres and activities of PJA. The focus is now inculcating values, changing attitudes, and
developing skills in addition to gaining knowledge. A unique feature is dissemination of
knowledge by webinars. In fact distant learning is now an essential part of the PJA Road
map and Academic Calendar.
I feel no hesitation in saying that owing to the commitment and efforts of our highly
professional resource persons and faculty members who are now well equipped, PJA has
made a new name in the judicial training institutions of Pakistan within a short span of time.
At present, PJA is continuously running the 10-day General Training Program for all the
civil judges/judicial magistrates and all the Additional District and Sessions Judges in Punjab
apart from other training courses and workshops.. The Academy also intends to organize an
International Conference for judicial academies world over to share best practices in judicial
education and training..
With all our efforts focused towards improvement and reform, we are keenly looking forward
to a positive change in the courts system all over Punjab.

Opening Ceremony of the GTP 2016-17
o The General Training Program 2016-17 was inaugurated by Hon’ble Chief
Justice, Mr. Syed Mansoor Ali Shah on 20th
October, 2016. His Lordship Hon’ble
Mr. Justice Shujaat Ali Khan & Hon’ble Mrs. Justice Ayesha A. Malik also
graced the occasion.
Address of the Hon’ble Chief Justice
The Hon’ble Mr. Justice Syed Mansoor Ali Shah Chairperson Punjab Judicial
Academy/Chief Justice, Lahore High Court, Lahore inaugurated the GTP 2016-17 on 20th
October, 2016.
Hon’ble Chief Justice while addressing the judicial officers highlighted the objectives
of General Training Program and motivated the judicial officers to improve their
performance and behavior for the ordinary litigant. He emphasized the need to reduce the
backlog in an effective manner while ensuring quality justice. .
General Training Program
The current General Training Program has been designed and developed for
Additional District & Sessions Judges and Civil Judges. This program is comprehensive in
nature and covers all aspects of judicial responsibilities to equip them with professionalism.

I. Ten Days In-service Training Course for Additional District &
Session Judges & Civil Judges
The Punjab Judicial Academy Act, 2007 provides that one of the functions of
Academy is to impart in-service training to the judicial officers. The Academy has,
therefore, conducted Ten Days In-Service Training Course for Additional District &
Sessions Judges and Civil Judges.
The General Training Program is usually scheduled from Monday to Wednesday of
the subsequent week. During this session 75 judicial officers attend the GTP. The
judicial officers are grouped into three, consisting of 25 judicial officers each. The
evaluation and monitoring of the trainees, trainers, course contents and its impact is
also conducted. A new strategy has been devised to enable the participants to be
interactive and assess the resource persons. In this mechanism the resource persons
also evaluate the participants.

The posts of Additional District & Session Judge & Senior Civil Judges demand
several skills and capabilities of a judicial officer. An orientation training program was
designed for the AD&SJs and SCJs. The training covered subjects such as Rule of Law,

Best Practices on Code of Conduct, Pre-Arrest, Post-Arrest and Protective Bails and Powers
of the Justice of PeaceAs such Performance Evaluation Training was designed for Additional

2. Workshops Organized in Punjab Judicial Academy
I. Workshop on Anti-Terrorism Framework and Human Rights
On October 7, 2016 a Workshop was arranged by the Punjab Judicial academy in
collaboration with Research Society of International Law and American Bar Association on
Pakistan’s Anti Terrorism Framework and Human Rights.
The new trends in onducting Anti terrorism cases with reference to international laws
were identified and discussed.. It also focused the responsibility of state in such cases vis-a
vis protection of human rights.
Another workshop on Pilot Explosive and Improvised Device Awareness Course was
conducted on 22nd
October 2016 in collaboration with CAPRI, supported by British High
Commission. The Counter terrorism Department and police officers also participated in the
workshop.
II. Three Days Training of Trainers Workshops:
Three Days “Training of Trainers” (ToT) Workshop was organized by the Punjab
Judicial Academy from 5th
to 7th
December, 2016. The Workshop was conducted by Dr.
Livingston Armytage, Director, Centre for Judicial Studies, Australia and the permanent
faculty of PJA. The training program was attended by:

principles of adult learning,, using effective presentation techniques and practicing skills.

