HOW IS NEW LYNNS HISTORY AND
CHARACTER bEING ENHANCED?
Sense of Place refers to an individuals experience of a
location. It is not simply about the physical environment,
but the events that a person experiences there. It denes an
area, makes it unique and gives it meaning.
New Lynns town centre has been subject to sustained and
continuing redevelopment and has lost much of its original
fabric and identity. However, there are elements within the
town centre that are still recognised as contributing to the
overall sense of place within the area:
- The ner grained development along Totara Avenue
- Corner buildings on Totara Avenue that provide key
architectural statements along viewshafts on Great
North Road
- The new park along Totara Avenue
- The traditional triangle-shaped urban block between
Totara Avenue and Great North Road
- The Memorial Square area of remembrance

FOR FUTURE DEVELOPMENT

5.1 ESTABLISH A DESIGN REVIEW PANEL FOR DEVELOPMENTS
- It is suggested that the council work closely with
developers in early stages of developments, so that they
can inuence streetscapes through better urban design
solutions and more responsive architectural responses.
This is particularly applicable to buildings within the
Merchants Quarter, where buildings require sensitivity
in design so as not to detract from the existing
character of the area
5.2 INVEST INITIALLY IN PUBLIC SPAC E AND STREET UPGRADES
- Investing in initial public open space upgrades including
planting, furniture, parks and footpath upgrades will
help by building pride in areas seen as attractive places
to meet, sit and rest- This will also help in creating a consistent look within
the town centre to reinforce the local character an

5.2 ESTABLISH AN OVERALL BUILT FORM APPROACH TO
DEVELOPMENT ACROSS THE NEW LYNN TOWN CENTRE
- Differences in existing built form fabric within NewLynn could be stitched together by creating a gradual
transition in built form massing, setbacks and heights
between the ner-grained North-west areas, the large
grained Lynn Mall and the sparsely disbursed grain
along the southern areas of the town centre.
5.3 EVALUATE THE POTENTIAL OF EXISTING BUILDING FABRIC
- Although there are buildings and streetscapes within
the New Lynn town centre that have qualities that the
community values, little is likely to meet the threshold
for scheduling for protection in WCCs District Plan.
- Existing built forms worthy of protecting in the future for
character, not heritage values, need to be assessed

5.3 IDENTIFICATION OF KEY FEATURES
- Identication of possible key buildings and features
within the New Lynn Town Centre will contribute to the
heritage of the area by putting in place design standards
and expectations for key development sites in the future
- This includes key buildings; gateways into main
streets; prominent corners; focal points at the end of
viewshafts; possible location of artworks, sculptures,
landscape features; and special streetscapes or areas to
be enhanced
- These should be based heavily on existing features
within the community that are held to be important e.g.
locally signicant public views along Great North Road

5.5 ESTABLISH AN APPROACH TO BUILDING HEIGHTS WITHIN
NEW LYNNS TOWN CENTRE
- This proposal suggests scope for unlimited height as
per the District Plan in certain areas of New Lynns
town centre, to give it the critical mass of residential
employment intensity required to support a transit
centre. Increase height along Clark Street will also aid in
balancing the potentially wide open spaces