On 08-12-2016, One day Workshop for refreshing the Training skills of ToT trained adjunct
and permanent faculty of PJA was conducted by Dr. Livingston Armytage. Its objective was
to assess the presentation skills of the trainers and also to provide them guidance and support.

The opening of 150 years of the establishment of Lahore High Court was celebrated

Seminar on Enhancing Justice Sector Performance through
Standards
A seminar was conducted by the Law and Justice Commission of Pakistan for Lahore High
Court Lahore with assistance of Punjab Judicial Academy for enhancing the Justice Sector
Performance through Standards on Friday, 16 th December 2016 at Pearl Continental Lahore.
The Director General conducted the proceedings. The speakers included Mr. Sarwar Khan,
Secretary Law and Justice Commission of Pakistan, Mr. Tariq Khosa Former Inspector
General Police , Professor Todd Steven Foglesong Professor of Global Practice, Munk Scool
of Global Affairs, University of Toronto. Honorable Mr.Justice Mazhar Iqbal Sidhu, Judge
Lahoe High Court and Honorable Mr. Justice Syed Mansoor Ali Shah Chief Justice Lahore
High Court Lahore.

VI. Progress Report of the Construction of Punjab Judicial Academy
Kala Shah Kaku Campus
(October-December)
As the master plan of the Scheme was completed by the Punjab Architecture
Department, G3 Engineering Consultants (Pvt) Ltd were engaged by the Academy for
resident supervision of civil work for the construction of the Punjab Judicial
Academy at Lahore near Kala Shah Kahu Interchange.
Birth anniversary of the father of the nation:
The Punjab Judicial Academy celebrated the birth anniversary of Quad-
e Azam Muhammad Ali Jinnah father of the nation. Director General PJA shared
his vision of a progressive nation state. Prayers for the prosperity of Pakistan were
also offered.

In order to develop the feeling of oneness and weld the bond of brotherhood with
the Christian community, Christmas was celebrated on 23rd

4. Visits and Delegation
I. Participation of the Director General in the “Consultation on
Criminal Law (Amendment) Offences in the name or pretext of
Honor Act, 2016”
The Punjab Judicial Academy was invited by the Punjab Commission on the
Status of Women (PCSW) to consultative workshop on 23rd
December, 2016. Its objective
was to discuss the new laws in favour of women , particularly, Criminal Law
(Amendment) Offences in the name or pretext of Honour Act, 2016. . The Director
General PJA also participated in the workshop alongwith Jazeela Aslam Senior Instructor,
PJA to present the viewpoint of trial court judges.
II. Kashmir Institute of Management Delegation visits Punjab Judicial
Academy

November, 2016)
Participants of K.I.M visited the Punjab Judicial Academy. They were
apprized with the role and the functions of the Punjab Judicial Academy. The delegation
visited the library and the class rooms. The participants appreciated the steps taken by the
Punjab Judicial Academy for the advancement of judicial education. They also observed the
Judicial Officers Training Sessions on Tuesday 22-11-2016.

Meeting dated 26.12.2016 at the Punjab Judicial Academy
The Hon’ble Chief Justice/Chairperson Board of Management PJA Syed
Mansoor Ali Shah alongwith Hon’ble Judge Incharge Administration (Honble
Justice Shujaat Ali Khan) and Hon’ble Judge Incharge Academic (Hon’ble
Justice Ayesha A. Malik) convened an extensive meeting with the Director
General and faculty of the Academy. The future vision of the Academy with
regard to several initiatives and activities of the PJA was shared, such as use of
technology and development of web based training programs, publications by
the PJA, international Conference on Judicial Education and administrative
matters of the Academy. Instructions and directions to followup the plan were
given to raise the level of the Academy to a new height with specific plan and
deadlines for action.
